SECTION I - INTRODUCTION
1.01 GENERAL
DESCRIPTION
This section broadly outlines the PROJECT’S mechanical requirement and shall be read in
conjunction with the COMPANY'S Engineering, Construction and Material Standard
Specifications and the latest edition of associated international Standards and Codes. For
other mechanical WORK requirements, refer to the main Scope of Work and Technical
Specification.

REVISIONS
Any conflict between this Specification and other applicable COMPANY Engineering
Standards, Material System Specifications, Standard Drawings or Industry Standards,
Codes and forms shall be resolved in writing by the COMPANY.
SECTION II - MECHANICAL SCOPE OF WORK

The WORK shall include design, supply of equipment, materials, labor and tools for the
installation of new systems. The WORK shall also include equipment start-up, testing
and commissioning for the new systems and to execute other related services for the
safe, efficient and reliable performance and complete installation of this PROJECT to the
satisfaction of the COMPANY in conformance with the requirements as prescribed
below.
2.01 HVAC SYSTEMS

1. Heating, Ventilation and Air Conditioning (HVAC) System consisting of Direct Expansion
(DX) type, Single Packaged Air Conditioning Units (PACU) with identical cooling capacity
per system for duty and standby units as per attached HVAC Control schematic
diagrams, conforming to the applicable requirement of COMPANY Standard 73-TMSS01.

-All PACU of 380kV GIS Building shall be installed on roof and Equipment / Ductwork
shall be concealed. Requirement of openings in Roof for HVAC Supply, Return and
smoke purging fans shall be coordinated with Civil. Also the requirement of duct
hangers from roof (if any) shall be coordinated with civil
-The Alarm “AIR CONDITIONING FAULTY”, “HIGH TEMPERATURE” and “HIGH
HUMIDITY” for all Substation Buildings including Security Building shall be integrated
with Substation Automation System (SAS) as per TES-P-107.02R2
2. Electric Duct Heaters (EDH) shall be provided for Reheating and Dehumidification
3. HVAC system design shall be for the ultimate configuration of building considering
specified future expansions.

4. Ventilation system for continuous operation shall be provided for the cable tunnels /
Cable Basements considering minimum Six (6) Air Changes per Hour. Duct Banks /
Trenches (if any) converted as Tunnels based on ampacity calculation or such other
reasons shall also be considered and provided with Ventilation System. Installation
height of ventilation fans shall not be less than 1.2m from finished surrounding level.
Exhaust fans shall be listed for use as smoke purge fans, likewise a remote switch
outside in an approved location shall also be provided.

6. HVAC design scheme shall be as per attached HVAC control schematic diagrams WT925440 sheet 1 to 08 for Substation Buildings, attached in PTS/Appendix XIIB based on
Tender Layout WT-925438 attached in PTS/Appendix I
7. Alarms of Mechanical / HVAC system shall be integrated with SAS and SCADA (ECC) as
per TES-P-107.02R2 and attached tender drawing WT-925441: Mechanical / HVAC
Alarms Logic Diagram in Appendix XIIB
8. HVAC system for Security Equipment Building and other security systems/buildings (if
any) shall conform to HCIS SEC & SAF directive requirements and shall also comply with
applicable SEC/NG Engineering, Material and Construction Standards. The same shall
be coordinated with Security Consultant / Contractor
9. Exhaust fans (1-Duty & 1-Standby, 100% capacity each) for 24 hours continuous
operation shall be provided for Battery Rooms (12 ACH). Exhaust fan of Battery room
shall be listed for use as smoke purge fan, likewise a remote switch outside in an
approved location shall also be provided. The exhaust fan motor shall have a corrosion
and explosion proof enclosure with Class B insulation

10. Exhaust fan shall be provided for Fire Protection Equipment Rooms. Fan sizing shall be
done as per Guidelines in International / national standards for Gas Rooms
11. Exhaust system / fan shall be provided for Toilets (10 ACH). HVAC Supply is not required
for Toilets. Exhaust fan of toilet will be normally OFF and interlocked with light switch
as per Standard TES-P-119.19
12. GIS Buildings store room, Control building store room, Relay test room, conference
room, office, archive room or such other room as applicable per Substation layout shall
be provided with wall mount split type air conditioning unit (SASO certified). No
standby redundancy is required. These units are intended to be normally off for
unmanned substation and therefore no interlock with HVAC control panel for

monitoring / control is required. Normally closed Motorized fire smoke damper with
transfer grille in wall opening shall be provided for these rooms for the case of smoke
extraction, if any
13. Exhaust Fan shall be provided for Fire Pump House (10 ACH). Fresh Air Intake in Pump
House shall be through Sand Trap Louvers, 50 mm thick Aluminium Filters and stainless
steel Bird screen. Replacement air shall be considered to enter the pump room through
STL Assembly only and is not acceptable through Infiltration. Four (4) percent of floor
area shall be considered in sizing of fresh air intake louvers as per ASHRAE 62.1 &
International Mechanical Code.

14. Smoke purging fans shall be provided as per TES-P-119.21. Fans located near the fresh
air intakes shall be centrifugal upblast type with minimum capacity sized at six (6) air
changes per hour. Smoke purging shall include spaces for false ceilings / floors. Care
shall be taken to completely dissipate hazardous atmospheres and not just move them
to other locations, as clean agents are generally heavier than air. Installation on return
air duct of HVAC system shall be avoided wherever possible.
15. For remote areas / dusty areas, Fresh Air intakes shall be provided with inertial air
filters as per TES-K-100.01
16. Coating / painting for HVAC Equipment / Components shall conform to 01-TMSS-01,
TES-H-107 and relevant COMPANY Standards as applicable
17. Testing, Adjusting and Balancing of HVAC System.

2.02 PLUMBING SYSTEMS
DESCRIPTION
1. Complete Sewerage, Vent and Water Supply System as necessary shall be provided for
all Toilets (as applicable). For Security Equipment Building (SEB) and other security
systems / buildings (if any), applicable requirements shall be coordinated with security
consultant / contractor.

2. Roof mounted water tank, water transfer pump & booster pump with weather
protection sheds shall be provided as per COMPANY standards.

3. Battery Rooms shall be provided with Plumbed Emergency Eyewash Equipment as per
90-TMSS-08, hose bib, trap & vented floor drain, piping & chemical dry pit.
4. Underground water storage tank for utility purpose shall be provided near Control
building. Capacity of tanks shall be minimum 15,000 liters. System shall comprise of
Automatic float switch, level indications and truck filling water line. Valve box with
valve and end cap shall be provided near the main gate for future water
interconnection to municipality. For Security Equipment Building (SEB) and other
security systems / buildings, requirements shall be coordinated with security consultant
/ contractor
5. All building roofs shall be provided with roof drainage system as per plumbing code and
related COMPANY Standards

6. Self-priming pumps with weather protection for oil insulated equipment pits shall be
provided in accordance with PTS & TES-P-119.21 to remove rain water.

7. Sump pumps with required controls for Basements, Cable tunnels & Trenches shall be
provided in accordance with PTS & TES-P-119.19. For Tunnels minimum of two sump
pits per tunnel partition shall be provided. Duct Banks converted as Tunnels or trenches
based on ampacity calculation or such other reasons, shall also be considered &
provided with Sump pumps. Location of Sump Pumps / Pits & channel shall be avoided
below cable supports to the extent possible for concern of accessibility, safety &
maintenance. A clearance of minimum 0.5m shall be provided where Sump Pumps /
Pits & channels are located below cable supports. 75 mm wide x 75 mm deep Drainage
channel shall be provided for both tunnels & basements as per TES-P-119.19, it shall be
discontinued at location of firewalls.

DESCRIPTION
1. EOT Crane in GIS buildings shall have the minimum capacity based on the heaviest GIS
section to be lifted but not less than 5 tons. The overhead traveling crane shall be
provided with remote controller for remote operation in addition to the pendant type
that is usually provided. For other related requirements i.e., crane access ladder with
cage, platform, access door, etc., refer to Appendix VIII

applicable industry Standards, Codes and Specifications. The latest edition of each
Standard and Specification shall mean the latest edition specified hereunder.
REVISIONS
The CONTRACTOR shall strictly comply with the following Standards, Codes and
Specifications, and no deviation shall be accepted unless otherwise accepted by a written
waiver from COMPANY. The CONTRACTOR may propose "equivalent" Standards and

DESCRIPTION
Outdoor design data for HVAC system from sources indicated in Section VI shall be submitted
for SEC review and approval in coordination with Standards & Specification department as per
TES-K-100.01. The maximum values at 0.4% occurrence for the monthly design dry bulb and
design wet bulb temperatures as per latest ASHRAE Standard shall be submitted for review.

A. General
REVISIONS
2. All air distribution ducts for substations shall be double skin, factory insulated
duct work as per TES-K-100.01, rectangular / spiral as per SEC requirement.

HVAC ducts in GIS Halls shall be above crane where GIB connections are
applicable. HVAC ducts in GIS halls may be proposed below crane if there are no
GIB connections for SEC review and approval. HVAC duct location and
arrangement shall be coordinated with overall substation architecture and
ensure to be inside or concealed.
4.
Fresh air make up shall be through the double skin mixing box section provided
in the PACUs equipped with sand trap louvers with air filtration, volume damper
and removable 13mm stainless steel wire mesh bird screen. Fresh Air intake
shall automatically close upon detection of smoke in air by motorized fire smoke
damper and system may work in recirculation mode. HVAC System shutdown
shall occur only when alarm is received from within the zone.
5.
Except for toilet and rooms provided with Mini Split AC, temperature and
humidity indicators (hygrometers) shall be installed in all rooms including one
outside the building near each main point of egress.

the desired indoor temperature and environmental condition for efficient
equipment operation. HVAC Systems shall conform to the applicable
requirements of COMPANY Standard TES-P-119.19.
6. PACUs shall be located on reinforced concrete pad with all necessary vibration
isolators as per location / guidelines / notes in substation layout

Separate power sources / feeders shall be used for duty and standby air
conditioning units. Redundant power supply is required for HVAC panel

12. Voltage level monitors shall be provided to check for available voltage and shut

manufacturers. When voltage is revert to normal operating range, PACU shall

13. In case of disconnection of any existing duct detectors or any part of the fire
alarm system, ISD/FF&LPD should be notified. Also, after the reinstallation of
the same duct detectors or any part of the fire alarm system, a test should be
conducted and attended by ISD/FF&LPD representative.

without adhesion loss or flaking of coating.
h) The coating shall provide anti-microbial protection (against mould, fungus,
mildew and noxious bacteria).

1. Supply of HVAC control system by a pre-qualified company specializing in HVAC
controls is acceptable. Refer to List of Technically Acceptable Manufacturers (LOTAM).

4. Interlock controls shall be provided to receive an input signal from FPSP to shut down
the HVAC Systems in case of smoke / fire detection and also to close the motorized fire
/ smoke dampers associated with the operation of the Clean Agent Fire Suppression
System.
5. The Air conditioning units shall not trip up on manual checking of alarm.
6. HVAC Control Schematic Diagram shall be as per attached tender drawing WT-925440
sheet 01 to 08 for Substation Buildings. Dedicated Ventilation Control panel shall be
provided for Tunnels and it shall not be integrated with Building HVAC Control panel
7. HVAC Control system shall comply with applicable requirements of latest TES-P-107.02
and TES-P-119.27. Refer to attached tender drawing WT-925441 sheet 01 of 01:
Mechanical / HVAC Alarms Logic Diagram based on mentioned standards.
8. Control wiring diagram shall be submitted for review and approval; prior to fabrication
by control specialist.
9. HVAC panel shall be equipped with a 7-day / 24-hour timer switch to alternate the
operation of the duty and standby units. An automatic transfer switch, with an
adjustable time delay, 0 - 300 seconds (5 minutes), shall be provided to start the
standby unit in case the duty unit trips or fails to start.
10. Time delay (adjustment from 80 to 250 seconds) shall be provided for Evaporator fan
to start when motorized dampers for the units are in fully open positioned. Motorized
damper end-switch / limit switch shall be interlock with the Evaporator fan effectively.
11. The Direct Digital Control (D.D.C.) system shall be compact module type and shall
contain digital and analogue for input and output points.
12. All alarms and indications (such as pre-filter, bag filter, fans, etc.) shall be considered as
input points in D.D.C. system.

DESCRIPTION
Fan housing shall be of air-tight construction with scroll panel material formed and embedded
into the side panels. The housing and bearing supports shall be constructed of welded
structural steel members to prevent vibration and rigidly support the shaft and bearing.
REVISIONS
The fan wheel shall be of the non-overloading backward inclined or airfoil centrifugal type.
Wheel shall be statically and dynamically balanced. The wheel cone and fan inlet cone shall be
carefully matched and shall have precise running tolerances for maximum performance and
operating efficiency. Turned, precision ground and polished steel shaft shall be sized so the
first critical speed is at least 25% over the maximum operating speed for each pressure class.
Close tolerances shall be maintained when the shaft passes through the bearing.
Bearing shall be heavy duty grease lubricated, self-aligning or roller pillow block type. Bearing
shall be selected for basic rating fatigue life of 80,000 hours at maximum operating speed for
each pressure class.
