Introduction Project Ireland 2040 sets out the Government’s long-term strategy for developing Ireland’s infrastructure over the next twenty years complemented by an investment package of €116 billion in the years to 2027. In 2020 public investment will reach 4% of national income, a level which will be well above the EU average of 2.9%. This increased funding has been allocated for the construction and delivery of the full pipeline of public investment projects including those detailed in this document. These projects will be crucial for delivering the ten National Strategic Outcomes which have been identified in Project Ireland 2040. 1.1 Project Ireland 2040 By 2040, there will be an extra 1 million people living in Ireland, bringing the total population to 5.7 million. Since the publication of the plan in 2018, the economic backdrop has remained positive in Ireland. This pipeline of projects has continued to expand and evolve since then, with numerous major projects being completed and many more projects entering into the pipeline. There are now over 200 large projects at various stages of the project lifecycle. In order to ensure the efficient delivery of the pipeline a number of new structures have been established to sharpen the focus on implementation.
