CONTENTS OF THE VI CONGRESS 1. ASSESS THE SITUATION In assessing the situation of 10 years of socialist construction nationwide, an important thesis was raised from the Congress: "We must look directly at the truth, appreciate the truth, clearly state the truth" - the truth about achievements as well as about crises, losses, and mistakes. The truth of 10 years the whole country went into a period of transition with a decline and socio-economic crisis. These are serious mistakes, mistakes in terms of strategic direction and implementation organization. 2. CAUSES OF MISTAKES • First, subjective willpower in defining socio-economic paths, goals, simple ways of thinking and acting in a hurry, following subjective aspirations. • Second, stereotypical dogma, stagnant conservatism in the perception of socialism, in the application of the socialist model, backward in theoretical perception, not resolute in renewing the management mechanism =>"Mistakes and shortcomings in economic and social leadership stem from shortcomings in the Party's ideological, organizational and cadre activities. 3. BIG LESSONS LEARNED + First, in all its activities, the Party must thoroughly embrace the idea of "taking the people as the root" + Second, the Party must always come from reality, respect and act according to objective laws Third, it is necessary to combine national strength with the strength of the times in new conditions. + Fourth, take care of building the Party on a par with a ruling Party leading the people to carry out the socialist revolution. 4. TASKS AND OBJECTIVES OF THE 5-YEAR PLAN 1986-1990 - In terms of economy, the five major directions of economic development are: + Rearranging the production structure, focusing on three major economic programs : food-food, consumer goods and exports. + Adjusting the structure of investment in building and consolidating socialist production relations + Proper use and renovation of KT components + Renovating economic management mechanisms, strongly promoting scientific and technical motivation + Expanding and improving the efficiency of external economy - Regarding society, formulate and organize the effective implementation of social policies. The 4 groups of social policies are: + Population planning, job creation for employees + Implementing social justice, ensuring social safety + Take care of meeting social and cultural needs, protect and enhance people's health + Develop social protection policies - Regarding national defense, raising vigilance, strengthening defense and security capabilities - On foreign affairs: + To contribute to the struggle of the people of the world for peace, national independence, democracy and socialism, strengthen friendship and comprehensive cooperation with the Soviet Union and other socialist countries + Normalize relations with China for the benefit of the two peoples, for peace in Southeast Asia and in the world. + Combining the strength of the nation with the strength of the times, striving to preserve peace in Indochina, Southeast Asia and in the world. Strengthening special relations with the three Indochina countries. 5. INNOVATION 1987-1988, severe economic crisis, inflation, famine took place in many places, people's life was difficult, and faith in the socialist path decreased. Therefore, the Party Central Committee has met many times, directing comprehensive reform - Socio-economic: + Implement 4 reductions: Reduce budget deficit, reduce the pace of price increase, reduce inflation, reducing difficulties in people's lives + Expanding goods exchange + Implement the one-price mechanism and the unified salary regime nationwide + Reduce the rate of budget overspending and cash overspending, save spending, combat negativity + Renovating the State management of the economy, granting autonomy to enterprises - On socialist rehabilitation + Enhance the leading role of the state-owned economy, promote the positive capabilities of other economic sectors + Assessing the situation of socialist countries, the sabotage of imperialism and urgent tasks of the Party - On foreign relations: Renovation policy on foreign relations: "Continue to expand foreign relations under the motto of more friends, fewer enemies, maintaining peace, to build and defend the Fatherland" - On renewing the leadership of the Party: raising theoretical awareness, overcoming the disease of subjective willpower and stagnant conservatism, mastering practice, constantly improving the intellectual level
