Title
ResilienceED: A Comprehensive Approach to School Disaster
Preparedness
Context
Disaster Risk Reduction and Management (DRRM) in schools is paramount to
fostering a safe and resilient learning environment. Schools serve as focal points for
communities, and by integrating DRRM into the education system, we not only
prioritize the well-being of students and staff but also empower future generations
with essential life skills. By imparting knowledge on disaster preparedness, response,
and recovery, schools contribute to building a culture of safety, instilling resilience
in individuals, and fostering a sense of community responsibility. Moreover,
incorporating DRRM into the curriculum ensures that young minds understand the
complexities of natural and man-made disasters, enabling them to make informed
decisions in the face of emergencies. Ultimately, investing in Disaster Risk Reduction
and Management within educational institutions lays the foundation for a safer,
more resilient society, equipping students with the tools to navigate and mitigate the
impact of disasters throughout their lives.
The ResilienceED Program within the framework of Disaster Risk Reduction
and Management (DRRM) is designed to fortify educational institutions as key pillars
of community resilience. Recognizing that schools are central hubs for knowledge
dissemination and societal development, ResilienceED aims to systematically
integrate DRRM principles into the education system. By infusing resilience-building
elements into the curriculum, teacher training, and school infrastructure planning,
the program ensures that students are not only academically proficient but also
equipped with life skills crucial for disaster preparedness, response, and recovery.
ResilienceED fosters a holistic approach, creating a culture of safety, community
collaboration, and individual empowerment. Through this program, schools become
not just places of learning but resilient hubs that actively contribute to building a
robust foundation for disaster-resistant communities, shaping future generations
capable of navigating adversities with informed decisiveness and collective strength.

Objectives
Develop a comprehensive and sustainable Disaster Risk Reduction and
Management (DRRM) framework within educational institutions, encompassing the
creation of an enabling environment, establishment of safe learning facilities, and
integration of School Disaster Risk Management (SDRM) and DRRM principles into
education.
1. Enabling Environment:
• Foster a conducive atmosphere that promotes a culture of safety,
resilience, and community engagement within and around educational
institutions.
• Establish policies and practices that support DRRM initiatives, ensuring
the active participation of school stakeholders, including students,
teachers, parents, and local communities.
2. Safe Learning Facility:
• Implement infrastructure improvements to enhance the resilience of
school buildings, ensuring they adhere to safety standards and are
equipped to withstand various natural and man-made hazards.
• Develop and regularly update emergency response plans, conduct drills,
and provide training to students and staff to enhance their preparedness
and ability to respond effectively during crises.
3. School Disaster Risk Management (SDRM):
• Integrate a systematic approach to DRRM within school governance
structures, appointing designated personnel responsible for coordinating
and implementing SDRM initiatives.
• Establish a robust early warning system and communication mechanisms
to facilitate timely dissemination of information during emergencies,
fostering a proactive response culture within the school community.
4. DRRM in Education:
• Integrate DRRM principles and practical skills into the standard
curriculum, ensuring that students at all levels acquire a foundational
understanding of disaster risk reduction, response, and recovery.
• Provide professional development opportunities for educators to enhance
their knowledge and teaching methodologies related to DRRM, enabling
them to effectively incorporate these concepts into their lessons.

Rationale
The CrisisShield program, under the ResilienceEd initiative, aims to
enhance disaster preparedness and resilience at La Filipina National High
School. This program addresses the critical need for proactive disaster risk
reduction and management to ensure the safety and well-being of students,
staff, and the school community.
Objectives
1. Identify and document potential hazards within the school and
surrounding areas.
2. Increase awareness and preparedness through effective signages and
campaign materials.
3. Equip the school with necessary safety gear and first aid supplies.
4. Engage the school community in proactive monitoring and safety
initiatives.
5. Establish a comprehensive alarm system for timely response to
emergencies.

Rationale
