WORK TO RULE IS LEGAL
GUIDELINES
“Work to Rule” campaign ensures that there is maximum effective teaching and
learning in schools without intervention and interference by the officials of the
Department of Education across all levels; being national, provincial and district.
Members are expected to report for duty as per the schedule of the school for the
duration of seven (7) hours.
✓ Officials of the department of education to remain at their respective offices in
districts and head office as there will be no cooperation from members of the
Union in all the institutions of learning.
✓ There will be no engagements with district, provincial and national officials of
the department of Education.
✓ Principals are expected to suspend all:
• SMT meetings,
• Morning briefing sessions,
• Staff meetings,
• Subjects committee meetings, and
• any other meetings organised by or on behalf of the department of
education.
✓ No attendance to departmental workshops including those organised within
the seven (7) working hours.
✓ Members are advised not to organise and/or participate in any extra classes
(morning, after school, camps, and weekends)
✓ Members are advised not to participate in schools’ extra-curricular activities
(tours/trips, sports, arts and cultural).
✓ The Union should ensure that shortlisting and interview processes are put on
hold.
✓ Teaching, marking, assessment and pastoral duties are not affected by Work
to Rule.
✓ Union activities are not affected by the Work to Rule.
✓ Disciplinary hearings of members will be attended by the union
representatives.
