PURPOSE:
A filling station (also known as a Petrol pump) is a facility that sells fuel and engine lubricants for motor
vehicles. However, the basic function of a petrol pump remains' Service'. The terms petrol pumps is to be
used as retail business engaged in supplying and dispensing gasoline and essential oils for the vehicles.
Purpose of Our Project: The Business Development Department of PSO identifies that they are lacking its
services in the vicinity of Yaseenabad / Azizabad & Dastagir Area & because of unavailability of their filling
station they are loosing potential sales from this area. The operations team has allotted a task to find a
suitable place for the station & established in that area.
PLANNING:
This is a thickly populated area of District Central – Karachi which consists more than 4 million population.
The main purpose is to attract those 4 million customers by opening a Filling station in that area. As the
target is set for 6 months to start the fully operational filling station starts from the date of project signed
& Budgeting approval from CEO & CFO respectively.
At first the Surveyor team identify the perfect location for filling station, purchased the premises and
handed over the civil department to do the civil & engineering works. In the meantime, legal team has
completed all the certifications for it. After that the procurement team identifies the procurement needs
for the filling station and procure the essentials to get it operational. IT department has also performed
their duties regarding the network and connectivity requirements and handed over the branch to the HR
department to allocate the staff.
ORGANIZING:
After approval operations team has started the work and divided into the following sub departments:

Surveying Team (Land Identification, Purchasing & Map approval)
Legal Department (Certifications & Approvals)
Civil Department (Construction Works)
Procurement Team (Pumps, Hydraulics & other necessary equipment’s)
MEP Department (Structural Design, Mechanical Works)
Fire-Safety Department (Installation of Fire Fighting System)
Information Technology Department (For the Network Connectivity & CCTV)
HR Department (For Assigning the Staff)
Compliance Department (For Final Audit before start the Operations)
1. SURVEYING TEAM:
At first the surveying team has conducted surveys of different sites & asses these as per the current
project requirements. The assessment will only be finalized if the specified plot has commercial
potential as per the Company's standards. The Site Evaluation will be conducted based on the plot
size, accessibility and visibility, nearby service stations, traffic routes, traffic count, trade area &
the topographic survey. The allotted time for the surveying is 30 days & after the successful
findings of the survey the project would be transferred to the Legal Department. In the meantime
procurement also start the taking the tenders for purchasing of Hydraulics & other pumps.
2. LEGAL TEAM:
The legal team has 30 days in hand to complete all the below mentioned certifications and handed
over the project file to the civil department asap to start the work.

Branch License issuance from Oil & Gas Regulatory Authority OGRA
NOC for Petrol Filling Station by deputy commissioner as per the Petroleum Act 1934 & Petroleum
Rules 1937.
Internal Environment Examination by Sindh Environmental Protection Agency as per the (Initial
Environmental Examination and Environmental Impact Assessment) Regulations, 2014.
License for storage by Petroleum Enforcement Authority as per the Petroleum Act 1934 &
Petroleum Rules 1937.
3. CIVIL DEPARTMENT:
The Civil department has allotted 1 month to complete the required civils works including the
underground storage tanks.
4. PROCUREMENT DEPARTMENT:
After the surveying team has completed their work. Procurement team has started the purchasing
of required items by taking tenders from different vendors locally as well as internationally. They
have allotted 60 days to procure all the required items and get these shipped to the site before
completion of the civil works.
5. MECHANICAL ELECTRICAL & PLUMBING DEPARTMENT:
When the civil works has completed, the pumps & other accessories also reached to the site for
installation. MEP department starts the structural work, electrical works & installation works
simultaneously. They have allotted the 1 month to complete all of these tasks and will handover
the site to the Fire & safety department.
6. FIRE SAFETY DEPARTMENT:
Procurement team has procured all the safety equipment’s which requirement was share from
the Fire & Safety department & already transported to the site. They will install these fire safety
equipment’s on the perfect locations for the Fire Fighting purposes. These includes Smoke Alarms,
Sprinklers system, Fire Extinguishers, Carbon Monoxide Alarms & Fire Hydrants. They have allotted
the 15 days to complete the work.
7. INFORMATION TECHNOLOGY DEPARTMENT:
After completion of the Fire & Safety works IT department has taken the charge of the project and
successfully performed the installation of network connections & CCTV cameras within the
allocated time of 15 days.
8. HUMAN RESOURCE DEPARTMENT:
When the site is finalized, the HR department took control of it. Hired the best available
professional staff and assigned them to their respective JD’s. They inauguration date was also
communicated to the HR department and they would onboard the employees with respect to the
given date.
9. COMPLIANCE TEAM:
When the site is Finalized for the operations, the compliance team has given trainings to the New
hired staff. Performed the 3-day trial run and identify any possible challenges during the
operations. After that they conducted a successful Final Audit and handed over the Pumping
Station to the HR department for the Inauguration Ceremony.
10.INAUGURATION CEREMONY:
This was the First Petrol Pump launched in this area by the company and the launch was
inaugurated by the Company’s Chairman while the senior management officials were also present
at the ceremony. While making a speech at the event, Chairman said that Company promises to
provide its customers with the best quality fuel along with the best customer service and
experience. It will announce the Flat 25% off for the 1st week of their Inauguration.
