1.2 Short Answer Questions
1) Explain which is meant by the continuum of services.
Answer: Answer should include the availability of a range of services within the least restrictive
environment for students with disabilities. The basic model of a continuum of services range
from full-time placement in the general education classroom to full-time placement in a
nonpublic school facility, on a day or residential basis, based on students' needs.
2) Explain what least restrictive environment means and provide an example.
Answer: Answer should include the setting least removed from the general education classroom
that meets the special needs of students with disabilities.
3) Explain the difference between mainstreaming and inclusion.
Answer: Mainstreaming—more exposure to general education which individual special
education students could earn. Inclusion—the education of students in general education settings
where a special educator provides services to students with disabilities in the general education
setting. Students are served primarily in the general education setting.
4) List the 13 disability categories under IDEA. Select two categories and briefly explain the
definition of each.
Answer: The 13 categories are as follows: autism, deafness, deaf-blindness, emotional
disturbance, hearing impairments, intellectual disabilities, multiple disabilities, orthopedic
impairments, other health impairments, specific learning disabilities, speech and language
impairments, traumatic brain injury, visual impairments including blindness. Answer should
include the definition of the two disability categories chosen.
5) In what year was the Americans with Disabilities Act signed into law and what did the law
mandate?

1.3 Essay Questions
1) List and explain the six major principles of IDEA and then briefly explain the impact each has
on special and general education.
Answer: Answer should include explanations of zero reject, nondiscriminatory testing, free
appropriate education, least restrictive environment, due process, and parent participation. There
should also be an explanation of the implications each has on special and general education.
2) Define what is meant by full inclusion and discuss its advantages and disadvantages.
Answer: Answer should include an explanation of the full inclusion model and the issues for and
against outlined in the chapter.
3) Explain the implication of No Child Left Behind for students with disabilities.
Answer: Answers should indicate that the law was not written specifically for students with
disabilities. The law required that all children be tested in grades 3 through 8, in reading and
math, by tests developed by the state. Response should include a discussion of Adequate Yearly
Progress and testing accommodations.
4) Explain Section 504 of the Rehabilitation Act and its implications for students with special
education needs.
Answer: Answers should include the fact that Section 504 is a civil rights law that prevents
discrimination against individuals with disabilities by any institution that receives federal funds
and provides a free, appropriate public education. This law applies to schools and the workplace.
Students who are not classified under IDEA but have significant learning problems may be
served under Section 504.
5) Choose one of the amendments after PL 94-142 Education of all Handicapped Children's Act
became law. Identify the name of the amendment to include the public law number. Then explain
what the amendment added to the original law. Describe the impact it has had on special
education service delivery.
Answer: Answer should include the name of the amendment, the public law number of the
amendment, what the amendment added to the original legislation, and an explanation of the
impact the amendment has on special education and education in general.
