PROPOSED PASUC-SCUAA R8 MANUAL OF OPERATIONS
Guiding Principles
The PASUC-SCUAA R8 Games are an avenue for every individual in the academe
to promote the culture of PEACE and UNITY, may every participant in this competition will
remember and take into heart the meaning of these words of a famous athlete;
“Opponents in SPORTS are not enemies……If anything; athletic opponents are
brothers in a universal sense. They compete in a contest to express something about men
in the face of challenges…opponents reflect ultimately a cooperation in the form of
competition. Even the words “compete” and “contest implies togetherness rather than
separateness. Compete literally means to “seek together,” and contest, to “bear witness
together!”
I.
OBJECTIVES
The State Colleges and University Athletic Association – Region VIII aims to empower
and create a positive impact in the Regional as well as National and International games
through a stronger regional delegation.
Moreover, it specifically aims;
1. To collaborate with different Higher Education Institutions in the organization and
implementation of sports projects aligned with the curricular and sports development
programs of each SUCs;
2. To hone and harness the talents and skills of the students/athletes, excel in
competitions not just at the regional, but as well as national and international level, and
bring honor to the institution, region, and the county;
3. To provide an avenue for the development of good character, values, and worthwhile
traits necessary for survival; and
4. To inculcate values for the love of country, in attaining peace, respect for others, good
sportsmanship, fair play, honesty in group competitions, and good leadership and
followership.
II.
RATIONALE
The PASUC-RSCUAA 8, through its member SUCs have been at the forefront of
providing services to all stakeholders, through participation in sports competition aimed at
maximizing the full potential of athletes. Students/athletes need the support of those in the
position to be able to create balance in their daily activities that would help them develop
holistically.
The PASUC-RSCUAA 8 Games, would give them the opportunity to showcase
their talents and skills, learn more skills, improve on their weakness in order to gain an
advantage over other athletes, and in excelling in their craft. Ultimately, the purpose is to
bring home the bacon and be given due recognition for all the hard work, and likewise, give
honor and prestige to the institution where they belong.
History of SCUAA 8
The birth and development of the Region 8 State Colleges and Universities Athletic
Association (SCUAA) into what is now the think tank and prime mover of consolidated
athletic activities of state universities and colleges (SUCs) in Eastern Visayas enfolds a
colorful and meaningful story. The idea of organizing the Region 8 SCUAA initially took
shape in the 1980s when Dr. Fernando A. Bernardo, the first President of the then Visayas
State College of Agriculture (ViSCA)—now Visayas State University (VSU)—realized the
need to strengthen ViSCA’s camaraderie with the University of the Philippines College
Tacloban (UPCT). This is because he and most of the newly recruited ViSCA faculty were
graduates of the University of the Philippines Los Baños (UPLB).
Dr. Bernardo tasked the Department of Physical Education (DPE) staff to initiate
activities which would strengthen the bond between the two schools. One of the moves
considered by DPE under the leadership of the late Mr. Elmer Espina was to foster closer
relationship between ViSCA and UPTC through sports. After the brainstorming among the
DPE staff, namely: Mr. E. Espina, Mrs. Remedios Russel, Mr. Eliseo Pastrano, Mrs. Lilia
Duatin, Miss Thelma Zafra, Mr. Vicente Antipaso, and Mr. Amelito Borneo, The VISCAUPCT Dual Athletic Meet was conceptualized and eventually held on February 5-6, 1982
at the ViSCA Campus in Baybay, Leyte.
In 1983, UPCT hosted the sports joust and ViSCA played host again the following
year. When ViSCA’s Vice President for Administration, Dr. Samuel S. Go, was designated
as Officer-in-Charge (OIC) of the Palompon Institute of Technology in 1984, PIT was added
as another participant in the said meet.
In a meeting among Physical Education representatives from the different state
universities and colleges (SUCs) of Region 8 on October 10, 1984 held at UPCT Canteen,
the group realized the importance of having sports activities among the SUCs in Region 8
after knowing that other regions in the Philippines hold similar activities. The group decided
to form an association called State Colleges and Universities Athletic Association (SCUAA)
whose name was suggested by Mr. Manuel Adlawan and unanimously voted upon by the
participants. As suggested by Mr. A. Borneo, the SCUAA Meet was conducted for a
maximum of three days which was participated in not only by the college students, but as
well as the faculty and staff. The Association aimed to promote physical fitness among
faculty, employees and students through sports development, promote camaraderie among
the participating SUCs in Region 8 through sports, and develop potential athletes in Region
8 in preparation for higher meets.
The first meeting among Physical Education staff of Eastern Visayas was
participated in by the following: Ms. Erlinda Mateo of UPCT as the presiding chairwoman;
Mr. Angel Sudario of UPCT; Mr. Amelito Borneo representing ViSCA and PIT; Mr. Norberto
Canada of ViSCA as recording secretary; Mr. Diosdado Torrecampo of ViSCA; Mr. Manuel
Adlawan of the Leyte Institute of Technology (now Eastern Visayas State University); Mr.
Edilberto Moron of the Leyte State College (now Leyte Normal University); and Mr.
Alejandro Flores of the University of Eastern Philippines.
The first SCUAA Meet was held on February 27-March 2, 1985 in Tacloban City
hosted by UPCT, LIT and LSC. The competition was so successful such that the DPE staff
of ViSCA, namely: Mr. V. Antipaso, Mr. A. Borneo and Miss T. Zafra visited the different
SUCs in Samar, Eastern Samar, and Northern Samar to campaign for membership in the
second SCUAA Meet. Since then, the number of member-institutions has continuously
increased (By Jesus Freddy M. Baldos, Visayas State University, Visca, Baybay City,
Leyte).
Previously there were 13 institutions in Region 8 are regular members of the
association, namely: Easter Samar State College (ESSC), Leyte Institute of Technology
(LIT), Leyte Normal University (LNU), Naval Institute of Technology (NIT), Palompon
Institute of Technology (PIT), Samar State College of Agriculture and Forestry (SSCAF),
Samar State Polytechnic College (SSPC), Southern Leyte State College of Science and
Technology (SLSCST) Tiburcio Tancinco Memorial Institute of Science and Technology
(TTMIST), Tomas Oppus Normal College (TONC), University of Eastern Philippines (UEP),
University of the Philippines Visayas Tacloban Colleg (UPVTC) and Visayas State College
of Agriculture (ViSCA).
At present there are 11 institutions in Region 8 are regular members of the
association, namely: Visayas State University (VSU), University of the Philippines in the
Visayas Tacloban College (UPVTC), Palompon Institute of Technology (PIT), Eastern
Visayas State University (EVSU), Leyte Normal University (LNU), Eastern Samar State
University (ESSU), Samar State University (SSU), NorthWest Samar State University
(NWSSU), University of Eastern Philippines (UEP), Biliran Province State University
(BiPSU), and Southern Leyte State University (SLSU)
III.
LEGAL BASIS
The state shall support and promote the Physical Education program and sports
development program of the HEIs, which would contribute to the holistic development of
the stakeholders specifically, the students and athletes. Consequently, all HEIs shall
provide venues for sports activities and competitions that would help foster values and
harness skills such as: friendliness, cooperation, discipline, honesty in group competition,
teamwork, good sportsmanship, good leadership and followership, and self-confidence,
self-reliance, self-control, courage and determination. The realization of these all are for
sustainable development of not just the country, but of raising productive and healthy
citizenry.
Accordingly, educational institutions are expected to abide by the mandates of the
Republic Act (RA) No. 7722, otherwise known as the “Higher Education Act of 1994,”
Batas Pambansa 232, and Resolution No. 321-2013, of the Commission en banc dated
April 8, 2013, the Commission on Higher Education, pursuant to its commitment to the
utmost achievement of quality, relevant and efficient higher education in the country.
Article 1- Section 2 states that “The State shall establish, maintain and
support a complete, adequate, and integrated system of education relevant to the needs of
the people and society.”
In addition, the 1987 Philippine Constitution, Article XIV, Section 34 Sports
Development Programs – are programs designed for the physical fitness and wellness of
students.
1. The HEI shall provide opportunities for the physical fitness and well-being of
students.
2. There shall be mechanisms to promote national, sectoral and cultural sports
activities and development in coordination with other agencies. Example: Arnis (national),
sports for persons with disabilities, and sipa (cultural).
3. There shall be a regular conduct of sports programs supporting school athletes
and the whole studentry.

VI. SCHEDULE AND VENUE OF THE COMPETITION
6.1 Hosting of the PASUC-SCUAA 8 Games shall be decided by the PASUC 8
Executive Committee;
6.2 Schedule of the RSCUAA 8 Games shall be determined by the host SUC.
VII. DUTIES AND RESPONSIBILITIES OF THE PASUC-SCUAA 8 HOST
7.1 Plans of the host SUC shall be subject to the approval of the RSCUAA 8 Sports
Directors. The host SUC facilitates the conduct of the RSCUAA 8 Games with the
concurrence of the Regional Technical Committee, and shall be duly approved by
the Executive Committee.
7.2 Activities (Parade, programs, schedule of games, etc.)
7.2.1 Coordinate with officiating officials;
7.2.2 Prepare certificates, medals, plaques, trophies and other awards;
7.2.3 Prepare venues, equipment and materials needed for the conduct of the
RSCUAA 8 Games;
7.2.4 Provide the billeting—free, comfortable, conducive and safe
7.2.5 Ensure the safety and security of all delegations during the conduct of the
RSCUAA 8 Games;
7.2.6 Proposes and submits the estimated budget of expenditures for the
conduct the RSCUAA Games covering expenses such as that of
honorarium for officiating officials, food, accommodation, consumable
sporting goods (balls, shuttle cocks, among others), Certificate and medals,
and other expenses identified by the committee;
VIII. GENERAL RULES
The composition of the SUC delegation shall be at the discretion of each
participating SUC, which may depend on the number of events, manpower and allocated
budget. Specified herewith are the maximum limits for each corresponding events, and
other items stipulated on the table. In addition, chaperon may not be necessary, except in
cases where the coach of the female team is a male.

8.2 Guidelines for Demonstration Sports
8.2.1. Maximum of 2 demonstration sports event may be proposed by the
SCUAA Management Committee and must be currently played in the
National SCUAA Games.
8.2.2. Demonstration games must be participated by at least 4 competing
teams to be considered as a regular sports in the next Regional SCUAA
Competition.
IX. ELIGIBILITY
9.1 Eligibility or Qualifications of athletes
9.1.1 Must be a bona fide college student of the school he/she is
representing, Filipino citizen, and officially enrolled in the first and second
semester of the current academic year.
9.1.2 Must have a minimum academic load of twelve (12) units in the first
and second semester in the current school year and must have passed the
required percentage as follows:

9.1.3 Students carrying less than 12 academic units must submit an
evaluation of subjects and Certificate as a graduating student duly signed by
the school registrar.
9.1.4 High school graduates enrolled in at least one (1) year
vocational/technical course carrying the required load for the course and
complying with the required passing percentage thereof are qualified to
participate in the SCUAA Regional Games.
9.1.5 Graduating college students with less than twelve (12) academic units in
the current semester are eligible to participate in the SCUAA National Games,
and passed all subjects enrolled in the preceding semester, as required in
his/her curriculum.
9.1.6 College graduates or baccalaureate degree holders are not qualified to
participate in the sports competition.
9.1.7 First-year students must submit high school record form 137, however,
ALS graduates must submit the certificate of completion or report of rating duly
certified by the SUC Registrar.
9.1.8 Athletes can participate in the SCUAA National Games for a maximum
of seven (7) years from graduation from high school provided they must be
below twenty-five (25) years of age at the start of the National competition.
9.1.9 Athletes playing or have played in nationally known commercial leagues
as regular or guest player in a particular season are not qualified to participate
in the SCUAA National Game. The following are considered nationally known
Basketball Association (PBA), Philippine Basketball League (PBL), and
National Basketball League (NBL) fo r basketball; Shakey’s V-League and PSL
for Volleyball among others.
9.1.10 Athletes classified as members of the Armed Forces of the Philippines
(AFP) and Philippine National Police (PNP) are not qualified to participate in
the SCUAA Regional Games.
9. 1.11 Athletes classified as foreign students are not qualified to participate
in the SCUAA National Games. However, an athlete with dual citizenship is
eligible to play.
9.2 NSTP is not considered part of the academic subjects, therefore, not included
in the computation of GWA of athletes eligibility.
9.3 Residency – a transferee shall be allowed to play after having established one
(1) School Year residency.
9.4
Returnee - the residency rule does not apply to a returning student A returning
student is one who re-enrolled after a leave and did not enroll in other institutions in that
semester or year of leave. However, the returning student must satisfy all other eligibility
requirements, and the last semester attended shall be the basis of the passing percentage
for eligibility.
9.5
Officially Dropped students should present a dropping form or Leave of
Absence duly signed by authorized office.
9.6
Athletes who are banned during the previous SCUAA/PASUC Competitions
are disqualified to participate.
X. GUIDELINES ON THE SCREENING OF ATHLETES AND THE COMPOSITION OF
OFFICIALS
10.1. The Screening Committee shall be composed of the following

10. 2. A five days screening of documents will be scheduled exactly 20 days prior to
the opening ceremony of the SCUAA Regional Games, if the date falls on a
weekend, the screening will be rescheduled on a Monday and Tuesday the
following week.
10.3. It is the responsibility of the delegation to be updated on the requirements for
eligibility, official forms needed, date and venue of screening which will be posted
on the SCUAA Regional Games Facebook Page. No special date for screening
will be scheduled for a delegation.
10.4. Venue for screening will be at the Host School, the screening of documents
will also serve as ocular inspection of playing venues and billeting quarters, and
to give delegation officials the opportunity to make necessary preparations prior
to the arrival of the delegation.
10.5. The duties and function of the Documentation and Screening Committee are
as follows:
10.5.1. Conducts the necessary examination of records and interviews to
verify and authenticate the eligibility of participating athletes and
delegation personnel concerned.
10.5.2. Recommends to disqualify an athlete to the technical committee
composed of the 11 R8 SUC Sports Directors.
10.5.3. Keeps and maintains the PASUC Form 2 (Team Gallery) containing
the scanned picture and other pertinent data of all participating
athletes/performers and makes this available whenever necessary to
verify the identity of athletes prior to the start of the scheduled games;
and
5.4. Performs all other functions necessary to insure that only those athletes
and concerned delegation officials who meet the eligibility requirements
are allowed to participate.
6. Requires the participating schools to submit the necessary documents and
pictures during the scheduled date for screening, consisting of:

6.1. Official Transcript of Records with scanned picture of the student/athlete.
(All grades and subjects from 1st year to current status should appear in the
TOR to verify number of years in the tertiary level)
6.2. PASUC Form 1 (Eligibility Checklist) encoded and arranged alphabetically;
6.3. PASUC Form 2 (Team Gallery) pictures scanned, encoded, arranged
alphabetically and printed.
6.4. PASUC Form 3 (3 in 1 eligibility form, waiver and medical form) encoded
and duly notarized
6.5. NSO/PSA Birth Certificate (Authenticated or Certified True Copy by the
School Registrar).
*NOTE: Original PSA Birth Certificate must be brought for verification
purposes and will be kept by their respective SUC Document/Screening Officer.
6.6 Photocopy of an Updated Vaccine Card
Additional requirements: (no need to submit to the screening committee)
6.7. 2 pieces identical. 2” X 2” I.D. pictures (for the PASUC/SCUAA issued I.D.)
6.8. Validated School I.D. (for verification purposes only, no need to photocopy)
Note: Only the Official PASUC Forms will be accepted by the screening
committee.
XI.TREATMENT OF PROTEST AND APPLICATION OF PENALTIES, SANCTION AND
LEGAL ACTION
1. When an athlete/participant is certified eligible to play by the screening
committee, no protest on eligibility shall be entertained unless otherwise it is an
impersonation or/and falsification of documents submitted for screening. A
protest will be only entertained if filed in writing by the coach, endorsed and duly
signed by the sports director accompanied by a protest bond of Php 10, 000.00.
The burden of proof lies on the protestee. If the protest is won, the bond shall be
returned to the protestee. However if the protest is lost, the bond shall be forfeited
which shall form part of the SCUAA Regional Games operational expenses. The
team losing the protest shall pay the Php 10, 000.00 instead. This is to avoid
nuisance protest. The protest fee shall be paid to PASUC Through the
Management Committee.
2. For protests pertaining to technicalities application of the playing rule will not be
entertained after the next scheduled game of the team being protested. It shall
be acted upon by officials concerned as follows:
2.1.
The Tournament Manager of the particular event where the
protest is indicated shall conduct an on the spot investigation and
make a decision in order to insure that there is no delay in the
conduct of the scheduled events.
2.2.
Should the decision of the Tournament Manager becomes
unacceptable by the protesting party, a written formal protest
signed by the Sports Director concerned of PASUC member
Institutions should be filed and submitted for resolution to the Jury
of Appeals not later than 8:00 p.m. (2000Hrs) of the day the
protested game was played. The decision of the Jury of Appeals,
which is final, shall be rendered before the start of the next day’s
scheduled competition in the sport concerned so as not to disrupt
the schedule.
2.3.
No protest will be entertained after the announcement of winners
and awarding has been done.
2.4.
Lastly, Protest on Judgment Call will not be entertained; however,
the coach can submit an Observation Report to the Tournament
Manager, with attached evidence. This report will be deliberated
during the officiating officials meeting of the concern event. The
Tournament Manager shall be required to answer the observation
report of the protesting party.
3. The corresponding sanctions for violation of the regulations are as follows:
3.1. ON ELIGIBILITY RULES –
3.1.1. Athletes, coaches and officials who are found to violate the
ground rules on eligibility, an appropriate sanction will be
imposed depending on the severity of the case.
3.2 CONDUCT AND BEHAVIOR
3.2.1. It should be noted by all concerned that undesirable behaviour
exhibited by an athlete, coach, or official are punishable and that
such behaviour/s which are deemed contrary to such rules shall
merit the corresponding appropriate sanction. Such behaviour
could include, but not limited, to roughness, use of indecent or
profane language and gesture, participation in a game while
under the influence of alcoholic drinks, and other boisterous and
unsportsmanlike conduct contrary to the values being promoted
in the competition. Suspension or permanent disqualification
from further participation in the games shall be applied to
offenders as it may deem proper.
3.2.2. The Sports Directors shall have the primary responsibility of
maintaining discipline, proper decorum and good manners and
conduct on the part of athletic delegations. The Tournament
Manager for each sport and the SCUAA Regional Games
Management Committee shall likewise be responsible for the
behavior of technical officials.
XII. TECHNICAL MANAGEMENT OF THE GAMES AND OFFICIATING OFFICIALS
1. The international rules of each sport discipline shall be applied in the conduct of the
different events in the regional PASUC-SCUAA games. However, it can be
supplemented by a ground rules which are formulated and upon to be applied,
through a signed manifesto of all team captain/coaches and tournament
directors/managers concerned, and should be approved by the regional SCUAA
Games Management committee composed of all the sports director of the member
institution.
2. All Official forms, Supplies and athletic equipment shall be provided by the Host
institution. No other forms, supplies or athletic equipment shall be used in the games
without the approval of the technical secretariat. The tournament managers for each
sport event shall be responsible for the observance of this regulation
3. In line with the policy of providing opportunities for the PASUC-SCUAA R8 member
institution personnel to acquire the skills and competencies necessary to develop
and implement tertiary level sports program, priorities in the assignment of technical
and officials shall be given to the following;
3.1 A regular/part time/contractual employee of a member institution who are
accredited officiating officials by national/regional and local sports association.
3.2 Non-SUC personnel who are accredited officiating officials by the National,
Regional and local sports association.
3.3 SUC and Non-SUC personnel who have no accreditation but whose services are
deemed necessary and are competent to perform certain functions in line with
the technical requirements of PASUC-SCUAA R8 regional Games.
4. The utilization of local officiating officials in the host institution is likewise
encouraged. All officiating officials and judges must be officially invited or hired by
the host institution upon approval of the management committee.
5. Uniform however, is encouraged to be that of their respective Sports Association
affiliation.
6. For reasons of budgetary constraints, the required number of officials is hereby
recommended for each event;

conduct as prescribed by their respective sports Association.

XIII. POOL OF SUC R8 SPORTS DIRECTORS, COACHES, TRAINORS AND
OFFICIATING OFFICIALS
1. It is a general policy in the PASUC-SCUAA R8 Games that the officiating officials
and judges coming from the Region 8 Non SUC’s, the transportation cost to and
from the venue of the competition will be shouldered by the Host institution. Meals
and snacks of all Regional SCUAA games officiating officials and judges will be
shouldered by host institution to include a Free identified billeting venue.
2. Prioritize Sports Directors, Coaches, Trainers, and SUC R8 identified Officiating
Official to serve and officiate in their specialized event during SCUAA and NONSCUAA Competitions.
3. Attend seminars and workshops for upgrading and updating of the ground rules of
their assigned/specialized sport/event.
XIV. OFFICIATING OFFICIALS CODE OF CONDUCT
1. This Rules and Regulations for Referees is applicable for Regional SCUAA -8 game
competitions. All Referees must be prepared to fulfil their duties in the best physical
and psychological condition. It is very important that all Referees, especially the
New Referees, understand the significance and importance of their performance
while officiating any event or match.
2. SCUAA-8 Regional Games Management Committee requires that all Referees
officiating in major events are to thoroughly study all Sports Rules & Regulations for
the games, as well as this Rules and Regulations for Referees in order to ensure
that the matches are run both professionally and efficiently so as to avoid any
interruptions.
3. SCUAA-8 Regional Games Management Committee requires all Referees to master
and be able to apply the Official Rules relating to matches while officiating his/her
sports discipline.
Therefore it is necessary for Referees to know and fully
understand all the meanings and implication relating to the details of the Tournament
Rules as well as the Rules & Regulation for the Games held in the tournament
4. This document is prepared and addressed not only to Licensed Referees, but also
to all New Referees including national and local level Referees. All Referees are
therefore required to read and study its content in detail.
5. It must be noted that refereeing a match is not merely the application of the Rules &
Regulations of the Games as the basis for all decisions. This is because, there are
numerous situations in a match where a contingency may arise when the Referee
cannot merely apply the Rules of the Games without giving due consideration for
the need to properly analyze the situation to ensure that a fair decision is reached.
6. This means that a considerable amount of competence is required of a Referee
when officiating a match which can come with constant learning and accumulative
experience. Such competence is acquired through individual, personal experience,
and trainings.
7. The Referee must always realize that he or she is not an outsider but an integral
part of the game. Therefore, he or she cannot carry out his or her tasks by just
looking for faults in the teams’ and players’ techniques or behavior and from it apply
the corresponding sanctions. This would be a very incorrect way of refereeing. On
the contrary, he or she must be an experts as well as a fair and benevolent judge
who is working for the game and doing this with the players. Only if it is absolutely
necessary, should he or she make a negative decision.
8. A referee should never put him or herself forward in the match, but must remain in
the background of the match, intervening only when necessary. Such behavior is
particularly necessary in today’s SCUAA Regional Games matches. The goals of
SCUAA is to encourage a spectacular way of playing Sports, by producing an
excellent show for the spectators especially through the mass media, where the
game can reach many fans. Today’s high level Sports is not played just for the
satisfaction of players in a small hall, with no spectators, but transmitted all over the
region, country, and the world. The spectators will not like to hear unnecessary
referee’s call each time they watch a match, but they will want to see an excellent
athletic show with individual and team contests in each rally for the victory.
9. A good Referee helps in this context, by remaining in the background. The bad
Referee hampers this show by wanting to play a leading role in the match and this
is against SCUAA objectives. A referee must reward the players and teams for
spectacular and exciting actions which are in keeping with the spirit of the Rules.
Moreover, it is essential that officiating officials/Referee maintains an excellent
relationship with the player coaches, etc. and a referee’s behavior must in all cases
be exemplary
10. During the match, the Referee must be able to distinguish between normal human
expressions of feelings made under the stress of the match and real conscious
unsportsmanlike behavior.
A Referee should never punish such spontaneous
expressions of feelings so that the matches are played in a good atmosphere of
sportsmanship; the teams’ reasonable and proper expressions of feeling should be
allowed, such as standing up to cheer for excellent play actions or for
encouragement, etc.
However, conscious negative expressions or incorrect
gestures to the opponent or protest against the referee’s decision are strictly
forbidden and a Referee’s duty is to tactfully convey official disapproval of such bad
sporting behavior to the offending players or officials.
XV. TOURNAMENT MANAGERS
He/She shall be appointed by the host institution.
Functions and Responsibilities of Tournament Managers
1. Over all manager and supervisor of the specific games assigned to them.
2. Ensure that all scheduled games are played on time.
3. Declare all winners of the games, including by default or forfeiture.
4. If courts or diamonds are vacant, they may direct the next game played.
5. Strenuous events shall not be allowed to play more than 2 games.
5. Assigned tournament officials should ensure that the officiating officials assigned
to the games are present and ready to officiate.
6. Resolve issues, protests, and complaints.
XVI. GOVERNING AWARDS
16.1 Regional SCUAA Games
1. Individual and team events winners will receive medals and a certificate.
2. Individual counting of medals for the individual events and the core number
of players for the team events will be counted.
3. No declaration of delegation champion
16.2 National SCUAA Games

Note:
1. Assistant coaches and trainers are not included in the giving of

2. For Team Events, Coaches will receive the same incentive as the
athlete.
3. For Individual Events, Coaches will receive the incentive for the highest
medal received.
XVII. SELECTION OF ATHLETES FOR NATIONAL SCUAA
1.
For Team Sports:
The winning coach and the Tournament Manager will submit the
composition of the line-up for the National SCUAA subject for review and
approval of the Management Committee.
In case of disqualification, the coach may replace another player.
2.
No athlete will be selected for the National SCUAA unless she/he played
in the Regional SCUAA Games.
3.
For Individual Events:
The choosing of players will be according to ranking.
4.
For relay, the winning team will be selected unless forfeited, the next in
rank will replace the winning team.
Note: For items not found in the Regional Manual of Operations, the National Manual of
Operation shall prevail.
Effectivity
This Regional Sports Olympics Manual of Operations shall take effect immediately
upon the approval of the PASUC – SCUAA 8 Executive Board.
