CARANIOGAN ELEMENTARY TEACHERS’ ASSOCIATION
(CESTA) OFFICERS
CONSTITUTION AND BY-LAWS
Article 1. NAME. The club shall be known as "CARANIOGAN ELEMENTARY SCHOOL
TEACHERS’ ASSOCIATION ".
Article II. OFFICE. Caraniogan Elentary School, Caraniogan , San manuel, Isabela is the office
of the association.
Article III. PURPOSE. The general purposes of this association are:
Section 1. Promote the welfare of teachers.
Section 2. Foster harmonious relationship/ healthy environment among teachers.
Section 3. Assist the members in times of disasters.
Section 4. Promote unity and cooperation among the members toward the attainment of its
objectives.
Section 5. To help promote the development of a free and efficient work force with common
interest and with
reasonable degree of condition.
Article IV. MEMBERSHIP
Section 1. Only Regular-Permanent Teachers shall be member of the association.
Section 2. Teachers shall be those with or without teaching loads but are classified as such in
his/her appointment.
Section 3. Teachers who are actually teaching in the school shall be automatically become
bonafide members of the
club.
Section 4. A membership fee of 100.00 shall be charged each member at the start of the
school year or upon
appointment as in the case of new teachers.
Section 5. Termination of membership is upon resignation, transfer, or retirement from
service.
Article V. OFFICERS
Section 1. A president, a vice-president, a secretary, a treasurer, an auditor, a P.I.O., two
business managers,shall be elective officers of the association.
Article VI. EXECUTIVE BOARD
Section 1. Elective officers of the club shall constitute the executive board.
Section 2. It shall be the policy-making body of the association.
Article VII. ELECTION
Section 1. The members of the executive board shall be elected by members in a meeting
called for the purpose.
Section 2. The officers-elect shall take office immediately after the confirmation of their
election.
Section 3. The term of office shall be two years and no officer shall serve for more than two
consecutive terms
in the same post.
Section 4. In the event of disqualification or resignation of an officer, the club may elect a
successor who shall
serve for the unexpired term.
Article VIII. MEETINGS
Section 1. Regular meeting of the board shall be held at least once a month
Section 2. Special meetings of the board shall be called anytime as need arises.
Section 3. Meeting with all the members maybe called by the president provided that a notice
of this meeting has been given to the members at least one day prior to the meeting.
Article IX. VOTING
Section 1. Each member shall be entitled to cast a vote.
Section 2. There shall be no voting by proxy.
Article X. FUNDS
Section 1. Each member shall be asked to contribute voluntarily for any programs & projects
deemed important for the welfare of each member and the association.
Section 2. There shall be no membership fee to be collected..
Article XI. AMENDMENTS
Section 1. No amendment shall be made to this constitution except at any meeting by a twothirds vote of the members
present.
Section 2. No amendment shall be made unless a written notice signed by the president and
the secretary including
the proposed amendments have been given each member at least 5 days prior to the
meeting.
Article XII. MUTUAL AID SYSTEM
Section 1. There shall be a mutual aid system created.
Section 2. A special committee shall be created by the board to formulate and implement the
mutual aid system.
Article XIII. TRANSITORY PROVISION
Section 1. This constitution shall take effect immediately after the adoption and approval by
a majority of the members present in the meeting called for the purpose.
Section 2. The incumbent officers prior to the adoption of this constitution shall continue to
hold office until a new set of officers or successors shall have been duly elected.
BY-LAWS:
Article 1: ELECTION OF OFFICERS
Section 1. The officers shall be elected by open ballot at a meeting called for the
purpose. One ballot shall be
cast by each member. A majority of the ballots to cast shall decide the election.
Section 2. Candidates for the office shall be nominated on the floor.
Article 2. DUTIES OF OFFICERS
Section 1. The President
a. Shall preside at all meetings of the board on general or special meetings.
b. Shall call special meetings of the club or board when necessary or when
requested to do so by the board.
c. Shall sign all official documents and papers of the club.
d. Shall perform such duties as are usually attached to the office of the president.
Section 2. The Vice-President
a. Shall have all the powers and perform all the duties of the president in the
absence of the latter.
b. Shall perform duties/responsibilities delegated to him by the president.
Section 3. The Secretary
a. Shall keep records of the proceedings of the executive board meetings and
general or special meetings.
b. Shall submit a report of the activities of the club and of the executive board to
the annual meeting and
upon its adoption the board shall present a copy of this report to the members.
c. Shall issue and sign all official documents and notices of the club and perform
such other duties as are usually attached to the office of the secretary.
Section 4. The Treasurer
a. Shall collect the annual fee from the member.
b. Shall deposit the funds of the club in a recognized depository bank and shall
disburse these funds.
c. Shall keep record of all money received and disbursed.
d. Shall see to it that all obligations of the club shall be approved by the board.
e. Shall submit a report of the financial condition of the club to the meeting of the
club/board.
f. Shall jointly make deposits and withdrawals with the president.
Section 5. The Auditor
a. Shall audit from time to time the book of accounts of the club.
b. Shall perform functions as are attached to the office of the auditor.
Section 6. The Public Information Officer
a. Shall supervise and place the news releases of the club and shall publish all
special activities conducted by the club in some local or national papers.
Section 7. The Business Managers
a. Shall manage all affairs of the club and such other functions as are attached to
the office of the business
managers.
Section 8. The Muse & Escort
a. Shall present and perform ceremonial functions.
Section 9. The Members
Every bonafide member shall enjoy the right to:
a. Vote
b. Hold office
c. Be informed of the club's affair and obligations
d. Examine the book of account
e. All grievances
Article XIII. QUORUM
A majority of the members of the club present shall constitute the quorum for the transaction
of business.
Article XIV. PARLIAMENTARY AUTHORITY
The Robert Rule's of Order shall govern in all cases.
Article XV. ORDER OF BUSINESS
The following order of business shall govern the meetings of the club:
a. Call to order
b. Reading of minutes or previous regular or special meetings.
c. Minutes of the board.
d. Correspondence
e. Committee Report
f. Treasurer's Report
g. Unfinished business
h. New business
i. Adjournment
