It has branches in all Zonal Railway Headquarters as also Research, Designs and Standards Organisation at Lucknow, Integral Coach Factory at Chennai, Chittaranjan Locomotive Works, Chittaranjan, Diesel Locomotive Works at Varanasi, Rail Wheel Factory, at Bangalore, Centre for Railway Information Services (CRIS) at New Delhi and Rail Coach Factory at Kapurthala. The IRT is managed by a Governing Council which includes Chairman and Members of the Railway Board, the General Managers of the Zonal Railways and other Senior Railway Personnel. One of the objectives of IRT is to promote and foster study of the science and art of rail transport and management. For this purpose the IRT institutes, encourages and coordinates investigations and research into the various aspects of this subject. The membership of IRT includes almost all the leading authorities in all disciplines of the Railways. A large number of non-railway men are also actively associated with its work, particularly from academic institutions. The Institute also publishes a bi-annual journal of a technical nature covering rail transportation as also transportation in general. Candidates can subscribe this by paying Annual Charges. 2. The IRT conduct s three one-year Diploma Correspondence Courses on (i) ‘Rail Transport & Management’ (ii) ‘Transport Economics & Management’ and (iii) ‘Multi-Modal Transport (Containerisation) & Logistics Management’. The Institute of Rail Transport was conducting Two – Year Diploma Course in Port Development and Management which will provide a unique opportunity to those who wish to join the Port Sector as also to newly recruited executives in this field. Now, it has been decided to re-introduce the Port Development & Management for one year instead of Two Years. 3. The IRT has been conducting a one year correspondence Diploma Course in Rail Transport and Management since 1977. The Course has gained popularity over the years with more and more students enrolling for the Course. The Course contents and the lessons have been designed carefully by experts in the field to enable the students to gain an in-depth knowledge of Rail Transport and 1 Management. For the convenience of the students from Hindi speaking areas, the course material is being supplied in Hindi or in English as per the candidate’s preference. The duration of the course is ONE YEAR. Graduate OR Diploma in any discipline from a recognized University/ Institute/ State Govt. OR Sr. Secondary with minimum 3 years working experience in any Central / State Govt. and armed service personnel (serving and retired) are eligible for this Course. 6. Candidates who have appeared in their final Degree Diploma examination can join the course by 31st August of the same year provided they are declared having passed. HOW TO APPLY 7. The eligible applicant can apply for admission through: a) Online – Applicant can apply online for admission at www.irt.indianrailways.gov.in. The instruction for online admission is given at the above website. OR b) Offline – (At the Counter or by Post) An Application form along with acknowledgement card and address slips are enclosed herewith. Students are requested to fill the application form, acknowledgement card (duly stamped Rs. 6/-) and address slips in capital letters. All applications duly filled in, in all respects and signed by the student and accompanied by Bank Draft, Photo copies of Degree/ Diploma, a certificate as proof of the date of birth (preferably the High School or the Higher Secondary Certificate) and working experience certificate should be sent so as to reach the office of the Institute on or before the notified date INCOMPLETE APPLICATION WILL BE REJECTED COURSE FEE 8. The all-inclusive fee for the course including the course material, examination fee etc. is Rs. 8000/- to be paid in lump sum along with the application form (format attached) by cash at the counter or through Bank Draft drawn in favour of “Institute of Rail Transport” payable at New Delhi at the office of the Institute of 6 Rail Transport. Please give particulars of the Demand Draft viz. DD No. date and name of the issuing Bank/ Branch of the Bank and Code No. in the application form. The name and address should also be given on the reverse of the Bank Draft. Postal Orders and Money Orders will not be accepted under any circumstances. THE COURSE FEE WILL ON NO ACCOUNT BE REFUNDABLE/ADJUSTED. 9. READING MATERIAL The course material is prepared by eminent scholars from the concerned fields. The services of these scholars are requisitioned for other academic activities as well. The course material has been redesigned as per the Distance Education Council (DEC) norms. The Course materials are scrutinized by the contents experts, supervised by the unit designers and edited by the language experts of IGNOU. The course material is printed both in Hindi and English and will be dispatched to those students, who applied offline, as per the choice indicated by the students in the application form. Once taken, exchange of the material is not permitted. Those students applied online can download the soft copy of course material only. Hard Copy will be given on demand by payment of specific fee. 10. ASSIGNMENTS The students would receive the response sheets (assignment) for each paper. The response/answer to assignments should be submitted as per the schedule. The response/answer would be assess by the evaluators. Out of the total 100 marks, for each paper 25% marks will be allotted to assignments and 75% marks for the final examination. Both will be counted for the final assessment. Submission of response sheets is compulsory for appearing in the examination within stipulated period. The hall ticket for examination will be issued 7 to those candidates only who have submitted their assignments. The responsibility of mailing of response sheets will be on the students. It is for the students benefit that s/he should keep a duplicate copy of the response sheet. 11. CONTACT CLASSES Contact classes are also conducted at all the specified centres subject to reasonable number of students offering themselves for the same at any one particular centre. If some how the students are not sufficient for any particular centre/s, these students will shift to the nearby centre of the contact classes. The boarding and lodging arrangement have to be made by students themselves. For the convenience of the students, these classes are normally conducted for a total of 20-25 hours covering just 4-5 days. The final dates and time schedule will be intimated to students well in time. Students should check up the dates for the classes in March, if they do not get any intimation in this respect. Contact Classes are normally held before the commencement of the Examination for the Diploma Course. Eminent faculty members and professionals particularly those who were associated with the preparation of course material are called upon to deliver lectures at these classes and provide guidance to the students in the preparation of the Examination. These contact classes have proved extremely beneficial for the students in that these serve as a useful forum not only for removing difficulties/doubts, if any, in the understanding and comprehension of the subject matter but also help the students in revising the prescribed course material. 12. LIBRARY-CUM-STUDY CENTRE For the benefit of students, a modest Library-cumStudy Centre has been opened at Dy. CE(Bridgeline) Office, Tilak Bridge Railway Station Complex, Near R.P.F. Police Post, Mahabat Khan Road, New Delhi-110002 (Ph.:011-23214362) which will remain open from 10.00 hrs to 16.00 hrs. with lunch break from 13.00 hrs. to 14.00 hrs. (Saturday & Sunday closed) The books and other study material are available only for reference and study in the centre and shall not be given on loan. 8 13. STUDENT ID (SID) IS VERY IMPORTANT When a student is admitted, through offline a money receipt will be issued to him. Students will please appreciate that it takes about a month to scrutinize all the applications and acknowledge them to the students individually. The Student ID (SID) of the student is given on the top of the money receipt. This SID must be quoted in all correspondence with the Institute. The Roll NO. will be issued before the examination along with hall ticket. The course material will be sent by Registered Parcel post according to the SID. The students should in their own interest check up and ask for missing lessons if any, after getting the material. The Institute is not responsible for any postal delays. Those Students who applied online, the details will be available online. EXAMINATION CENTRES 14. The examination will be held in May/June every year at selected centres in the country, namely, Chennai, Delhi, Lucknow, Secunderabad, Kolkata, Guwahati, Bhubneshwar and Mumbai, subject to reasonable students offering themselves for the same. The students are requested to opt the centre which is nearest to their residence/ workplace. The Institute is also planning to introduce some more centres. After finalization of the places, the names of centres will be put in our website. The students who are nearest to those new centres will be shifted to these centres. The Institute reserves the right to change the centre. The change of examination centre/address is permitted, three months before the examination with a valid reason like transfer of student or his/her father or guardian. To avoid hardship in an exceptional case not covered by the above provisions, students should submit an application for change of centre/address alongwith fee of Rs.100/- through bank draft or cash at the counter. The application for change of centre/address will be entertained only when received three months before the examination. 9 SCHEME OF EXAMINATION 15. The examination is normally held in May/June every year at specified centres. There will be six papers. The details may be seen at para 16. The pass marks is 35% in each paper and 40% in aggregate. However, if a student who has failed in aggregate obtains 50% or higher marks in any paper, he/she will be exempted from appearing in that particular paper in the subsequent examination. The question paper will be both of objective and subjective type. If any candidate requires the Question Papers of previous years, he/she can get from IRT Office by paying Rs. 50/- per set per year by cash or Rs. 100/- per set per year by post, after getting the admission. Kindly mention your SID No., Name on the reverse of the draft. 10 STUDENTS ADMISSION CARD (HALL TICKET) 18. This contains Roll No., Name of the candidate, Name of the examination centre and postal address. 19. Roll No. should be given on each Answer Book and continuation sheets. 20. The Hall Tickets along with Time Table and address of the Exam Centre will be sent to reach the students well in advance of examination. However, if any candidate does not get his/her Hall Ticket by first week of May, a request should be made to the Institute for issue of duplicate Hall Ticket along with self addressed stamped (Rs. 5/-) envelope and he/she can also enquire on phone the examination schedule and centre. Please mention your SID in all enquiries. 21. The examination is held only once a year and at present, there is no system of supplementary examination. The result will be declared in October/ November and Mark Sheet to individuals will be sent by ordinary post thereafter. On successful completion of the Course, a Diploma is awarded to candidates. The Diploma Certificate will be sent to individuals by post by February/March. Any candidate requires a duplicate certificate, has to pay Rs. 200/- by demand draft in favour of Institute of Rail Transport, New Delhi. 22. Re-totalling of answer book is permissible. Any candidate can apply for this, within a month (30 days) of the issue of result by the Institute, to the Institute with a application accompanied by the marks sheet in original along with the prescribed fee at the rate of Rs.50/- per paper. Kindly clearly mention the paper number for which the re-valuation is requested. The application must be accompanied by a self addressed stamped (Rs.5/-) envelope. The re-valuation fee once deposited shall not be refunded in any circumstances. 23. The students, who have already passed the examination, will not be permitted to re-appear in the examination. Candidates who have failed in the examination or who are not able to appear in the examination can appear in the examination in the subsequent year. For this purpose they will have to make a request to the Institute to send the 11 prescribed application form (with a self addressed stamped Rs. 5/- envelope) and return the same duly completed along with the prescribed fee of Rs. 1500/- and two self addressed stamped envelopes Rs. 5/- so as to reach the Institute by 31st January. Thereafter no such application will be entertained by the Institute. Reappear form is also available on IRT website : www.irt.indianrailways.gov.in and www.irt-india.com 24. A candidate has to complete the Course within a maximum period of three years from the year of joining. 25. The first three candidates in order of merit are awarded Gold, Silver and Bronze Medals at Annual General Meeting at Delhi normally held during December every year. Besides a cash award of Rs. 3,000/- to the students standing Ist, IInd & IIIrd in the final examination. In the case of successful railway employees an entry is also made in the service records by their concern authority. RECOGINITION BY MINISTRY OF RAILWAYS 26. The Ministry of Railways has recognized this Diploma. This course will be very useful to the candidates who appear for examinations being conducted by the Railway Recruitment Boards. This Course is also useful to serving employees of Railways, Trade and Industry and those in the Public and Private Sectors connected with Railway Transport such as Steel, Coal, Port Trust, Fertilizer, POL, Cement, Non-Ferrous Metal Indistries and Export etc. RAIL FARE CONCESSION 27. If approved by the Ministry of Railways, Rail fare concession would also be available to travel in 2nd class by the shortest route to and from the place of residence to nearest examination centres. Candidates should indicate the nearest examination centre and also indicate the nearest Railway Station from where they can start their 12 journey to the exam centre in their application form (Sr. No. 10 & 11 of the application form) This Concession is available only to those students who are unemployed and are not above 25 years in case of General students & 27 years for SC/ST Students. SC/ST students are requested to indicate their category in the application form furnishing a Certificate to that effect. Similar facility is also available for contact classes. ENROLMENT FORM 28. 29.
