Scope 2.1 3.0 Page 1 of 7 This procedure is applicable to all Welder Certification qualified by Subnet Services Ltd., and to all personnel who are authorized to perform the qualification function. Responsibility and Authority 3.1 The Technical Manager and the Test Supervisor is responsible for ensuring this procedure is followed, and is authorized to take any action necessary to ensure compliance. All Subnet Services Ltd. employees authorized to perform the qualification is responsible for following this procedure. The staffs are responsible for expediting the customer application until the applicant determine the result on compliance to the requirement, including keeping track of progress, to maximize customer satisfaction. 4.0 Procedure 4.1 Application 4.1.1 4.1.2 4.1.3 4.1.4 4.1.5 4.1.6 The applicant shall complete the application form (QC-WF4A) The applicant shall complete the Maintenance of Certification (QC-WF3A) The application form shall identify the Welders Performance Qualification for which certification is being sought. The applicant shall have photographic identification, such as driver’s license or similar document that has the photograph as an integral part of the document. The applicant shall submit the completed application form, with appropriate fees, to the test facility. With the AWS Welder Candidate package, Shop safety information should be read, understood and signed for SUBNET SERVICES Ltd. Follows and complies with ANSI Z49.1 (Current Version) - Safety in Welding, Cutting and Allied Process, for all internal and external procedures regarding safety. Quality System Procedure Section 7.1.2 Subject Welder Qualification Procedure Revision D Issue Date July 18, 2018 Reference AWS QC 4-89; ISO 9001:2008 Element 7.1 Customer Related Processes Page 2 of 7 4.2 The appropriate Welding Procedure Specifications (WPS) and Performance Test Description stated in the Welders Performance Qualification shall be used to qualify the welders. 4.3 The Test Supervisor shall explain to the applicant the requirement of Welding Procedure Specification. 4.4 A Welders Identification Code shall be assigned to applicant and recorded to applicant’s Welders Performance Qualification Test Record. 4.5 If any, the test supervisor shall note the used of and type of eye correction on the Welders Performance Qualification Test Record. 4.6 Only test materials that had a Test Material Identification Number shall be used for qualification testing and shall be recorded to applicant’s Welders Performance Qualification Test Record There follows a list of the ID letters will be use and then a full description on implementation. Subnet Student ID: Using letters SN + an incremental number. This is the ID number that will be given to student / CW applicant, for referencing and office data recording. 4.6.2. Student Test Coupon: Call this the Coupon ID using a letter X + an incremental number. This will be given to the student / CW Applicant for each coupon test taken and will be marked on the coupon / test piece using metal stencil. The ID given to each batch of base metal delivered to the Facility. When material arrives it will have a Mill Certificate that states the metal it’s standard and conforms to X (coupon) like carbon steel pipe, plate, sheet. There may be more than one batch of material delivered at any time, e.g. 3 x 20ft lengths MS steel pipe 6” diameter with a company X mill cert no xxx123 5 sheet of plate 10mm thick stainless with a company Y mill cert xxx9981234555. The delivered material will be sorted into batches that belong to the mill certificates. Using our facility own incremental Material Batch ID for all that matches any mill certificate. So the 3 lengths pipe would have a subnet batch no of M1. The 5 sheets would all have batch number M2. Each unit in the batch will be stamped or marked. Each time a unit is divided / cut then the batch number will be duplicated to all sections divided from the original length. So if a 20ft length of pipe with a Material Batch ID of M1 is cut into 20 sections then all those 20 sections will be stamped with the same Material Batch ID (M1) as the original length. Important: Any material delivered without a supporting qualified Mill Certificate must not be given a Materials Batch ID but must be separated from our Testing Material, marked as nonconforming and shall not be used for AWS Test Coupons. 4.6.4 Filler Material ID: Using a letter F + an incremental number: Filler material will mostly be welding electrodes. We will make Purchase Order (PO) for specific rods. When delivered the filler material will be in batches, each batch will have a Certificate of Conformance. We will sort the filler material into batches as per to the certificates and we will label each batch with our own incremental batch number, e.g. 5 boxes of 10g steel filler belong to company certificate xxx22232345 we issue our Filler Material ID (F1) and so on. Quality System Procedure Section 7.1.2 Subject Welder Qualification Procedure Revision D Issue Date July 18, 2018 Reference AWS QC 4-89; ISO 9001:2008 Element 7.1 Customer Related Processes Page 4 of 7 Important: Any filler material delivered without a supporting Qualified Mill Certificate must not be given a Filler Materials Batch and must be separated from our Testing Material, marked as nonconforming and shall not be used for AWS Test Coupons. 4.7 A Welders Identification Code shall be marked to test materials or test assembly 4.8 Check safety compliance of applicant applicable for the welding process. 4.9 The Test Material Identification Code of base metal and filler metal shall be verified by the Test Supervisor. Also the Welder Identification Code of the applicant and the marking on the test assembly shall also be verified. 4.10 If any, the energy source of machine, fluxes and gases shall be checked by the Test Supervisor. 4.11 If any, the applicant shall adjust the machine setting to meet those of the WPS. 4.12 Performance Test 4.6.1 The applicant shall assemble the specified test assembly for welding in accordance with the WPS and verified by the Test Supervisor. 4.6.2 The applicant shall place the test assembly in the specified welding position and verified by the Test Supervisor. 4.6.3 The test assembly shall be tack welded and mark to secure it in such a manner that it remains in the specified position until welding has been completed. 4.6.4 The test assembly shall be welded by the applicant in accordance with the WPS. 4.6.5 The test assembly is prepared for examination and testing based on the requirement of WPS. Quality System Procedure Section 7.1.2 Subject Welder Qualification Procedure Revision D Issue Date July 18, 2018 Reference AWS QC 4-89; ISO 9001:2008 Element 7.1 Customer Related Processes 4.13 Page 7 of 7 Examination Method and Acceptance Standard 4.13.1 Visual examination shall be performed by the Test Supervisor on the test assembly and shall meet the visual acceptance criteria specified in the Performance Test Description. 4.13.2 If applicable, a mechanical testing shall be performed on the test assembly and shall meet the acceptance criteria specified in the Performance Test Description. The test supervisor shall interpret the result. 4.13.3 If applicable, The Welders Identification code shall be transferred to the bend specimens. 4.13.4 If applicable, Radiographic Examination shall be performed on the test assembly as an alternate to mechanical testing and shall meet the acceptance criteria specified in the Performance Test Description 4.13.5 The Welders Identification Number should appear on the result of examination and testing including x-ray film when radiography is used. After the test pipe (s) meet the visual acceptance criteria defined in ASME B31.3 and in case of radiography will be used in lieu of bend test for pipe coupons. A Radiography Test Request will be send to Subnets Services Ltd. accredited & authorized NDT Third Party. Request will be contained a system of identification for the samples or items to be tested through documents or through markings, to ensure that there can be no confusion regarding the identity of the samples or test items and the result of the measurements made. (see NDE and Destructive Request Form). 4.13.6 The NDT Third Party will pick the samples from the Testing Facility, but strict precaution shall be taken to prevent damage to the items, for example; contamination, corrosion or the application of stress, any of which would invalidate the results. This Log entry includes at minimum: 1. Date 2. Subnet Coupon ID 3. Direction (IN/OUT) 4. Testing Contractor 5. NDE Form No. 6. Noted By All Transfer of coupons must include a copy of the Non Destructive Examination & be logged / noted by the Test Facility Representative. 4.13.7 Radiographic examination shall meet the acceptance criteria as defined in ASME Section IX (QW302.2). Personnel performing the Radiographic examination shall be qualified to a written practice prepared in accordance with the ASNT-SNT-TC-1A, Level I and II. The personnel interpreting the film are Qualified Level II. 4.13.8 After examination, the NDT Third Party will bring back all the samples to the Testing Facility with ample care together with RT Film and original RT Test results documents. 4.14 Retest 4.14.1 The welder performance test fails to meet the requirements, a retest may be allowed as specified in the AWS Standard QC7 and its applicable supplement. 4.15 Documentation of Welder Performance Qualification 4.15.1. A Welders Performance Qualification Test Record Form shall be Fill up for each applicant. 4.15.2. The result of the examination and testing and the performance Qualification data shall be recorded to Welders Performance Qualification Test Record. 4.15.3. All test reports shall be reviewed by the Facility Representative. Uncontrolled if printed
