Parameters in Party-List Elections and Seats Allocation
1. Available seats for PL representatives
= (Total # of District Representatives Seats / 0.8)
x 0.2
2. Guaranteed seats
= (Total # of Votes by PL / Total # of Votes Cast in
Election)
= If 2% or more, PL is guaranted 1 SEAT
3. Remaining seats
= Total # of Available Seats - Total # of
Guaranteed Seats
= Ranked in order of number of votes received
4. Remaining seats distributed
= Total # of Remaining Seats x (Total # of votes
garnered by PL / Total # of Votes cast in Election)
1. 20% Allocation.
2. 2% threshold - qualified
to have a guaranteed
seat.
3. Those who garnered less
than 2% can win
additional seat
4. The three-seat cap
Examples
District Representatives = 220 seats
Para kina Lola’t lolo = 1,169,234 votes
Magsasaka: Kami Naman = 155,920 votes
Other PLs....
Total votes cast = 15,950,900 votes
1. Available seats for PL representaives = ( 220 / 0.8) x 0.2 = 55
2. For Para kina Lola’t Lolo = (1,169,234 / 15,950,900) x 100 = 7.33% = 1
GUARANTEED SEAT
For Magsasaka: Kami Naman = (155,920 / 15,950,900) x 100 = 0.9% = NO
GUARANTEED SEAT.....
3. Assuming there are 17 guaranteed seats = 55 - 17 = 38 remaining seats
4. 38 remaining seats distributed to PLs
For Para kina Lola’t lolo = 38 x 7.33% = 2.78 = entitled to 2 ADDITIONAL
