1. OBJECT
This specification covers the minimum requirements of materials, Surface preparation,
application and inspection of coatings to be applied in the shop and or at the jobsite for Project.
2. SCOPE
The content has been reviewed and shall be applied to the Project” PROYECTO DE

The selection and application of exterior paint and protective coating systems for piping,
structures and equipment are according to the Global Practice GP 19-01-01 Paint and Protective
Coatings.
The coatings selected according to each service must guarantee a good performance under the
following conditions, according to document TAL-GEN-ENG-DBD-0001 BASES GENERALES DE
DISEÑO.

OWNER: Means:
The person named as EMPLOYER in the Contract;
The legal successors and legitimate assignees of the EMPLOYER in the Contract; and
Any person who becomes a part to the present in substitution or together with the
employer and the legal successors and legitimate assignees of that person in the Contract.
For practical purposes PETROLEOS DEL PERÚ – PETROPERÚ S.A. (also defined as “PP”)
OWNER ENGINEER (PMC): Refer to the PMC or the person named by the OWNER in the
Contract or designated in a manner period by the OWNER in accordance to Sub-Clause 3.1
(Representative to the EMPLOYER) to act on behalf of the OWNER.
CONTRACTOR: Means the person or persons designated as CONTRACTORS in the Contract
and includes his rightful assignees.
For practical purposes, that designated by PETROPERÚ as the contractor of the Contract for
the Execution of the TALARA Refinery Modernization Project / Auxiliary Units and
Complementary Works, CONSORCIO COBRA SCL UA & TC (also identified as COBRA SCL) or
any of its affiliates, representatives authorized or successors.

LICENSOR OF PROCESS: Means the legal entities that have contracts signed with the
OWNER to elaborate process licenses.
FEED DESIGN: Refers to the engineering design of the fundamental part, carried out by
Técnicas Reunidas under the FEED EPC Contract.
EPC: (Engineering, Procurement & Construction) Detailed Engineering Phase Acqusitions
and Construction (includes the activities of Pre-Commissioning / Testing, Commissioning,
Commissioning adn Warranty Testing)
GENERAL JOB SPECIFICATIONS (MJS: Master Job Specifications) It refers to the document
that is attached as Annex 2 to the Contract considering any addendum and modifications
made to said document according to the Contract.
VENDOR: Any Supplier and / or Manufacturer of Equipment or Systems, hired by the
CONTRACTOR.
SUBCONTRACTOR: Means (a) Any person named in the Contract as SUBCONTRACTOR, (b)
Any person named as a SUBCONTRACTOR either directly by the CONTRACTOR or at a lower
level (including any SUBCONTRACTOR or supplier of Materials) for a part of the Works, and
(c) The legal successors of any of the foregoing.

7. GENERAL COATINGS REQUIREMENTS
7.1.
PAINTINS SERVICE CATEGORY
For this Project, the designation of the category applicable shall be as referred in the GP 19-0101 Table 5 “Marine Atmosphere”.
7.2.
SURFACES AND MISCELLANEOUS ITEMS NOT COATED
As indicated on paragraph 6.6 the GP 19-01-01, the following metallic surfaces and materials
shall not be painted or coated, including accessories:
-
Nonferrous metals
Austenitic stainless steels.
Galvanized or aluminum-coated carbon steel surfaces, except for fire system.
Buried piping systems.
Plastic and plastic coated materials.
Machined surfaces.

7.3.
REPAIR OF DAMAGED GALVANIZED
Cold Galvanized repairs in gratings, galvanized pipes external will be performed according to
the following procedure:
-
Flaked or delaminated areas to be removed by means of a scraper up to bare metal. All
loosely adhering paints must be remove.
-
After al flaked film has been removed; oil and grease must be removed by emulsion
cleaning or by suitable detergents. Remove zinc salts and other soluble salts by high
pressure fresh water hosing. (Zinc salt may also require scrubbing with nylon or wire
brush to remove.)
-
When the surface is dry, feather edges to sound and intact paint. Roughen the adjacent
areas of the existing paint by coarse sand paper to ensure inter-coat adhesion.
-
Remove dust completely on all surfaces to be painted before the application.
-
The surface must be completely dry and clean with the temperature above the dew
point to avoid condensation.
-
Check surface preparation, microclimate condition and other requirements prior to
paint application to ensure proper application condition is observed at all time (surface
temperature, dry and wet bulb temperature, relative humidity, dew point temperature,
etc.).
-
Observe proper and correct mixing ratio as indicated in the Product Data Sheet as well
as proper application equipment. Mix the paint of corresponding base and curing agent
as per the mixing ratio required. Stir the mixed paint thoroughly by means of a clean
mechanical mixer a homogenous mixture is obtained.
-
Apply zinc rich epoxy primer at specified wet film thickness corresponding to the
required dry film thickness. Normal range dry is: 40-80 micron.
-
Allow the coating to be fully dry/cured after completion of paint application. Provide
adequate ventilation as necessary to facilitate proper drying/curing.
8. SURFACE PREPARATION
Surfaces contaminated by oil and grease shall be solvent cleaned according to SSPC SP 1
prior to any blast cleaning.
Blasting abrasive quality shall be according to SSPC AB 1, SSPC AB 2, or SSPC AB 3, as
applicable.
Abrasive material for blast cleaning, consisting solely of steel shot shall not be used for
surfaces to be coated with inorganic zinc-rich primers or fusion-bonded epoxy coatings. A
mixture consisting of steel shot and at least 25 percent (wt.) steel grit is acceptable.
SSPC SP 11 is suitable surface preparation for small repair areas or for field welds where
SSPC SP 10 or better had been originally specified and/or performed. SSPC SP 11 provides

good surface cleanliness, roughly equivalent to SSPC SP 10, and it ensures a minimum
surface profile of 1.0 mil.
Dust and spent abrasive shall be removed prior to coating application by blowing off with
clean, dry air and/or by brushing or vacuuming.
9. APPLICATION
9.1 PROCEDURE
Paints or coatings shall be applied in accordance with the requirements of this specification,
and the Table 1 complemented with the Table 7 of GP 19-01-01. The coating VENDOR’s
written recommendations and procedure for specified products are applicable to
complement this specification.
Designations refer to alphanumeric code according to GP 19-01-01 Tables 2, 3, and 4. Two
identical coats are applied when code designation is repeated.
The following table is applicable for equipment, machinery and aboveground piping.
Painting system is selected basing on the maximum operating temperature.

GP 19-01-01. For temperatures over 49°C, the protective system shall be specified by the
Owner’s Engineer.
Underground piping joints (including welded joints) shall not be painted, coated, or wrapped
until after completion of field pressure testing.

11. INSPECTION AND TESTING
Surface preparation cleanliness shall be evaluated using SSPC VIS 1 or SSPC VIS 3 visual
Standards.
Surface roughness (anchor pattern or profile) shall be determined according to NACE RP0287
or ASTMD 4417. This shall be performed on all items before application of prime coat.
Dry film thickness measurement shall be made of each coat and of the total system, according
to the procedure established by SSPC PA 2, with the exception that the inspector may inspect
any and all areas and make as many measurements as deemed necessary. Any items which are
not acceptable to the inspector and/or the OWNER'S ENGINEER shall be repaired immediately
and approved before application of subsequent coatings. Inspector shall notify Engineer of any
nonconformance items and document same on the “Daily Log”. The inspector shall verify that
the applied material conforms to the specifications and purchase documents.
The inspector shall verify that all containers are properly identified and stored.
The following hold points, unless waived by Purchase Order Agreement or in writing from the
OWNER'S ENGINEER, shall be:
- Before abrasive blasting to approve pre-cleaning and masking.
- After completion of abrasive blasting and prior to application of primer.
- Prior to application of subsequent coats.
- Before final inspection, for acceptance and/or approval for shipment.
12. INDICATIVE EXTENSION OF PAINTING SYSTEM
The Table 4 show an Indicative Extension of Painting System depending of fittings, equipment,
service condition or material type, classifies if these shall be painted in shop, in prefabrication
site or construction site.

13. PIPING AND TANKS IDENTIFICATION
During the work on the plant, a label sing should be painted with the name of the fluid, the pipe
diameter and the pipe specification plus the arrow indicating the direction of flow. In insulated
piping, the labeling will be done on the jacket that covering this insulation.
The distance between labels shall be as agreed between the Contractor and the Owner based
on the Construction best practices within the process units, as well as applicable specifications
and codes.
Moreover, pipe racks, provided it is legible (first level), tracks and large section are labeling in
each interference, cross road and battery limit with a maximum of 50 m unlabeled in free
straight sections, whenever legible (in elevation racks are not applicable). It will also be labeled
in ascending and descending pipe rack sections.
The labeling will be black letter on white background. The flow indicative arrow’s size shall be
proportional to the size of the letter and the diameter of the pipe. The size of the letters will
be made according to the dimensions indicated in the following table, being the type of letters
according to the Owner indication:

In addition, in the case of hazardous fluids (type M), that are identified in the Plant; a yellow
ring shall be painted next to the label. The ring width shall be the size of the letters of the label.
