Dual Nature of a
Concept Paper
A concept paper can be purely an
explanation of an idea or concept
or an initial outline of a project
proposal.
Dual Nature of a Concept Paper
Concept paper / Project
proposal
Definition paper
●
targets the explanation of
an idea, theory, practice or
principle per se, for the
purpose of informing a
target audience
seeks to present an idea for
consideration by others,
possibly for funding or
support; hence, a concept
paper also entails a
persuasive intent.
● Often short between 2-5
pages, the concept paper
serves as an initial outline
for proposed projects.
●
Roles of a Concept Paper
Research
Business
Project
● Concept paper
provides a clear
summary of the
research project. It
enables a casual
reader to understand
what the researcher is
investigating, why it is
important, and how the
investigation will
proceed.
● concept plan is a short
overview of a new
business venture. The
concept plan precedes
the writing of a
business plan and
establishes the
foundation of its
development. Then
concept plan includes
the five key areas such
as (1) idea, (2) market,
(3) profit, (4) actions,
and (5) capital
● concept paper serves
as the initial stage in
the process of
preparing a project
proposal. This is often
the case when you
seek a grant or support
for a project that you
wish to undertake.
Concept plan in a business plan
● IDEA: Each business begins with an idea. But this idea must be

expanded into a full business concept.
MARKET: Realistic assessment of market size and scope should follow
from clear description of the market environment.
PROFIT: The concept plan must demonstrate adequate profit potential
under realistic assumptions. The magnitude and timing of profits
helps determine appropriate funding sources
ACTIONS: Key actions and primary activities should be identified to
alert those involved in critical milestones. In some cases, important
actions are organizational (forming corporation, providing funding,
timing of opening day, etc.) or operational (controlling production or
establishing adistribution system).
CAPITAL: Capital requirements should address initial capital, working
capital, and capita required to sustain growth beyond the first year

Grant Proposal Project
● OBJECTIVES: State the specific, measurable, achievable, realistic, and
time-bound (SMART) objectives of the project.
● METHODOLOGY/PROJECT DESIGN:
○ Enumerate steps/procedures to implement the project.
● PROJECT NEEDS:

be needed to carry out the project. Include a cost estimate.
● TIMETABLE:

Community Needs Assessment
The foundation of a successful grant proposal is
a strong needs assessment that successfully
compiles, analyzes, and presents information in
order to convey the necessity and rationale for
your proposed program plan. The following

assessment in a community

Koalas are
even more
lazy than
cats.
Koalas don’t have much energy and, when not feasting on leaves, they spend their time
dozing in the branches. Believe it or not, they can sleep for up to 18 hours a day!
Did you know?
Did you know that dogs can smell your
feelings?
Dogs can pick up on subtle changes in
your scent, which can help him figure
out how you are feeling, such as by
smelling your perspiration when you
become nervous or fearful.
Did you know that a cat uses its
whiskers as feelers to determine if a
space is too small to squeeze through?
Also, cats love to sleep. A fifteen-yearold cat has probably spent ten years
of its life sleeping.
