Any interested party may participate in the competitive tendering method of
procurement, which includes advertising, pre-bid conferences, eligibility screening of
prospective bidders, receipt and opening of bids, evaluation of bids, post qualification,
and contract award. Competitive bidding is used to ensure that the government
receives the best possible deal at the lowest possible cost to taxpayers. Another goal
is to eliminate any appearance of bias or irregularities in government contracting.
There are 9 Standardized bidding procedure for goods and infra which are the
pre-procurement conference, advertisement, Pre-bid conference, submission of bids,
opening of 1st envelope-eligibility documents and technical proposal, opening of 2nd
envelope- financial proposal, Bid evaluation and ranking, post qualification, award of
contract. The purpose of a pre-procurement conference is to confirm the contract's
description and scope, as well as the approved budget and duration, and to ensure
that the project is in line with the project and included in the approved annual
procurement plan (APP). Before a contract is awarded, it is important to hold a preprocurement conference to review, modify, and agree on the criteria for the eligibility
screening, evaluation, and post-qualification, as well as to adopt a procurement
schedule and timeframes to guarantee that the specifications are meeting the bare
minimum necessary while also adhering to the agreed-upon criteria and standards.
Advertisement It's the signs that tell you the bidding procedure has begun. The entire
procurement procedure, from proposal opening to contract granting, must be
completed within three months as per section 38.1 of the IRR. Prices below the
aforementioned thresholds must be advertised via all channels except for newspapers
with widespread national leadership. The pre-bid conference is more of a discussion
with the PE's representatives about the various aspects of the project. There are more
benefits as a result of this approach, this type of deal, and this level of foreign
involvement. Bids must be delivered to the BAC at the time and location indicated in

Opening the first envelope requires completion of the qualifying documents and the
technical plan documents before the second envelope can be opened. If your
documents aren't in order, your offer will be rejected, and you'll have to send back the
second package, which contains your financial proposal.
To conclude, the building bidding procedure is not complete without competitive
pricing. The proprietor or main contractor then evaluates the proposal packets and
selects the most cost-effective subcontractors to complete the work. The cheapest
option is often the deciding factor. But business proprietors should keep in mind that
the lowest bid shouldn't be the deciding element. The project's eventual success or
failure hinges on this choice.
