Dear Directors,
SUBJECT: PUBLICATION OF THE BASIC EDUCATION Act, 2020 (Act No. 3 of 2020).
The Ministry of Education, Arts and Culture, is very excited to inform you that the Basic
Education Act, 2020 (Act No. 3 of 2020), was signed by His Excellency, Dr. Hage G. Geingob,
on the 12th June 2020 and published in the Government Gazette on the 29th June 2020. The success
of the entire review of the Education Act, 2001 (Act No. 16 of 2001) was made possible through
your support and inputs during the regional consultations. This is indeed a milestone for the
Ministry.
You are kindly informed that the Basic Education Act 2020 (Act No.3 of 2020) will only come
into operation on the date to be determined by the Minister by notice in the Gazette, as per Section
128(2), of this Act. The. commencement of this Act is subject to thte finalisåtion and publication
of the Basic Education Regulations. The Ministry is constantly engaged with Mr. Gabriel Nepaya,
a consultant for the finalization and the gazzeting of the Regulations of the Basic Education Act.
As soon as the Regulations are approved, you will be informed to when the Act will be
operational.

the finalization of the Regulations. Herewith receive the attached copy of our Basic Education
Act, 2020(Act No. 3 of 2020).
