Due to Section 2 Paragraph 4 and Section 64 Paragraph 1 of the Law on Universities of the State of
North Rhine-Westphalia (Higher Education Act - HG) of September 16, 2014 (GV. NRW. P. 547), last

General regulations
§1
scope
(1) These general examination regulations (RPO-M) apply to the master's program at the University of Siegen. It
regulates the basic structures of the master's program and contains formal specifications on how subject
examination regulations (FPO-M) and module descriptions (MBS) should be designed. For the individual
degree programs, subject-specific regulations must be made in the FPO-M in accordance with these RPO-M
and the MBS must be created. The respective FPO-M applies specific regulations in particular:
1. the aim of the study,
2. the university degree to be awarded,
3. the scope of study (standard period of study, number of credit points),
4. the number of modules (module title, module number),
5. the participation requirements and the workload of the modules,
6. the course of studies,
7. the content and qualification objective of the modules,
8. the teaching methods in the modules,
9. the study and examination achievements in the modules,
10. the duration and form of study and examination achievements as well
11. the composition of the audit committee.
If a module from another subject is used in a course of study, reference is made to the
corresponding MBS in the FPO of the other subject. If there is a contradiction between the
respective regulations of the two FPOs involved, the subjects must make agreements regarding
the examination modalities and record these in the relevant MBS.
(2) In the study programs in which an internship is planned, an internship regulation should contain
additional regulations for the internship.
(3) In study programs that are offered in cooperation with a domestic or foreign university, the FPO-M
can make regulations that deviate from these regulations.
(4) Sections 1 to 26 contain general regulations. § 27 to § 35 contain special (supplementary, restrictive
or expanding) regulations for the master's degree in teaching. Section 36 contains the entry into
force.
§2
General goals and guidelines of the master's program
(1) Consecutive master's degree programs are designed as in-depth, broadening, interdisciplinary or
other subject-related degree programs. They can be differentiated according to the profile types
“application-oriented” and “research-oriented”. Continuing master's degree programs generally
require qualified practical experience of no less than one year. The course concept of advanced
master's courses takes professional experience into account and builds on this to achieve the
qualification goals. A master's degree course leads to a further professional university degree.
(2) Qualification goals are the scientific or artistic ability corresponding to the desired level of
qualification and the ability for qualified employment and personal development.
(3) Course-specific goals are included in the FPO-M.

§3
Master's degree
After successful completion of the course, the university awards the university degree of “Master of
Arts” (MA), “Master of Science” (M.Sc.) or “Master of Laws” (LL.M.). The FPO-M regulates which of the
degrees mentioned in sentence 1 will be awarded upon successful completion of the course of study.
If the course consists of several partial courses (see § 7 paragraph 1), the degree of the core subject
(1st subject) is awarded. Master’s degrees that differ from the aforementioned designations may also
be used for continuing education courses.
§4
Entry requirements and obstacles to enrollment
(1) Anyone who can provide proof of a first professionally qualifying university degree is granted access to the master's
degree program.
(2) The FPO-M can stipulate the following additional access requirements within the framework of Section 49 HG:
1. Paragraph 6 Sentence 1 (Proof of professional requirements),
2. Paragraph 6 Sentence 3 (Proof of a certain grade of the bachelor's degree),
3. Paragraph 7 (evidence of special course-related training, artistic or other aptitude or practical
activity) and
4. Paragraph 8 (Proof of certain language skills in (partly) foreign language courses).
(3) Degrees obtained in degree programs at foreign state or state-recognized universities will be
recognized upon application, provided that there is no significant difference in the skills acquired
with the degree compared to a national degree that entitles you to a master's degree program.
(4) Admission to a specialist master's degree program can be subject to conditions. Any requirements
that may be imposed should be met in the first two semesters of the master's degree program.
They must be proven at the latest when registering for the master's thesis. The FPO-M may
stipulate an earlier date for proof of compliance with the requirements. The type and scope of
these requirements are determined individually by the respective examination board based on
the course content completed as part of the previous degree. The subject of a requirement can
only be Bachelor modules. Requirements can only be granted up to a maximum of 30 credit
points. The regulations set out in Sections 8 to 12 and 17 to 21 generally apply to requirements.
Conditional examinations are not included in the grade calculation.
(5) In addition to paragraphs 1 and 2, proof of a relevant professional degree and relevant
professional experience must be provided for access to a continuing education master's degree
program.
(6) The FPO-M can stipulate that enrollment will be refused if the applicant has definitively failed an
examination required by the examination regulations of the selected degree program in a
degree program that is significantly similar in content to the chosen degree program (Section 50
Paragraph 1 No. 2 HG).
§5
Standard period of study and scope of study
(1) To successfully complete a master's degree program, 60, 90 or 120 credit points (LP) must be
acquired in accordance with these regulations and the regulations of the respective FPO-M.
(2) The standard period of study in courses that lead to a master's degree is at least two and a
maximum of four semesters in full-time study, including the master's thesis.

(3) The FPO-M determines whether the master's program can only be studied as a full-time course or also
as a part-time course.
§6
Modularization of studies
(1) The course has a modular structure and is equipped with a credit point system. Modules are
thematically and temporally rounded and self-contained study units that can be composed of
various teaching and learning forms (e.g. lectures, exercises, internships, e-learning, teaching
research, etc.).
(2) Credit points are awarded upon successful completion of a module. Credit points are calculated
based on the student's expected workload. The average workload is 1,800 hours per academic
year. To acquire one credit point, a workload of 30 hours of face-to-face and self-study is
required. As a rule, 60 credit points are awarded per academic year. The number of credit points
in a module should be divisible by three. Polyvalent modules must have the same number of
credit points across subjects, usually amounting to nine credit points. Polyvalent are modules
that are used across study programs and with regard to module duration, frequency of offering,
workload, credit points, qualification objectives, content, achievements (including form, duration,
scope), courses, teaching and learning methods, requirements for participation and

(3) Access to a course or module can be made dependent on certain requirements, in particular on
successful participation in another course or module or several other modules. The FPO-M
regulates further details.
§7
Structuring the specialist master's program
(1) The specialist master's program includes a course of study (single-subject course of study/
interdisciplinary course of study) or a combination course of study with several partial courses
consisting of a core subject (1st subject) and a supplementary subject (2nd subject) (Appendix 2).
(2) The FPO-M determines the model according to which the (partial) course of study can be studied.
(3) Each master's degree program should offer options worth at least 18 credit points. A total of 45
credit points should be provided in the Bachelor's and Master's degree programs. The FPO-M
stipulates that

which subject-specific and/or interdisciplinary module offerings students of the respective course
of study can choose from. Options must be explicitly stated in the FPO-M.
§ 8th
Audit Committee
(1) For the tasks defined by this RPO-M and the FPO-Ms, general and/or specialist examination
committees are formed in the faculties, the composition of which depends on the individual FPOMs. For cross-faculty degree programs, the faculties can form cross-faculty examination
committees. The examination board can be supported in carrying out its tasks by an examination
office. The FPO-M regulates further details.
(2) The examination committees include:
a) Members from the group of university lecturers,
b) Members from the group of academic staff and
c) members from the group of students,
whereby the university professors must have at least half of the votes. The FPO-Ms can stipulate
that deputies can be elected in the event of unavailability.
(3) If necessary, the examination committee can call in additional expert advisory members.
(4) The number of members of the examination committees and the term of office of the members are
determined in the respective FPO-M. The Faculty Council of the faculty to which the course of study is
assigned elects, on the recommendation of its member groups, the members of the examination
committee or committees provided for in the FPO-M for the term of office provided for in the FPO-M.
For cross-faculty degree programs, the faculty councils concerned elect the members of the
examination committee in accordance with the regulations in the FPO-M.
(5) If no new member has been appointed at the end of the term of office, the existing member will
continue to hold office. A member who leaves early must be replaced by a by-election. The end of the
term of office of the subsequently elected member is determined as if he or she had taken office on
time. Re-election is permitted.
(6) The examination committees each elect a chairperson and a deputy chairperson from among the
university professors who belong to them.
(7) The examination committees ensure the organization of the examinations within their area of
responsibility and ensure that the provisions of this RPO-M and the respective FPO-M are
adhered to. They are particularly responsible for issuing notices of objections to decisions made
in examination procedures. The examination committees also decide on the recognition of
previous degrees and the crediting of study and examination achievements. The examination
committees can delegate the completion of their tasks to the chairperson, provided that the
tasks have not already been assigned to the chairperson by these regulations or the FPO-M; this
does not apply to decisions on contradictions.
(8) The FPO-M can require the examination board to report to the faculties involved.
(9) If a general examination board and specialist examination committees are formed for partial
degree programs, the specialist examination committees are responsible for the following
subject-specific tasks:
1. Decision on questions of access and classification,
2. Decision on the equivalence and recognition of degrees and the recognition of study periods
as well as study and examination achievements,
3. Appointment of examiners in accordance with Section 9 Paragraph 2,

4. Suggestion from the reviewers for the master's thesis if the candidate has not submitted a
suggestion in accordance with Section 14 Paragraph 7,
5. Admission of additional languages in accordance with Section 14 Paragraph 6 and
6. Objections to decisions they make.
The technical examination committees can delegate the performance of their tasks to the
chairperson, provided that the tasks have not already been assigned to the chairperson by these
regulations or the FPO-M; this does not apply to decisions on contradictions.
(10) The meetings of the examination committees are called by the respective chairperson. The
meetings of the examination committees are not public. The members of the examination
committees and their deputies are subject to official confidentiality. Unless they are in public
service, they must be sworn to secrecy by the chair of the respective examination committee.
(11) The examination board has a quorum if the number of members present in accordance with
paragraph 2 letter a) is at least the number of members present in accordance with paragraph 2
letters b) and c) and a total of half of its voting members are present.
(12) Examination committees decide with a simple majority. In the event of a tie, the vote of the
chairperson has the deciding vote.
(13) The members of the examination committee from the group of students only have an advisory
vote in the assessment and recognition of degrees, the assessment, recognition or crediting of
study and examination achievements and the determination of examination tasks.
(14) Examination committees are authorities for their area within the meaning of administrative procedural law.
§9
Examiners
(1) In accordance with Section 65 Paragraph 1 HG, teachers at the university and, to the extent that
this is necessary or appropriate to achieve the purpose of the examination, persons experienced
in professional practice and training are authorized to take university examinations. Examination
achievements may only be assessed by people who have at least the qualification determined by
the examination or an equivalent qualification. The examiners are independent of instructions in
their examination work.
(2) Unless the FPO-M contains a different regulation, the teachers authorized in accordance with
paragraph 1 and responsible for the respective course or module are appointed as examiners.
Deviating from this, the chair of the responsible examination board may also appoint other
persons authorized to examine as defined in paragraph 1 as examiners. The chairperson of the
responsible examination committee also names the second examiner and the third examiner in
the cases provided for in these examination regulations or the regulations of the FPO-M.
(3) The FPO-M can stipulate restrictions regarding eligibility for examinations.
§ 10
Coursework
(1) Modules can stipulate that coursework must be completed as part of courses. Study achievements
are all forms of learning, the presentation of learning content and the examination of knowledge
and skills that are not relevant to the module grade and are necessary to complete a module. In
particular, they serve the students' self-monitoring of their academic success, the practice of
research-based learning practices, the testing of various text and lecture formats, the
independent consolidation of knowledge and skills acquired in seminars, and, if necessary, the
creation of materials for further studies

Seminar discussion, if necessary, preparation for the examination and, if necessary, individual profile
development within a module.
Study achievements can be provided in very different forms. The following are particularly
suitable forms of delivery for study achievements:
1. written test,
2. Short presentation,
3. short written performance,
4. oral test,
5. Work samples and portfolios or
6. a combination of the forms of provision listed in these regulations and the FPO-M.
The FPO-M can also provide for other forms of provision of study services. For written tests in
electronic form, Section 11 paragraphs 8 and 9 apply accordingly.
(2) The form and scope of the study work to be completed must be specified in the MBS. If several
possible forms of delivery are planned, the respective lecturers will announce the form and scope
of the coursework in an appropriate form no later than four weeks after the start of the course.
(3) If successfully completed coursework is a prerequisite for admission to an examination, this must
be regulated in the FPO-M.
(4) Failed coursework can be repeated without restriction. Coursework can be graded or ungraded. If
they are graded, the grades are not included in the respective module grade.
(5) Course achievements must be registered, usually via the campus management system. Exceptions
will be determined and announced by the responsible examination committee.
Registration for the provision of coursework must take place within a specified period of time.
Separate registration is required for each course achievement. Students are obliged to inform
themselves about all dates and deadlines regarding coursework (e.g. examination office, campus
management system).
(6) The evaluations of study achievements should be communicated no later than six weeks after the
completion date or the specified submission deadline, unless the FPO-M contains a different
deadline.
§ 11
Examinations
(1) Modules usually conclude with an examination performance that is based on the qualification objectives
defined for the module. Examinations are graded. The grades are included in the final grade.
Paragraph 3 remains unaffected. The grades are administrative acts within the meaning of the
Administrative Procedure Act.
(2) Examinations can also consist of several examination elements, which result in an overall
examination. The individual examination elements must be listed in the MBS, including their
weighting.
(3) Deviating from paragraph 1, the FPO-M can stipulate that examination achievements are not
graded in modules that are planned for the first two semesters according to the study plan or
that their grade is not included in the final grade (orientation modules). Orientation modules
must be marked as such in the FPO-M.
(4) Examinations must be registered, usually via the campus management system. Exceptions will be
determined and announced by the responsible examination committee.
Registration for the provision of examination services must be made within the scheduled
deadline. Separate registration is required for each examination. Students are obliged to inform
themselves about all dates and deadlines regarding examinations (e.g. examination office,
campus management system). Examinees can stay for up to a week

Before the start of the examination, deregister via the campus management system or the
responsible examination committee. For examination dates that were not organized and
announced via the campus management system or the examination committee, but were agreed
individually with the examiner, withdrawal can take place at any time before the start of the
examination or the agreed submission date, unless the FPO-M specifies otherwise contains
regulation.
(5) Only those who can take part in an examination can be admitted
1. is enrolled in one or more study programs at the University of Siegen in accordance with Section 48
HG or is admitted as a second student in accordance with Section 52 HG and
2. has met the requirements for admission to the examination that may be contained in the FPO-M.
Admission is usually achieved by registering for exams via the campus management system.
Exceptions will be announced by the responsible examination committee. In cases of doubt, the
responsible examination board decides on admission. Admission must be refused if the
requirements stated in sentence 1 are not met.
(6) The following form of examination for an examination performance can be considered in particular:
1. Exam (also electronic form of performance assessment (see paragraph 8) and exam using multiplechoice procedure (see paragraph 9)) lasting 45 minutes to a maximum of four hours,
2. oral examination lasting 15 minutes to 60 minutes per examinee,
3. Housework or
4. a combination of the examination forms listed in these regulations and the FPO-M.
The FPO-M can also provide for other forms of examination. In this case, the scope of the
examination should be regulated in the FPO-M.
(7) The form and scope of the examination work to be carried out are specified in the MBS. If several
possible forms of delivery are assigned to an examination, the respective lecturers will announce
the form and scope of the examination in an appropriate form no later than four weeks after the
start of the course.
(8) Examinations can be created, carried out and assessed in whole or in part in electronically
supported form (e-examination). Electronically supported exams can, in particular, involve the
processing of free text tasks, fill-in-the-blank texts or assignment tasks. The e-exam must be
carried out in the presence of a supervisor. If an examination is carried out as an e-exam, it must
be ensured that the electronic data can be clearly identified and uniquely and permanently
assigned to the examinee for the period up to the end of the retention period. The same
retention periods apply to the storage of electronic data as to other examination services.
(9) An examination can be carried out using the multiple-choice method if the examiner has taken the
examination himself. If the examination is also taken by students who, if they fail the
examination, no longer have the opportunity to repeat or compensate (see § 12 paragraph 6), the
examination should be completed jointly by two persons authorized to examine. If the
examination was not prepared jointly by two authorized examiners, the second examiner has his
or her own discretion in the assessment. She or he is not bound to an existing evaluation
scheme.
(10) Oral examinations must be carried out by several examiners or by one examiner in the presence
of an expert assessor. The FPO-M may provide for regulations regarding the qualifications of the
assessor. A protocol must be drawn up about the oral examination, which must be signed by all
examiners and, if necessary, the expert assessor.
(11) Students in the same course of study should be allowed to participate as listeners in oral
examinations, unless an examinee objects. Participation does not include advice and
announcement of the examination results to the examinees.

(12) In appropriate cases, examinations can be carried out as group work or as an oral group
examination, as determined by the examiner, if the individual contribution of each individual
examinee is clearly recognizable, clearly delimitable and assessable.
(13) Examinations are generally to be taken in the language of the course. Any deviations must be
announced by the respective lecturers no later than four weeks after the start of the event.
(14) Failed examinations can be repeated to a limited extent (see § 12). In particularly justified cases,
the FPO-M can provide for deviations. Sentences 1 and 2 do not apply to examinations in
orientation modules.
(15) The assessments of examination achievements should be communicated no later than six weeks
after the delivery date or the specified submission deadline, unless the FPO-M contains a
different deadline.
§ 12
Repetition of coursework and examinations
(1) Passed coursework and examinations cannot be repeated. Deviating from sentence 1, the FPO-M
can provide for the possibility of repeat examinations to improve grades.
(2) Study and examination achievements are passed if they have been graded as “sufficient” or better
or, if they have not been graded (examination achievements in orientation modules and course
achievements), if they have been graded as “passed”. have been. If an examination consists of
several examination elements, the examination is passed if the overall examination is passed
after all examination elements have been completed (see § 21 paragraph 7).
(3) Study and examination achievements are not passed if they have been graded as “unsatisfactory”
or, if they have not been graded (examination achievements in orientation modules and course
achievements), as “failed”. If an examination consists of several examination elements, the
examination is not passed if the overall examination is not passed (see § 21 paragraph 8). In this
case, all examination elements of the examination must be repeated.
(4) If examinations are not passed, the FPO-M can provide the option of an oral supplementary
examination.
(5) Examinations can usually be repeated twice if they are not passed or are considered not passed. In
particularly justified cases, the FPO-M can provide for deviations. Failed coursework can be
repeated without restriction. The FPO-M can set deadlines and dates for repeating examinations.
There must be at least two weeks between the announcement of the result of the first attempt
and the repeat attempt. This deadline can be shortened at the student's request. The FPO-M may
stipulate that the repeat services can be provided in a different form than the original service.
(6) Repeat examinations for which there is no possibility of compensation if the test is ultimately failed
must be assessed by at least two examiners.
(7) If an examination is ultimately failed or is deemed to have been definitively failed, the chair of the
responsible examination board will issue a written notification to the examinee. The notice must
contain information on legal remedies.
(8) If a module that is ultimately failed is a compulsory elective module, the FPO-M regulates the
extent to which the student can still complete alternative modules.

§ 13
Requirements and admission to the master's thesis
(1) Anyone who is enrolled in the relevant course of study at the University of Siegen or is admitted as a
second student in accordance with Section 52 Paragraph 2 HG is admitted to the master's thesis.
The FPO-M may stipulate course-specific admission requirements.
(2) The application for admission to the master's thesis must be submitted in writing or electronically to the responsible
examination board in accordance with the FPO-M. The application must be accompanied by evidence of the
existence of the admission requirements specified in paragraph 1 and, if applicable, in the FPO-M.
The FPO-M may stipulate that additional documents must be attached to the application.
(3) Admission to the master's thesis is announced in a written notification or electronically via the
campus management system.
§ 14
master thesis
(1) The master's thesis is intended to show that the candidate is able to independently work on a
problem using scientific or artistic-practical methods within a given period of time and to present
the results appropriately.
(2) The number of credit points for the master's thesis and the processing time are regulated in the
FPO-M. 15 to 30 credit points can be awarded for the master's thesis. In combined study
programs, the student can choose the part of the study program in which he or she will complete
the master's thesis, provided that the relevant FPO-Ms do not contain any different regulations.
The topic, task and scope of the work must be limited so that the processing deadline can be
met. The topic can only be returned once and only within a period specified in the FPO-M after
the start of the processing period. In this case a new topic will be created. The processing time
that has already passed will not be counted towards the new processing time. The FPO-M can
provide for an oral examination or a colloquium in addition to the master's thesis, the results of
which can be included in the evaluation of the master's thesis.
(3) If there is an important reason, the deadline for submitting the master's thesis can be extended by
a maximum of half of the processing time provided for in the FPO-M. In the cases of §§ 19 and 20,
the examination board can extend the deadline for submitting the master's thesis to a maximum
of twice the originally planned processing time. The time according to sentence 1 will be taken
into account. As a rule, proof must be provided to the responsible examination board no later
than one week before the processing deadline expires. An illness must be proven immediately
with a medical certificate. The possibility of withdrawal in accordance with Section 18 Paragraph
1 remains unaffected.
(4) The chair of the responsible examination committee appoints the first assessor and the second
assessor and, if necessary, also the third assessor.
(5) First, second and third assessors must be authorized to examine within the meaning of Section 9
Paragraph 1. The FPO-M can determine that further requirements must be met in order to be
appointed as a first, second and third assessor.
(6) As a rule, the master's thesis is written in German or English. The FPO-M can stipulate that the
master's thesis must be completed in another language. The responsible examination board can
also allow additional languages upon request and in consultation with the first assessor.
(7) The FPO-M can provide for additional regulations regarding the examination procedure and the formal
and content design for the master's thesis. These include in particular:
1. the examinee's right to suggest the assessors of the master's thesis,
2. the procedure for assigning the topic and language of the master's thesis,

3. the formal requirements for writing the master's thesis,
4. ensuring the individual authorship of the master's thesis and
5. withdrawal from the master's thesis before the start of the processing period.
§ 15
Acceptance and evaluation of the master's thesis
(1) The master's thesis must be submitted to the responsible examination board or an office
designated by it on time in the form and number specified in the FPO-M.The date of submission
must be documented. If the work is delivered by post, the time of delivery to the post office
(postmark) is decisive. If the work is not delivered on time, it is considered “unsatisfactory”.
(2) The master's thesis is assessed by a first assessor and a second assessor (see § 14 paragraph 4)
and evaluated in accordance with § 21. The FPO-M can provide regulations for the design of
reports or evaluations.
(3) The reports or assessments should be returned to the chair of the responsible examination board
no later than eight weeks after receipt of the work. If the assessment does not agree, the grade
for the master's thesis is calculated from the arithmetic mean of the two assessments (see § 21
paragraph 2). The grade of the master's thesis is an administrative act within the meaning of the
Administrative Procedure Act and will be announced to the candidate in writing or electronically
via the campus management system no later than ten weeks after submission of the thesis.
§ 16
Repetition of the master's thesis
(1) If the performance is unsatisfactory, the master's thesis can be repeated once.
(2) If the master's thesis is not passed or is deemed to have been failed or has been definitively failed,
the chair of the responsible examination board will issue a written notification to the examinee.
The notice must contain information on legal remedies.
§ 17
Recognition of achievements
(1) Study and examination achievements that have been completed in courses at other state or staterecognized universities, at state or state-recognized vocational academies or in courses at
foreign state or state-recognized universities will be recognized upon application, provided that
no such qualifications apply with regard to the acquired skills there is a significant difference to
the services that are to be replaced.
(2) The responsible examination board decides on recognition in accordance with paragraphs 1 to 7. It
is the applicant's responsibility to provide the necessary information about the service to be
recognized. The burden of proof that an application within the meaning of paragraph 1 does not
meet the requirements for recognition lies with the responsible examination board. In case of
doubt, this person will consult the responsible specialist representatives. If significant differences
are identified and proven in accordance with the Lisbon Convention, the decision not to
recognize them must be justified in writing.
(3) Decisions on applications within the meaning of paragraph 1 will be made within a period of two
months.
(4) On the basis of recognition in accordance with paragraph 1, the student can and, upon request, must be
classified into a subject semester calculated in accordance with sentences 2 and 3. The specialist semester

ter into which the classification takes place results from the extent of the credit points acquired
through recognition in relation to the total extent of the credit points that can be acquired in the
respective course of study, multiplied by the standard period of study for the course of study in
semesters. If the decimal place is less than five, it is rounded down to the whole semester,
otherwise it is rounded up, with at least the first semester being classified.
(5) To the extent that agreements and agreements between the Federal Republic of Germany and other countries
on equivalence in higher education (equivalence agreements) benefit students from foreign countries in
deviation from paragraph 1, the regulations of the equivalence agreements take precedence.
(6) Upon application, other knowledge and qualifications can be recognized on the basis of submitted
documents if these knowledge and qualifications are equivalent in terms of content and level to the
coursework and examination achievements that they are intended to replace.
(7) If examination achievements are taken into account, the grades - as long as the grading systems are
comparable - must be taken over and included in the calculation of the final grade. If no grade is
available or the grading systems are not comparable, but there are indications of a grade being
achieved, a grade will be determined based on the assessment levels in accordance with Section 21
Paragraph 1 and the procedure in accordance with sentence 1 will be followed. If there are no
indications, the note “passed” will be recorded, if applicable. The credit will be marked in the transcript
of records.
§ 18
Failure, resignation, deception
(1) A study or examination performance is deemed to be graded “unsatisfactory” or as not passed if the examinee
misses an examination date or a set date for delivery without an important reason or if he or she misses an
examination or examination performance after the start of the study or examination performance without
an important reason reason for withdrawing. The same applies if a written coursework or examination is not
completed within the scheduled processing time.
(2) Important reasons include in particular: inability to take exams due to illness, use of protective
periods in accordance with Sections 3, 4, 6 and 8 of the Maternity Protection Act and of the
deadlines of the Federal Parental Allowance and Parental Leave Act (see Section 19 Paragraphs 1
and 2) or in In urgent cases, the care of the spouse, the registered life partner, a direct relative or
first-degree in-law, if he or she is in need of care or support (see Section 19 Paragraph 3). As far
as compliance with deadlines, the reasons for missing study or examination achievements and
compliance with processing times for the master's thesis or a study or examination achievement
are concerned, an illness of the examinee is equivalent to the illness of a child that he or she is
primarily responsible for caring for alone.
(3) The important reason asserted for the withdrawal or failure to attend must be reported to the
responsible examination board in writing immediately, usually within three working days at the
latest (receipt at the examination office or postmark) and substantiated in writing. If the
examinee is ill, a medical certificate stating that they are unable to take the examination must be
presented. If the certificate is recognized, the examinee will be informed of this. If the
examination board does not recognize the certificate, the study or examination performance will
be graded as “unsatisfactory”.
(4) If a submission deadline is not met for an important reason, the responsible examination board
can, upon request, extend the submission deadline by a maximum of half of the originally
planned processing time. In the cases of §§ 19 and 20, the examination board can extend the
submission deadline to a maximum of twice the originally planned processing time. The
possibility of withdrawal in accordance with paragraph 1 remains unaffected.
(5) If the examinee attempts to influence the result of his or her study or examination performance
through deception, e.g. using or carrying unauthorized aids or submitting plagiarism, the study
or examination performance in question is considered to be graded “unsatisfactory”. In the case
of oral coursework or examinations, the actual determination of the facts is made by the
respective examiner or assessor,

The decision as to whether there has been deception is made by the responsible examination
committee after first hearing those affected.
(6) If the examinee attempts to influence the result of his or her study or examination performance by
influencing examination bodies or persons commissioned by them to handle examination
matters, the study or examination performance can be graded as “unsatisfactory”.
(7) In the event of multiple or other serious attempts at deception, the candidate may also be
exmatriculated.
(8) An examinee who disrupts the orderly course of the examination can, as a rule, be excluded from
continuing the study or examination performance after warning by the respective examiner or
supervisor; In this case, the study or examination performance in question is deemed to be
“unsatisfactory”. Before the decision is made, those affected must be given the opportunity to
comment. The hearing and the reasons for the exclusion must be recorded. If the examinee is
excluded from completing a study or examination performance, he or she can request that this
decision be reviewed by the responsible examination board.
(9) Negative decisions must be communicated immediately in writing to those affected by the responsible
examination board and must be justified.
§ 19
Family arrangements, protective regulations, downtime
(1) At the request of a candidate, the maternity protection periods as set out in the applicable Maternity
Protection Act must be taken into account accordingly. The maternity protection periods interrupt any
period in these examination regulations and the FPO-M; the duration of maternity leave is not included in
the deadline.
(2) Likewise, the periods of parental leave must be taken into account upon request in accordance with the
applicable Federal Parental Allowance and Parental Leave Act. The examinee must inform the
responsible examination board of the period or periods for which he or she wants to take parental
leave no later than four weeks before the date from which he or she wishes to take parental leave.
(3) Upon request, downtime due to the care or care of spouses, registered life partners, direct
relatives or first-degree relatives in marriage must also be taken into account if they are in need
of care or care. The application must be submitted immediately after the conditions have been
met.
(4) The applications must be accompanied by the evidence required for examination.
§ 20
Compensation for disadvantages for disabled and chronically ill students
If an examinee provides credible evidence that they are unable to implement their existing intellectual
abilities in the context of the provision of services due to a chronic illness or a disability within the meaning
of Section 2 Paragraph 1 SGB IX and therefore are unable to complete study or examination achievements
in whole or in part cannot take the exam in the intended form within the specified deadlines, the
responsible examination board will allow the extension of the processing time for coursework or
examination achievements or the deadlines for taking coursework or examination achievements or the
taking of equivalent coursework or examination achievements in a form that meets needs.

§ 21
Assessment, formation of grades
(1) The grades of the examination achievements and the graded course achievements are determined
by the respective examiners and lecturers and announced via the campus management system.
The following grades should be used for the evaluation:
1=
very good
= an excellent performance;
2=
good
= performance significantly above average requirements;
3 = satisfactory = a performance that meets average requirements; 4 = sufficient = a service
that still meets the requirements despite its deficiencies; 5 = poor =
a service that no longer meets the requirements due to significant
defects.
By reducing or increasing the individual grades by 0.3, intermediate values can be created for
differentiated evaluation. The grades 0.7; 4.3; 4.7 and 5.3 are excluded. Deviating from sentence
4, the FPO-M can provide that the intermediate values 4.3 and 4.7 can be formed. Sentences 2 to
5 also apply to the master's thesis.
(2) If the assessment by a total of two assessors or examiners does not agree, the grade for the
master's thesis or examination performance will be calculated from the arithmetic mean of the
two assessments. If one of the two different assessments is “unsatisfactory” or if the two
assessments are more than two full grades apart, the performance will be assessed by a third
assessor. In this case, unless the FPO-M provides otherwise, the grade is formed from the
arithmetic mean of the three grades awarded. The grade formed from the arithmetic mean must
be at least “sufficient”. Otherwise the master's thesis or the examination is not passed. Paragraph
6 applies accordingly to the identification of the master's thesis on the certificate.
(3) If a grade for an overall examination performance (see § 11 paragraph 2) is formed from different
grades, the grade is calculated from the arithmetic mean of the grades of the individual examination
elements in accordance with the weighting specified in the MBS.
(4) Unless the FPO-M contains a different regulation, the final grade for the master's degree program is
calculated from the arithmetic mean of the individual grades, which are weighted according to the
credit points on which the respective module is based. For combined study programs, sentence 1
applies accordingly to the formation of a subject grade for a partial study program.
(5) Unless the FPO-M provides for a different rule, grades that are formed from several individual
grades will be rounded to the first decimal place. Only the second decimal place is taken into
account when rounding; all further decimal places are deleted without rounding. The number 5 is
rounded down.
(6) If a grade in accordance with paragraph 4 is formed from an arithmetic mean, the grade determined in this
way is evaluated at an average
up to 1.5
very good;
over 1.5 to 2.5 good; above 2.5 to 3.5
satisfactory; over 3.5 to 4.0 sufficient;
over 4.0
inadequate.
(7) The master's thesis, an examination achievement or a graded course achievement is passed if the
achievement is graded as “sufficient” or better. An ungraded course achievement is passed if it is
graded as “passed”. If an examination consists of several examination elements, the examination
is passed if the overall examination is passed after all examination elements have been
completed (see § 12 paragraph 2).

(8) Coursework and examination achievements are not passed if they have been graded as
“unsatisfactory” or, if they have not been graded (examinations in orientation modules and
coursework), as “failed”. If an examination consists of several examination elements, the
examination is not passed if the overall examination is not passed (see § 12 paragraph 3).
§ 22
Completion of studies
(1) The master's degree program has been successfully completed by those who have completed all of the achievements
required for the degree program in accordance with the FPO-M and, if applicable, the internship regulations and
have acquired the number of credit points for the degree program specified in the FPO-M.
(2) An examinee has definitively failed the master's program if an examination required for
completion of the master's program or the master's thesis is definitively failed.
(3) If an examinee has not successfully completed the master's program, a transcript of records will be
issued upon request for the total coursework and examination achievements completed,
including the ECTS credit points acquired.
§ 23
Master's certificate and master's certificate
(1) If the student has successfully completed the master's degree, he or she will receive a certificate of
the results that contains the degree program, if applicable the selected partial degree programs
with the subject grades, the topic and the grade of the master's thesis as well as the final grade.
The certificate bears the date of the day on which the last service was provided. It is signed by
the chair of the responsible examination committee.
(2) At the same time as the certificate, the student will be given a master's certificate with the date of
the certificate. This documents the award of the university degree in accordance with Section 3.
(3) The master's certificate is signed by the dean of the faculty to which the degree program or, in the
case of a combined degree program, the core subject (first subject) belongs, and by the chair of
the responsible examination board.
(4) The master's certificate and master's certificate must bear the seal of the responsible faculty in accordance with
paragraph 3.
§ 24
Diploma Supplement and Transcript of Records
(1) With the certificate of completion of the master's degree, the graduate will be given a diploma
supplement and a transcript of records.
(2) The Diploma Supplement contains in particular the essential course content on which the degree is
based, the course of the course and the skills acquired with the degree.
The Diploma Supplement is supplemented by information about the university and the German
study system.
(3) The Transcript of Records provides information about the individual course of study, the duration of the
specialist study, the chosen professional profile, if applicable, all successfully completed modules as
well as all achievements achieved during the course of study (including the master's thesis) and their
evaluations. In particular, it also contains the individual module grades. In addition, in accordance with
the ECTS guidelines in the currently valid version, an overview of what percentage of students from
the previous year of graduates achieved which final grade within the standard period of study is
provided with the respective final grade.

(4) The Diploma Supplement and the Transcript of Records are signed by the chair of the responsible
examination board and bear the seal of the faculty in accordance with Section 23 Paragraph 3.
§ 25
Access to the examination files
(1) After completion of the individual examinations or the master's thesis, the examinee must be granted
access to his written examinations or the master's thesis and the related reports as well as the
examination protocols. The inspection procedure is determined by the responsible examination
committee. Section 29 of the Administrative Procedure Act for the State of North Rhine-Westphalia
applies accordingly.
(2) If written work is handed over to the students, the right of inspection pursuant to paragraph 1 is
also fulfilled.
§ 26
Invalidity of examination achievements and revocation of the master's degree
(1) If the requirements for admission to an examination were not met without the examinee intending
to deceive, and this fact only becomes known after the examination results have been
announced, this deficiency is remedied by passing the examination. If the examinee intentionally
obtained admission wrongly, the responsible examination board will decide on the legal
consequences in compliance with the Administrative Procedure Act for the state of North RhineWestphalia.
(2) If the examinee has cheated in an examination and this fact only becomes known after the examination
results have been announced or after the certificate has been issued, the responsible examination
board can subsequently correct the grades for those examinations in which the examinee cheated and
the examination can be canceled declare it to have been failed in whole or in part. The incorrect
certificate will be withdrawn and, if necessary, a new one will be issued.
(3) The degree can be revoked if it subsequently turns out that it was acquired through deception or if
essential requirements for the award were mistakenly considered to have been met. The
responsible examination committee decides on the withdrawal.
(4) Before a decision is made, the examinee must be given the opportunity to comment.
(5) A decision according to paragraph 1 sentence 2, paragraph 2 and paragraph 3 is excluded after a period of five
years from the time the degree was awarded. The period between the initiation and termination of an
administrative procedure to examine the revocation of the award of the degree is not included in the fiveyear period according to sentence 1. Furthermore, Section 48 paragraphs 1 and 3 of the Administrative
Procedure Act apply to the state of North Rhine-Westphalia.
Special regulations for teaching
§ 27
Master's degree (teaching qualification)
After successful completion of the master's degree for a teaching profession, the university awards
the university degree of “Master of Education” (M.Ed.).

§ 28
Entrance requirements and obstacles to enrollment (teaching qualification)
(1) The requirements for access to a master's degree program in teaching are regulated in the
“Regulations on access to master's degree programs in teaching at the University of Siegen dated
May 15, 2013” in the currently valid version.
(2) Enrollment in a (partial) course of study in teaching is excluded if the applicant has passed an
examination required by the FPO-M in a (partial) course of study with a significant similarity in
content to the (partial) course of study , in which one is to be enrolled, has finally failed. There is
considerable similarity in terms of content, particularly when combining the same type of school
with the same subject or learning area.
§ 29
Structure of the study program (teaching qualification)
(1) The teaching-related master's program includes several partial courses (combination course). It is only
possible for full-time studies. The standard period of study for the master's degree, including the
master's thesis, is four semesters. For teaching at vocational colleges (Model C), the standard period
of study in the dual course of study, including the master's thesis, is six semesters.
(2) The master's program for primary school teaching is broken down as follows:
The 120 credit points (LP) of the master's program are omitted
1. 18 credits in learning area I: Basic language education, of which at least 3 credits must be
allocated to subject didactics,
2. 18 credits in learning area II: Basic mathematical education, of which at least 3 credits must be
allocated to subject didactics,
3. 18 credits for studying learning area III or the teaching subject, of which at least 3 credits must
be allocated to subject didactics,
4. 15 CP for the educational science course,
5. 6 CP at events in German for students with an immigration background,
6. 25 credits for the practical semester (13 credits for the school practice, a total of 12 credits for the university
accompanying seminars and the study project),
7. 20 CP for the master's thesis.
During the bachelor's and master's degree, at least 15 didactic credit points must be studied per
learning area or subject; of which at least 3 subject-didactic credit points in the master's
program.
During the bachelor's and master's degree, at least 5 credit points per learning area or subject
must be studied on inclusion-oriented issues and, in educational sciences, at least 4 credit points
on specific issues relating to the inclusion of students with special educational needs. The FPO
Ms. regulates further details.
(3) The master's degree in teaching at primary, secondary, secondary and comprehensive schools is broken down
as follows:
The 120 credits of the master's program are omitted
1. 27 credits for studying the first subject, of which at least 4 credits must be allocated to subject
didactics,
2. 27 credits for studying the second subject, of which at least 4 credits must be allocated to
subject didactics,

(4) The master's program for teaching at high schools and comprehensive schools is broken down as follows: The 120

subject didactics,
3. 15 CP for the educational science course,

university-related seminars and the study project),
6. 20 CP for the master's thesis.
During the bachelor's and master's degree, at least 15 didactic credit points must be studied per
subject, of which at least 3 subject didactic credit points must be earned in the master's program.
During the bachelor's and master's degree, at least 5 credit points per teaching subject must be
studied on inclusion-oriented issues and, in educational sciences, at least 4 credit points must be
studied on specific issues relating to the inclusion of students with special educational needs. The
FPO Ms. regulates further details.
Instead of two subjects, only the subject of art or only the subject of music can be used. In this
case, 54 credits are allocated to studying the subject of art or music, of which at least 6 credits
are allocated to subject didactics.
(5) The master's degree in teaching at vocational colleges (Model A: teaching subject or professional
specialty) is broken down as follows:
The 120 credits of the master's program are omitted
1. 27 credits for studying the first subject, of which at least 3 credits must be allocated to subject

2. 27 credits for studying the second subject, of which at least 3 credits must be allocated to

allocated to subject didactics,
2. 24 CP for studying the minor vocational subject,
3. 15 CP for the educational science course,
4. 25 credits for the practical semester (13 credits for the school practice, a total of 12 credits for the university
accompanying seminars and the study project),
5. 20 CP for the master's thesis.
During the bachelor's and master's degree, at least 15 didactic credit points must be studied in
the major professional subject; of which at least 3 subject-didactic credit points in the master's
program.
During the bachelor's and master's degree, at least 5 credit points must be studied on inclusionoriented issues in the major vocational subject and at least 4 credit points on specific issues
relating to the inclusion of students with special educational needs in educational sciences. The
FPO Ms. regulates further details.
(7) The master's degree in teaching at vocational colleges (Model C: Large vocational subject and small
vocational subject as dual and non-dual master's degree) is broken down as follows:
The 120 credits of the master's program are omitted
1. 24 CP for the study of didactics of the major vocational subject,
2. 3 CP for the study of didactics of the small vocational subject,
3. 30 CP for the educational science course,
4. 12 CP on the practical elements of the bachelor's degree (aptitude and orientation internship and
professional field internship),
5. 6 CP in German for students with an immigration background,
6. 25 credits for the practical semester (13 credits for the school practice, a total of 12 credits for the university
accompanying seminars and the study project),
7. 20 CP for the master's thesis.
During the bachelor's and master's degree, at least 5 credit points must be studied on inclusionoriented issues in the major vocational subject and at least 4 credit points on specific issues
relating to the inclusion of students with special educational needs in educational sciences. The
FPO Ms. regulates further details.

§ 30
Examination board (teaching profession)
(1) A central examination board for teaching positions and subject examination boards will be formed for the
master's degree programs in teaching. The Central Examination Board for Teaching Posts is supported in its
work by the Central Examination Office for Teaching Posts.
(2) The Central Examination Committee for teaching positions includes nine members, if possible from
different teaching units involved in teacher training. These are five members from the group of
university lecturers, two from the group of academic staff and two members from the group of
students. If possible, these are members of the specialist examination committees for teaching
positions. One member of the group of university lecturers must be from the field of educational
sciences. The management of the Central Examination Office for Teaching Posts is an advisory
member of the Central Examination Board for Teaching Posts. The term of office is 2 years, that
of student members is 1 year. Re-election is permitted. The Central Examination Committee for
teaching positions is convened and chaired by the chairperson.
(3) Deviating from Section 8 Paragraph 1, the members and deputies of the Central Examination Committee for
teaching positions are elected by the ZLB Council based on proposals from the faculties. The Central
Examination Board for Teaching Profession is responsible for all tasks assigned to the examination board in
accordance with these examination regulations and the FPO-Ms. Section 8 paragraph 9 remains unaffected.
(4) The members and deputies of the specialist examination committees are elected by the respective
faculty councils. At least one member of the group of university lecturers must be a teacher.
(5) Contrary to § 8 paragraph 9, the technical examination board is not responsible for deciding on the
recognition of practical elements. This is the responsibility of the Central Examination Board for
teaching positions.
§ 31
Examinations (teaching qualification)
Deviating from § 11 paragraph 1, the modules of the master's degree in teaching are each completed with
a final module examination, which is stated as such in the diploma supplement and reflects the acquisition
of skills throughout the entire module.
§ 32
Requirements and admission to the master’s thesis (teaching qualification)
(1) In addition to § 13 paragraph 1, the prerequisite for admission to the master's thesis is proof of at
least 60 credit points from the entire course of study.
(2) The evidence must also be enclosed with the application for admission to the master's thesis in accordance with Section 13
Paragraph 2.
(3) It is recommended that you only complete the master's thesis after completing the practical semester.
§ 33
Assessment, formation of grades (teaching qualification)
(1) Section 21 paragraph 1 sentence 5 does not apply to the master's degree in teaching.
(2) Unless otherwise specified in the FPO-M, all module grades are weighted according to the
underlying credit points and are included in the final grade and the respective subject grade. At
least three module grades must be included in the final grade for each subject, and at least two
module grades for primary school teaching. There must be both subject-didactic and

Scientific aspects are also taken into account. The FPO-M regulates further details. The division into
subject didactics and specialist science does not apply to the subject of educational sciences.
(3) Grades that are made up of several individual grades are rounded to the first decimal place. Only
the second decimal place is taken into account when rounding; all further decimal places are
deleted without rounding. The number 5 is rounded down.
§ 34
Master's certificate and master's certificate (teaching qualification)
(1) If the student has successfully completed the master's degree, he or she will receive a certificate of the results,
which, in addition to the designation "Master of Education" (M.Ed.), also refers to one of the teaching
positions according to §§ 2 up to 5 of the teacher training entrance regulations. The certificate also contains
the chosen subjects and the educational sciences with the subject grades, the grades for the practical

(2) Deviating from Section 23 Paragraph 2, the award of the university degree is certified in accordance with Section 27.
(3) Deviating from § 23 paragraph 3, the master's certificate is signed by the dean of the faculty to
which the subject in which the master's thesis was accepted belongs. The master's certificate
must also bear the seal of the faculty in accordance with sentence 1. The master's certificate is
also signed by the chairman of the Central Examination Board for teaching professions.
(4) Deviating from Section 23 Paragraph 4, the certificate must bear the seal of the Central Examination Office for
Teaching Degrees.
§ 35
Diploma Supplement and Transcript of Records (teaching qualification)
(1) In addition to Section 24, the Transcript of Records contains information on inclusion-oriented
services provided in the subjects/learning areas and educational sciences.
(2) Deviating from Section 24 Paragraph 4, the Diploma Supplement and the Transcript of Records must bear the
seal of the Central Examination Office for Teaching Professions.

Entry into force and publication
(1) These framework examination regulations come into force with effect from October 1, 2018. It will be
published in the announcement sheet “Official Notices of the University of Siegen”.
(2) It applies - restricting Section 1 Paragraph 1 - to degree programs and partial degree programs in the master's
program with the entry into force of the respective FPO-M, in accordance with the transitional regulations made in
the FPO-M.
(3) Examination regulations for a master's program that do not correspond to the requirements of
these general examination regulations and whose expiry has not already been decided or will be
decided by October 1, 2020, should be adapted to these general examination regulations by the
winter semester 2020/2021.
(4) The expiry of examination regulations that do not comply with the requirements of these general
examination regulations and the transitional provisions are regulated in the respective FPO-M or
in a separate regulation.

(1) The proportion of the master's thesis in the master's program is 20 credit points.

Application and transitional provisions
(1) These subject examination regulations apply to all students who enrolled in this master's degree
program at the University of Siegen for the first time from winter semester XX.
