Rules and conditions for contractors
1. The contractor is required to acknowledge by signature, receipt to the copy of
these rules and conditions for contractors (Company Rules)
2. No deviation from, or variation of, the Company Rules will be allowed
without the prior consent of Lingfield Point Management.
3. All consents, permissions or approvals shall be obtained from Lingfield Point
Management appointed authorised person.
4. The contractor must obtain permission form Lingfield Point Management
before starting work or before arranging materials deliveries prior to the work
commencing.
5. The contractor is responsible for ensuring that his employees are aware of and
comply with all legislation, company rules and any conditions of Lingfield
Point Management relevant to his operation, together with Lingfield Point
Management fire alarm and prevention systems, fire precautions and
procedure to be followed in the event of an emergency situation
6. The contractor shall maintain a daily record of all his employees on Lingfield
Point Management site
7. The contractor will prominently display any statutory notices relevant to his
operations
8. The contractor must be fully insured for his operation and shall produce for
inspection by Lingfield Point Management if required, a certificate of
Employers Liability Insurance and evidence of Third Party Liability Insurance
9. No services (electricity, gas or water) plant or equipment may be used by a
contractor without permission form Lingfield Point Management
10. No plant or equipment producing a noise level in excess of 85dB(A) shall be
used or installed on Lingfield Point Management sites without express
permission
11. No plant, equipment or machine driven by internal combustion may be used
inside building, unless effective exhaust ventilation to outside air is provided
12. Lingfield Point Management amenities and facilities may not be used without
prior consent.
13. The contractor shall provide his employees with all protective clothing and
equipment required by legislation or Company rules including
a. Safety helmets for employees carrying out building construction or
demolition work or working in designated “hard hat” areas
b. Eye protection if any foreseeable risk of eye injury
c. Approved breathing apparatus and respirators for employees exposed
to fumes, dusts fibres or lack of oxygen.
d. Ear protection for employees exposed to noise in excess of 85dB(A) or
who are working in Lingfield Point Management ear protection area.
14. The contractor shall ensure that all protective clothing equipment is
maintained in good order and is used by his employees
Accident Prevention
General
The contractor must report to Lingfield Point Management all incidents resulting in
injury to any person or damage to property or plant or risk of environmental damager
or pollution
Lingfield Point Management will investigate any accident of dangerous incident
occurring on any of their sites
Excavations
All excavations shall comply fully with legislation is respect of construction and
safety measures, shall be fenced or covered to safeguard personnel working in the
area and shall be illuminated during the hours of darkness
Ladders and Scaffolding (to BS 1129 or 2037)
All ladders and scaffolding must be inspected for defects before uses, ladders with
broken or missing rounds must not be used. Wooden ladders must not be painted
Ladders must be secure at all times when in use and be stood on firm and level ground
Ladders must extend 1 metre above the working landing or support and must risk at
an angle given by 0.3metre out from the wall for every 1.3m of rise
Ladders may not be left unattended but must be removed or their use prevented
All scaffolding must be on firm foundation, be perpendicular in structure and if
applicable be securely fixed to the building. If incomplete the scaffold must be clearly
marked with the sign (Danger – Incomplete Scaffold)
All scaffolding including quick assembly types must be fitted with guard rails and tow
boards to prevent falls of persons or objects
Scaffolding must be inspected weekly be a competent person and a record of
inspection and defects kept.
Scaffolding must not be overloaded with stored materials. Materials must not be
stacked above toe-board height unless the scaffold is fitted with wire guards.
Mobile tower scaffolds must have their wheels locked to prevent movement whilst
anyone is on the tower and must not be moved until all personnel are off the tower
Folding steps, platforms and trestles must be inspected for soundness. They must only
be used on firm ground and hinges, cords or retaining stays must be in good order.
Services Below Grounds
The contractor must ascertain the position of sll services below round before any
excavation work begins; this includes examination of relevant plans
Warning traces indicating the type of service below must be inserted 0.3 metres above
that service with backfilling excavations
Any warning trace damaged during excavations must be cut back and replaced
Roofs
When working on any roof of fragile construction, crawling boards must be provided
and used by the contractor, except in exceptional circumstances and alternative
methods acceptable to Lingfield Point Management are used
Safety harness or guardrails must be used when any work is carried out to the edge
and any roof
Nothing must be thrown from any roof to the ground below
Floor openings
Any floor opening created in any floor through which an object or person could fall
must be securely covered or fenced at all times
Material and equipment storage
All contractors materials, plant or equipment shall be safely and securely stored and
must not obstruct any means of access or egress, gangway or other area where persons
have to work or pass.
The contractor must obtain specific approval from Lingfield Point Management for
the storage of compressed gases, LPG, toxic, corrosive, highly flammable, flammable
or other dangerous materials.
No gas cylinder exceeding 6kg shall be taken into any building without the express
permission of Lingfield Point Management
Vehicle Safety
Contractor’s vehicles must comply at all times with Lingfield Point Management
traffic signs, parking and speed restrictions
If no speed restrictions are seen, the speed limit will be 5 mph
Machinery and tools
All tools, machinery and equipment shall be examined for defects before use and shall
be in safe working condition at all times. Tests shall be regularly carried out to ensure
the integrity of all electrical equipment
No cartridge operated tools or equipment may be used without the express permission
of Storeys SPP and will be used in conjunction with a Permit to Work
No contractor shall interfere with, remove or misuse any guard or protective device
from any plant, equipment or machinery belonging to Lingfield Point Management
The contractor shall at all times comply with his legal duty when installing or erecting
any article for us at work in and Lingfield Point Management sites to ensure that
nothing in the way is erected or installed makes it unsafe or a risk to health
Chains Hoist of Lifting tackle
No crane, hoist or lifting tackle shall be used by the contractor, without the express
permission of Lingfield Point Management
The contractor shall provide sufficient lifting tackle and appliances, certified, tested
and marked in accordance with legislation and of adequate capacity to handle any
loading involved in this operation
Reports on the testing of lifting tackle, shall be made available for inspection by
Lingfield Point Management prior to work commencing
Entry into vessels and confined spaces
The contractor shall comply fully the requirement of the regulations in respect to any
work involving entry into any chamber, pit, pipe, flue, silo, storage bin or other
confined space in which any dangerous fume or lack of oxygen is likely to exist
The contractor must inform Lingfield Point Management before any entry is made
into a vessel or confines space so that representative of Lingfield Point Management
may witness the testing the atmosphere and the determination of the need for the use
of breathing apparatus.
The contractor will operate a “permit to work” system when entry into a confined
space is required. The system must be renewed at each shift change and at the
beginning of each day
Pressure Systems (Boilers, Air Receivers etc)
All pressure vessels used on Lingfield Point Management sites shall comply fully
with the requirements of legislation in respect of cleaning, examination, marking and
safety measures. (contractors are reminded of their duties under he Pressure Systems
and Transportable Gas Containers Regulations 1989)
Reports on examination and testing shall be made available for inspection by
Lingfield Point Management prior to contract start
Electrical Work
No connections to Lingfield Point Management electrical supplies shall be made
without the permission of Lingfield Point Management
All electrical work carried out on sites controlled by Lingfield Point Management
shall be by qualified an competent electricians
All contractors temporary electrical services must be isolated before the contractor
leaves an Lingfield Point Management site at the end of each day
All portable electric tools hall operate, via transformers supplied by the contractor at
110 volts. All hand lamps shall be 25 volts maximum
Where reasonably practicable all electrical work up to 600 volts must be carried out
with the equipment fully isolated, securely locked off and carrying approved notices
A Permit to Work must be in place and renewed at each change of shift and at the
beginning of each working day.
On no account must contractors commence work on either live or isolated supplies
greater than 600 volts without specific permission of Lingfield Point Management
Electronics
Electronic equipment must only be installed and operated by fully qualified personnel,
having due regard for any risks involved and taking adequate precautions to protect
the equipment from damage and to prevent danger arising.
Fire Precautions
Any fire, however small, occurring on Lingfield Point Management controlled sites
must be reported immediately
Contractor’s personnel shall comply fully with all Lingfield Point Management
procedures in the event of an outbreak of fire. It is the contractor’s responsibility to
ascertain the procedures.
No bonfires or burning of waste shall be carried out on Lingfield Point Management
controlled sites.
No waste shall be left in escape routes, in the open air but shall be removed to a safe
place without delay.
Smoking is not permitted on Lingfield Point Management controlled sites except in
areas designated for that purpose.
Lingfield Point Management fire fighting equipment and appliances may be used in
the event of an outbreak of fire. All such uses must be reported to Lingfield Point
Management immediately.
The contractor shall be responsible for the provision of fire fighting equipment and
appliance appropriate to the hazards involved in their operations.
No alarm of fire fighting equipment, including hoses or sprinklers may be
disconnected, removed or otherwise rendered inoperable without the prior consent of
Lingfield Point Management. Fire hoses must only be used for fire fighting purposes.
Fireproof screens must be provided by the contractor to safeguard Lingfield Point
Management property and personnel from sparking and light flash whenever welding
burning or similar operations are in progress.
Asbestos
The use of asbestos or asbestos products in not allowed on Lingfield Point
Management controlled sites
If during operations , the contractor exposes any material which my be asbestos or
may contain asbestos, or suspects contains asbestos, work must cease immediately
and Lingfield Point Management notified
Waste Collection and Disposal
All broken glass or glass cut-offs or similar material shall be removed from any work
area to an approved disposal point without delay. Fluorescent tubes or other lamps
must be disposed of in a approved crusher or be taken to a suitable disposal point.
At reasonable intervals and on completion of the contract the contractor shall remove
from Lingfield Point Management sites all residual waste arising from his activities
together with his plant, equipment and materials. Any material, plant or equipment
not removed by an agreed date may be removed and disposed of by Lingfield Point
Management at the contractor’s expense.
Security Arrangements
No opening may be made in an outside wall or boundary fence with the permission of
Lingfield Point Management.
The contractor is responsible for the security of all his plant, equipment and plant,
whilst on Lingfield Point Management controlled sites.
No plant, equipment or materials will be left in an unsafe manner.
Lingfield Point Management will be notified before commencement of any watchman
appointed by a contractor.
Special attendance arrangements must be made where work is required to be executed
outside Lingfield Point Management normal working hours
Welding and hot work
Oxygen and Acetylene cylinders must always be used in an upright and fixed position
and be fitted with flash back arresters and non-return valves
Oxygen and Acetylene must be store in separate lockable compounds
No Oxygen or acetylene cylinders will be taken into any Lingfield Point Management
controlled premises, but will be stored outside and the gases piped to the working
locations.
The cylinders will be turned off at ceases work, lunch breaks or any other time
exceeding 10-minute period of time without use.
Should hot work be required to be carried out which involves brazing, sweating or
general heating, requiring propane or butane gases, the max weight of cylinder
allowed will not exceed 6kg, and will be removed from the building at all times when
not in use or when the fire alarm sounds.
Oxygen and acetylene cylinders must only be transported on purpose may trolleys.
Welding cables and gas lines must be regularly inspected for damage and must be
handled with care to prevent damage occurring
Use of food.
A permit to work system will be implemented if contractors are to work in areas
where food is processed, prepared of stored.
The contractor will ensure that his employees do not encourage any infestation by the
indiscriminate disposal of waste
All contractors will wear clean, approved protective clothing, including head covering
when working in areas were food is processed, prepared or stored.
The appointed contractor will ensure that all his employees observe the highest
possible personal hygiene whilst in Lingfield Point Management controlled sites
The contractor shall notify Lingfield Point Management immediately he becomes
aware that either:
Any of his employees is suffering from diarrhoea, vomiting or
other symptoms liable to be associated with food poisoning

Any of his employees is a contact of a known or suspected case of
food poisoning or other infectious disease.
Lingfield Point Management at all times reserves the right to exclude any person from
their sites until satisfied that the risk is reduced to an acceptable level.
