1 INTRODUCTION
Accugas a member of Savannah Energy owner and operator of the Uquo Central Processing Facility
(UCPF) at Esit Eket LGA of Akwa Ibom State, Nigeria wishes to carry out the Installation and
Commissioning of a Master flowmeter and Ancillary work at UNICEM Gas Receiving Facility in
Calabar. The purpose of this Master flowmeter is to provide a highly accurate meter used for checking
the accuracy and calibration of duty meters in use in their normal operating position as well as
minimize fiscal risk.
Engineering Automation Technology Limited was contracted by Accugas to prefabricate the spools
and carry out installation of the spools, valves, and the flowmeter on site.
2 PURPOSE
The purpose of this document is to outlined the planned execution strategy for the site installation
(shutdown) phase of the INSTALLATION OF UNICEM MASTER FLOWMETER PROJECT. This document
contains the proposed requirement necessary for a successful execution of this phase of the project.
3
SITE INSTALLATION STRATEGY
3.1 Site Mobilisation
Mobilisation will commence from Sunday, 05 April 2024 through Tuesday, 07 April 2024. The first
batch of materials, tools and equipment will leave EATL Fabrication Yard, Eket, for Calabar on Sunday,
05 April 2024; the second batch of items will leave on Tuesday, 07 April 2024.
3.2
Planned Installation Method
• Spading and Nitrogen Purging
• Decommissioning of existing spools and Installation of fabricated spools and valves.
• Decommissioning, cutting and welding of one joint on 18'' piping spool, NDT and reinstallation
of modified spools
• Flange management (Torquing of the flanges to required torque values).
3.3 Proposed Work Breakdown Sequence (WBS)
This shutdown phase of the project execution – from mobilisation to demobilisation – has been
scheduled for 7 days in line with the WBS outlined below.

Shutdown Activities / Site Installation
Obtain necessary PTW
Mobilize all prefab spools, pipe support, materials, tools, personnel and equipment to the field
Stage Equipment at Site
On-site Piping Work
Decommission the existing sections of the piping to be modified (String 2A, 2B & 2C)
Decommission the passing 8’’ x 300# ball valve upstream the filter on string 2A, the failed / passing 8’’ x 300#
ball valves upstream the filter separators on string 2B & 2C, and the 14’’ pipe spools downstream the proposed
master meter on string 2B
Clean the flange faces and install the pipe spools on the pipe supports
Install the leak-tested 6Nos ball valves and one new master flowmeter, and complete the tie-in works to the
existing piping / headers within the PRMS skid
Install all leak-tested ball valves on string 2B & 2C
Install 3Nos of 8’’x 300# and 3Nos of 14’’ x 150# Spectacle blinds
Carry out leak test and Nitrogen purging of the piping system
Carry out cold cutting and pipe / fitting ends preparation on the 18’’ weld joint.
Carry out welding on the 18’’ weld joint.
Carry out 200% NDT (Golden joint inspection) on the 18’’ weld joint.
Flange management-Torquing of flanges to required torque values
Instrumentation and Electrical Work
Disconnect all electrical connections on the existing turbine flowmeter 2A
Disconnect associated instrumentation connections on the skid piping
Disconnect associated instrumentation connections on existing 14’’ pipe spool of string 2B, where modification
work is to be done
Hook-up / Tie-in / integrate all required instrumentation work on the new master flowmeter
Re-connect all disconnected instrumentations on the headers
Re-connect all disconnected instrumentations after completing the prefab spool installation and tie-in on
string 2B
Reconnect the previously disconnected electrical connections
Housekeeping
Demobilise Personnel, equipment and tools from client site
