Scope This General Specification applies to engineering services to be supplied during the design and fabrication of telecommunication equipment intended for use in hydrocarbon production and/or processing plants. The contracting parties mentioned in this General Specification are listed hereafter: • COMPANY: the party which signs the contracts and purchase orders • CONTRACTOR: the party which works for the COMPANY. In Basic Engineering phase, the contract is an Engineering activities contract. After EPCC contract award, the contract is an Engineering, Procurement, Construction, Pre-commissionning and/or Commissionning contract • SUBCONTRACTOR: the Telecom integrator qualified by COMPANY which handles all Telecom EPCC discipline activities under a contract either from COMPANY or from EPCC CONTRACTOR • VENDOR : the supplier of the equipment The verbal forms used to indicate levels of requirement are specified in ISO/IEC Directives, Part 2, and Characteristics of good requirements (INCOSE symposium 1996). 2. Reference documents The reference documents listed below form an integral part of this General Specification. Engineer scope of work The CONTRACTOR / SUBCONTRACTOR scope of work shall vary according to the phase of the project. The Basic Engineering phase of the project shall be based on the Pre-Project documents generally produced by COMPANY. The Detailed Engineering phase of the project shall be based on the Basic Engineering project documents. 3.1 Basic engineering study 3.1.1 Scope of work During the basic engineering study, CONTRACTOR shall define the telecommunication systems architecture and performance substantiated by calculation sheets. CONTRACTOR shall prepare the telecommunication systems specifications, systems block diagrams, equipment lay out drawings and schedules. CONTRACTOR scope of work shall include the following tasks: 1. Prepare the telecommunication philosophy, systems description and block diagrams. This study will also list the applicable regulations and standards. 2. Prepare the telecommunication shutdown philosophy, according to the SAF Company referential and to the project safety concept. 3. Determine the telecommunication systems architecture to meet the project requirements. This will imply liaison with other disciplines to define the additional requirements arising from the basic engineering design. 4. Prepare the design of the Satellite, Optical Fibre and/or microwave links. The design shall detail the overall link budget, the target transmission standards (from CCIR recommendations) such as link availability, noise level, data transmission performance and the like, and performance prediction. Page 4/13 Exploration & Production General Specification GS EP TEL 700 Date : 01/2011 Rev : 04 - The study shall also detail the equipment characteristics, such as Satellite Earth Terminals mechanical, electrical and radio-electrical characteristics, the antenna size, bearing and clearance. - All the above, including aerial sizing and power consumption, shall be substantiated by calculations. 5. Prepare the design propagation/coverage study of the UHF radio network, the marine VHF/FM, the aeronautical VHF/AM and the MF/HF radios. The study shall include calculation notes substantiating, in particular, the necessary transmitted radio power, the antenna size, gain, elevation, the radio coverage and beam clearance. 6. Prepare a Public Address coverage study with a view to specifying the required acoustic power, the loudspeaker loop distribution, the power amplifier and power supply sizing. The study shall also detail the Public Address system philosophy and operational requirements. 7. Prepare general lay out drawings including equipment arrangements, field equipment layout, equipment rooms layouts and main cable routing. 8. Prepare the telecommunication tower design, if any 9. Prepare telecommunication systems electrical earthing schematics. 10. Determine Uninterruptible Power Supply and battery sizing for all telecommunication systems. 11. Specify interfaces with the other project packages 12. Specify the telecommunication systems interface with other equipment, such as the Telemetry system, the Process Control system, the Fire and Gas system, the Emergency Shutdown system, etc. 13. SUBCONTRACTORS bids analysis procedure (when Telecom package out of EPC SOW) 3.2 Detailed engineering Depending upon the Project contracting policy, two contractual frames may be selected : • either a contract between COMPANY and SUBCONTRACTOR, awarded during the Basic Engineering and Call For Tender phase, and then endorsed by CONTRACTOR • or a contract between CONTRACTOR and SUBCONTRACTOR, part of the main EPCC contract 3.2.1 Scope of Work 3.2.1.1 CONTRACTOR 1. shall ensure inter-discipline coordination of the work and shall resolve the interface problems with other packages or systems whether internal or external to the plant or installation. 2. shall be responsible of detailed design, procurement, installation and pre-commissionning of infrastructures: a. technical rooms and facilities (false floors, false ceilings, power supply, HVAC, cable entries, etc…) according with telecom technical rooms layouts issued by the SUBCONTRACTOR This document is the property of Total. Page 6/13 Exploration & Production General Specification Date : 01/2011 GS EP TEL 700 Rev : 04 b. telecom masts and antennas supports and brackets c. field items supports (PAGA LS and FL, telephone booths, CCTV cameras and monitors, meteoceano sensors, etc…) d. cable trays routing, specifications according with COMPANY and SUBCONTRACTOR e. cables and sockets, including connections, according with COMPANY and SUBCONTRACTOR specifications, except intra-cabinets cabling 3. shall be responsible for installation, connection and pre-commissionning of field items (supplied by SUBCONTRACTOR) : PAGA LS and FL, telephone booths, CCTV cameras and monitors, meteoceano sensors, etc… 3.2.1.2 SUBCONTRACTOR 1. shall be responsible for the detailed design and procurement of all telecommunication systems, including their power supplies (except main power supply), as described in the Basic Engineering documents. 2. shall resolve the interface problems with existing telecommunication systems, whether internal or external to the plant or installation. 3. shall verify that the telecommunication systems design fully meet the project requirements. 4. shall carry out a frequency survey in order to identify the possible interference sources and signals within the planned frequency band and possible limitations to the radio systems performance. 5. shall carry out detailed calculations with a view to substantiating the equipment specifications. 6. shall perform the telecommunication equipment Call for Tender, organize the relevant Bid Clarification Meetings, carry out the bid analysis and make a recommendation. 7. shall perform Inspection, Quality Assurance, Planning control and, in general, shall follow up the equipment manufacturing. 8. shall review and approve Vendors documents, including electrical and mechanical drawings, schedules, procedures, factory acceptance test and integrated acceptance test procedures, installation, maintenance and operating manuals. 9. shall setup and host Integrated Factory Acceptance tests with interfaced telecom systems 10. shall attend the factory acceptance tests and integrated acceptance tests and accept or reject the equipment on the basis of the test results and inspection of the equipment. 11. shall liaise with CONTRACTORS to resolve the interfacing problems and to facilitate the lay out, cable routing and power supply of the telecommunication equipment. 12. shall assist COMPANY in discussions with third parties. 13. shall provide assistance to COMPANY in their negotiations with the Authorities and prepare the necessary application documents. By the end of the fabrication stage of the project, shall up date all drawings and schedules to the "As Built" status. 3.2.2 List of deliverables CONTRACTOR shall produce the following documents: 1. Performance of the work CONTRACTOR and/or SUBCONTRACTOR shall carry out the above mentioned tasks as part of their contract with COMPANY and, as a result, the contractual management procedures and requirements for producing the documents and drawings shall apply. However, a number of tasks, specific to telecommunications are addressed hereafter. This document is the property of Total. Page 9/13 Exploration & Production General Specification GS EP TEL 700 Date : 01/2011 Rev : 04 4.1 Liaison with local administrations 4.1.1 General CONTRACTOR and SUBCONTRACTOR shall comply with the laws and regulations in force in the country where the plant or installation is to be installed and with the rules, instructions and standards of the administrations involved. COMPANY shall remain the only official correspondent with local authorities. CONTRACTOR and/or SUBCONTRACTOR shall have no direct contact with local authorities without obtaining prior written approval by COMPANY. 4.1.2 Radio frequencies SUBCONTRACTOR shall identify the project radio frequency requirements and shall submit to COMPANY, in due course, the radio licence and frequency application dossier, in order to have the frequencies allocated prior to placing any order to the vendors. The radio frequencies proposed by SUBCONTRACTOR shall conform to the following regulations: • National Frequency Plan • Frequency allocation tables of the International Telecommunication Union • Frequency allocation tables of the CCIR. SUBCONTRACTOR shall carry out a frequency survey on the site and shall identify any frequency liable to cause interference within the planned frequency band. SUBCONTRACTOR shall submit to COMPANY a frequency survey report, prior to initiating the frequency application, detailing: • The test procedures and test equipment used • All interference signals identified, together with transmission periods, frequencies, type of modulation, received level, azimuth of the sources and weather conditions • Recommended actions to prevent any impairment of the radio equipment performance. 4.1.3 Equipment certificates The telecommunication equipment procured or rent by SUBCONTRACTOR shall be type approved for the required service. An approval certificate shall be delivered by the Vendor with the equipment. The equipment to be used or installed in hazardous areas must be ATEX directive 94/9/CE certified only. 4.2 Quality assurance SUBCONTRACTOR shall implement the quality assurance plan approved by COMPANY. The quality assurance plan shall detail the way COMPANY requirements shall be met and shall clearly define the responsibility of each party involved in the performance of the work. SUBCONTRACTOR shall specify the mechanical, electrical and radio-electrical quality objectives required for each telecommunication system. A particular consideration shall be paid to the radio link quality objectives, such as link availability, transmission quality, equipment This document is the property of Total. Page 10/13 Exploration & Production General Specification GS EP TEL 700 Date : 01/2011 Rev : 04 reliability, etc. The factory acceptance test procedures and commissioning procedures shall reflect the specified quality objectives of the telecommunication systems. 4.3 Drawings 4.3.1 General The size of the drawings shall be A1, A2, A3 or A4 only. The International Telecommunication Union (ITU) and the International Electrotechnical Commission (IEC) terminology, units, symbols, abbreviations and acronyms shall be used. Every time an alteration is made to a drawing, whatever its extent, an up-revision number shall be entered and the document shall be distributed to all contractual parties involved. CONTRACTOR, SUBCONTRACTOR and vendors drawing and document registers shall be produced and up-dated by themselves. 4.3.2 Design drawings 1. Radio coverage drawings shall show the theoretical coverage provided by the planned radio system together with the directional antennae radiating beam width. 2. Cable routing drawings shall show the main cable routing together with the cable reference numbers. 3. Systems block diagrams shall display, in block form, the principle of each telecommunication system. 4. Cable block schematics shall display, in block form, the items of electrical equipment and the cables connecting them. The terminal block reference of each item shall be stated, along with the number and size of the conductors in the cables. 5. Terminal block diagrams shall show each terminal block with the terminals numbered and the cores of the connecting cables identified. The core identifiers given shall be those ferruled onto the conductors. 6. Termination/jumpering schedules shall show the termination of telecommunication and electrical pairs and cores in the Main Distribution Frames and marshalling boxes. 7. Utilities schedules shall indicate types, consumption, voltage and power (in kW, kVA) of all utilities required to operate the equipment. 8. Earthing schematics shall show the connection of each telecommunication piece of equipment to the Electrical Earth, to the Telecommunication Earth and to the Intrinsically Safe Earth when applicable. 9. Lay out drawings shall show the telecommunication equipment arrangement in the rooms and the position of the field equipment pertaining to the various telecommunication systems. 10. Installation drawings shall include the equipment general arrangement and mounting drawings and shall show the space left for access and door opening. This document is the property of Total. Page 11/13 Exploration & Production General Specification GS EP TEL 700 Date : 01/2011 Rev : 04 4.4 Documents 4.4.1 Technical specifications Technical specifications intended to Call For Tender or purchase shall be sufficiently detailed and accurate to prevent any ambiguity with regard to the main characteristics of the equipment. The national and international rules, regulations, recommendations and standards shall be called for. All items of equipment, including ancilliary equipment shall be clearly defined. The technical specifications shall not be issued to vendors or CONTRACTORS without prior authorization by COMPANY. 4.4.2 Reports and calculation sheets Reports and calculation notes shall be part of the engineering documentation and as such shall be identified with dedicated reference numbers. They will be updated according to the same procedure as the drawings and documents. 4.4.3 Planning schedule CONTRACTOR and SUBCONTRACTOR shall prepare a telecommunication planning schedule covering the various stages with key dates for the production of the telecommunication systems, viz: design, procurement, fabrication, testing, installation and commissioning. The planning schedule shall be presented as a bar chart showing the dates of the key events within the production schedule, such as: • Frequency allocation • Equipment certification • Dates for submission of documents for approval • Data supplied to or received from other disciplines • Data to be supplied to Vendors or to CONTRACTORS. 4.4.4 Bid analysis CONTRACTOR and/or SUBCONTRACTOR shall produce a technical Bid Analysis document detailing the degree of compliance of each Tender with regard to the characteristics specified for each equipment or system. If the bid analysis is carried out on a short list of tenders, the short list must be submitted to COMPANY for approval and the reasons for rejecting some of the bidders must be clearly stated. A commercial bid analysis document shall also be submitted. This analysis shall detail all cost and delivery implications. This document is the property of Total.
