1. Introduction
In SIPCHEM, IPC receives ethylene from UNITED. Currently SADARA is having a 6” tie-in
available on their ethylene header for future connection in the RC corridor approx. 5 kms away
from SIPCHEM East park across the road 218/255. SIPCHEM is going to utilize this
connection to import ethylene from SADARA 6” future tie-in on Ethylene header at RC corridor
to SIPCHEM East park by constructing new 8” Ethylene supply line and its associated control
system.
This Method of Statement provides guidelines for the design and installation of piping tie-ins (4
Nos) by the method of Cold tap at SIPCHEM east park IUC U&O1 / IPC plant, Utility Area.
2. Scope
The Scope include piping tie-in of 4 Nos by the method of Cold tap to the existing line during
forth coming IPC shutdown. Shop and field activities are as below
2.1 Pre-shutdown and shop activities2.1.1 Field Verification to be done based on Shutdown Tie-in IFC drawings.
2.1.2 Develop Weld map and numbering of pipe spools prior to fabrication.
2.1.3 Ensure all materials test certificates are reviewed and approved by QA/QC.
2.1.4 Sandblasting, painting and coating of Pipe and Pipe fittings.
2.1.5 Cutting, grinding, beveling, DPT and fit-up of Pipe spools with reference to weld
map and offer for fit-up inspection.
2.1.6 Joint welding of fit-up pipe spools.
2.1.7 NDT of Golden joints.
2.1.8 Hydrotest of Pipe spools and Valves.
2.1.9 Transportation of Valves and Pipe spools to Site and ensure proper storage inside
site temporary storage facility.

4. Responsibilities
 The Project manager shall ensure the work is completed on schedule and safely, meeting
the specified quality standards. The Project Engineer and Construction Manager shall
ensure that suitable and sufficient resources and contractual arrangements are in place to
comply with this procedure.
 The HSE Manager shall ensure that safety assessment and suitable safety measurement
on site have been done properly prior to tie-in.
 The QC Manager shall ensure that the persons carrying out inspections and witnessing in
accordance with this procedure have appropriate skills, qualifications and information to
undertake their tasks.
 The Piping Engineer shall provide information on the proposed Tie-in weld to the QC
Welding controller and shall provide engineering support to ensure that all relevant design
requirements are met in the finished joint.
 The Welding Inspector shall review the checklist in detail and ensure that the proposed
welding and inspection processes clearly identified and are appropriate to the joint and
the applicable codes.
 The GAS Welding Inspector shall carry out the inspections required in accordance with
the Approved Tie-in Weld Inspection Record checklist. If in doubt they shall not approve

or pass the inspection but shall raise the matter in the first instance to the QC Manager.
4. Review & Approval of Tie-in Weld
 Piping tie-ins shall be approved by Contractor (GAS) Lead Piping Engineer and
SIPCHEM Representative before any work can be done to existing piping. The approved
Tie-in List is mandatory prior to construction.
 The Piping Discipline Manager (Piping Construction Team) shall prepare a Checklist for
the joint in question with details as follows;
 Allocate Tie-in Weld Number.
 Copy of relevant Tie-in List, isometrics, nozzle drawings, weld details and WPS.
 Reference to design pressure test requirements pressure and media.
 Proposed alternate/ reduced strength/ leak test for example sensitive or gross leak check.
 Joints/Spools which have no access to do pressure test will be follow golden joint
requirements and it should be verified & approved by SIPCHEM.
 The piping Supervisor then passes the checklist to the Welding Inspector for review
 The Welding Inspector reviews the welding and inspection process in detail, updates the
checklist and passes to QC Manager for Approval.
 The QC Manager approves the form and passes to SIPCHEM for review.
 SIPCHEM review and approve the checklist and return to GAS either approved, or with
comments.
 The QC Manager distributes the checklist together with its associated information for the
relevant action.
5. Preparation and Safety Precautions
 Tie-in work shall be done only at specified tie-in points
 Tie-in points shall be clearly marked with tie-in points numbers identical to tie-in list

 Each tie-in work area shall be prepared in accordance with SIPCHEM specifications,
before tie-in work is performed.
 Drilling Hole or Cold Cutting (by use of hacksaw) is required with gas detection for
the existing line with combustible or explosive service after system shut down.
 Valves in the line should be closed and locked out. The pipe should be disconnected
and drained. The open end of the pipe sections not being worked on should be blanked
off.
 Stress Analysis of the existing piping to be checked if required prior to start the activities.
6. Inspection & Records
6.1 Fit Up & Inspection
 The Piping Supervisor shall inform the piping team of the requirement to comply with the
checklist. In particular the Piping Supervisor shall inform the QC Welding Inspector in
good time to allow all required inspections to take place including those prior to fit up.
Examples of such inspections include
a) Weld Prep Visual Examination
b) Weld Prep NDE
c) Internal cleanliness, dry air purge check
 The Welding Inspector shall check and where appropriate measure the weld bevel
preparation, to confirm that the bevels and internal pipe profile are according to the
requirements on the WPS.
 The pipe work shall be thoroughly cleaned and visually inspected internally.
 Any other internal inspections, tests or treatments identified on the approved shall be
completed.
 The joint shall then be fitted up and the fit-up visually inspected by the Welding Inspector.
 When the fit up inspection is completed the Welding Inspector shall sign off the

relevant sections of the checklist and welding of the root pass may proceed.
6.2 Welding & Inspection
The Welding Inspector shall retain a copy of the approved checklist at the Joint and shall
witness the whole process of executing the Tie-in weld and shall sign off the applicable section
of the checklist only if the welding process is acceptable. If not acceptable the Welding
Inspector shall place the work on “HOLD” and shall report immediately to the QC Manager
who shall decide the follow up actions. In all cases such failure and the approval of remedial
actions shall be recorded and retained with the original checklist.
Throughout the welding of the root pass the concavity shall be visually checked and where
relevant the purge quality assessed. The root pass shall be checked for cracks after cleaning
by means of PT by SEG ASNT level II/Third party NDT technician . The Welding Inspector
shall then sign off the relevant section of the check list.
The weld shall be completed. The welding inspector shall monitor the following items where
relevant:
 Inter-pass temperature
 filler material and position
 Inter-pass appearance and cleaning
 stop start overlaps & positions for socket welds
 When the weld is completed the Welding Inspector shall sign-off the relevant sections
for in-process examination and shall complete and sign off the visual examination of
the weld
 The completed weld shall be subjected to NDE after heat treatment. NDE shall
include:
 Other Examination as required by design requirements.
When all above inspections have been completed satisfactorily and all records collected
together and verified by the Welding Inspector and it will be signed off by GAS/SIPCHEM

7. Risk Assessment
The Safety Manager shall ensure that the requirements of the project Health and Safety
plan, Job Safety analysis and task risk assessment are carried out in respect of Cutting
existing pipe, welding and inspection. The provision of a Tie-in weld inspection form
and approval for welding does not relieve the piping supervisor of the requirement to
specifically assess the risks associated with Tie-in welds: Asphyxiation, Explosion,
Fire, Engulfment and Unplanned release of energy (pressure) and taking all necessary
measures.
The Piping supervisor shall ensure that the Hot Work Permits is followed, including
the permit requirements for radiography.
The Piping Supervisor shall ensure that only persons appropriately trained and
competent to undertake the work described in this procedure shall be allowed to do
so and that proper means of access are provided for all activities.
