This incredible achievement builds on the example that the Unity Partyled administration set in 2018 after the two constitutional mandates of former President Ellen Johnson-Sirleaf. A watershed in Liberia's political history was the smooth handover of power to the Coalition for Democratic Change (CDC) in 2018, which established a precedent of peaceful handovers and reaffirmed the country's commitment to democracy. As the Unity Party (UP) Alliance takes up leadership following a one-term rule of outgoing Coalition for Democratic Change, it has identified the first 100 days following the Presidential Inauguration as a pivotal period to implement people-centered activities that will enhance the security of the State, maintain the economy, and provide short-term relief to Liberians as they introduce a new development agenda and roadmap for development over the next six years. The first 100 days following the Presidential Inauguration are critical to facing and overcoming the many challenges that are inherited. The 100-Day plan will safely prepare the pathway to rescue our country and put it back on a trajectory that will build a stronger, more robust, responsive economy driven by accountability as its hallmark and provide opportunities and prosperity for all Liberians regardless of political and religious affiliations. The goal of the 100-Day Plan is to demonstrate shortterm progress, that will lead to a one-year plan, a National Development Agenda underpinning the President’s vision articulated in the “ARREST” and building momentum for an integrated, transparent, and transformative nationwide agenda. Toward this end, the following targeted milestones are expected to be achieved during the first 100 days of the new administration: Objective 1: Fight against Corruption The nation’s first actions to rebuild the economy and reduce the cost of living is the Fight against Corruption. In this light, the following needs to be done to realize this objective: • Commission comprehensive audit of all MACs. • Conduct Forensic Audit across government beginning with MFDP and CBL. • Introduce Fiscal Rules and Travel Ordinances. • Commission audit of budget allocations and implementation, review of income and expenditure across all MACs. • Ensure effective strengthening of anti-corruption institutions. • Review of HR/personnel hiring processes across all MACs: o Payroll o Civil Servant Salaries disparities o Overstaffing o Salaries Arrears • Transfer the existing payroll management system (i.e., Alternative Temporary Automated Payroll System- ATAPS) to the Civil Service Module (CSM). • The retrieval of all GOL assets from former GOL officials and unauthorized users. Objective 2: Roads Ensure that all primary corridors remain pliable during all-weather along with all drainage systems should also remain clean during all-weather and the revision of contract performance, assessment of corridor; develop Output Performance Base Contract (OPRC); identify funding sources and secure Single Source Contract (PPCC), for the deployment of contractors. 100 - DAY DELIVERABLES | JNB-JKK ADMINISTRATION Page 3 of 42 Objective 3: Aviation • • • • • Upgrading of fire equipment for flight movement in compliance with International Civil Aviation Organization (ICAO) recommended safety and security standards. Purchase of communication equipment to ensure communication link with control tower for proper coordination. Installation of 1.2megawatt generator with automatic transfer switch as back- up to existing power supply. Installation of weather station at the air-drone as to enable factual and actual weather reports to aircraft landing and taking off. Replace obsolete Automated Weather Observing System (AWOS) equipment at RIA to provide continuous, real-time information and reports on airports weather conditions and aid all approaching aircraft for safe landing. Objective 4: Drugs and Substance Abuse • • • • Make the issue of illicit drugs and substance abuse a national emergency. Enhance the existing program and create additional programs that remove disadvantaged youth and drug addicts off the streets. Rehabilitate, refurbish, and provide drugs to mental health hospitals and clinics. Ensure that rehabilitated youth receive income generating skills and are reintegrated into society. Objective 5: Sanitation • • • • • • • • • Ensure that all waste backlogs are removed from the city and its environs: o This would entail the complete removal of all garbage currently piled up in major locations of the city; and holding centers and relocated to the landfill sites. This will require logistics and manpower. Clear all transfer stations, prepare landfill for accessibility. Clear waste transfer stations in Fiamah and Stockton Creek transfer stations. Fumigate transfer stations and landfill sites and surrounding communities. Clear major drainages and sewage systems in the city of Monrovia. Clean the following drainages and sewages: Sonniwein, PHP Community, Gurley Street, Water Street, etc. Cleaning of major cemeteries: o Cleaning of major cemetery sites in Monrovia. The following have been identified for immediate interventions: ▪ Old Road Muslim Cemetery, Palm Grove Cemetery on Center Street and Gurley Street. Beautification of the City of Monrovia: o Enforce the city ordinance on the removal of makeshift structures and stalls that hinder pedestrian and vehicular movements along major streets; and ensure that property owners comply with requirements of cleaning and painting their properties along the major streets. o Reinstall traffic lights at major intersections in Monrovia and its environs. o Provide routine garbage collection and cleaning services. o Enforce the removal of all dilapidated signboards, billboards, and broken-down vehicles from the sidewalks. Restore law and order in marketplaces: o Enforce city ordinance on street selling/hawking and ensure that marketers sell their products only at designated sites. o Regular removal of all garbage disposed at marketplaces, in collaboration with the Liberia Marketing Association and communities around the major markets. 100 - DAY DELIVERABLES | JNB-JKK ADMINISTRATION Page 4 of 42 Objective 7: Education, Youth and Labor • • • • • • • Ensure the timely payment of WAEC fees for all 9th and 12th graders. Retain and review the effectiveness and efficiency, and optimize the free tuition program, to ensure adequate academic and logistical support to the targeted institutions for the current 22,000 students. Pay outstanding scholarships fees for local and international students and complete the construction of 25 schools which are near completion. Creation of short-term employment for young people. Set a date for the resumption of the county meet and do it within the period of one month after inauguration. Review the issuance of work permits. Submit a Bill to establish the Liberia TVET Commission (LITCOM). Objective 8: Investment, Trade and Concessions • • • • Resurvey of NPA Land Space. Effectively mainstreaming trade into the national development strategy and programs of donors and partners. Review, enhance, and implement Liberia’s compliance with the Kimberley Certificate scheme. Restructure the inspectorate and monitoring division to effectively monitor mining sites to minimize illegal mining and smuggling. Objective 9: Economic and Financial Governance • • • • • • Resubmit a New Draft National Budget for 2024: with Public Sector Investment Program (PSIP) at least at 15%; earmarking for Mental and Public Health. Develop an Interim National Development Plan (by Day 101) for the GoL in advance of the New Successor. Suspension of CTN and Review of the MedTech Contract. Place Moratorium on duty free and tax incentives and address the matter on a Case-by-Case basis. Review Import and Export Permit Declaration Regimes. Change the meters of government institutions that are currently connected to the LEC grid from post-pay to pre-pay. Objective 10: Agriculture and food Security • • • • Complete, validate, and adopt Liberia Food Security Crisis Preparedness Plan, and validate and adopt the zero postharvest loss strategy of Liberia. Review development partners’ intervention projects/programs and align implementation modalities with national agriculture development agenda. Identify the major cassava and maize production belts of the country and establish cooperative production initiatives. Develop National Agriculture Development Plan (NADP). Objective 11: Foreign Affairs • • Appointment of a Foreign Service Inspector General and Ambassadors at Foreign Missions. Pay outstanding obligations to Foreign Missions (rent, salaries, and operations). Submit a Bill to establish the National Tourism Commission. 100 - DAY DELIVERABLES | JNB-JKK ADMINISTRATION Page 6 of 42 Introduction and Background Introduction The strategic design of the 100-Day deliverable is based on a deep understanding of the current governance and microeconomic situation and the challenges that need immediate action. Rooted in the vision of the Unity Party Alliance campaign manifestos and its ARREST framework, the 100-day deliverables have been outlined and prioritized based on findings from joint presidential transitional teams’ engagements across all sectors of government. From engagements with, most of the Ministries and Agencies from the Outgoing government of President George Weah largely showed, non-cooperative postures to enhancing the Incoming Government of Joseph N. Boakai a sense of “what will be inherited”. The 100-Day deliverable plan acknowledges the electorate’s concerns and aspirations for transparency and accountability in public sector governance and is established as a framework for regaining public trust through immediate policy actions and tangible, peoplecentered deliverables. It also goes hand in hand with the dedication to fostering an open, honest, and responsible governance framework through the development and implementation of a new National Development Agenda. Background The 100-Day deliverable and/or action plan working group gained its authority from JPTT on the 16th of January, 2024 to develop smart and doable activities that can be actualized; enhance, it is with this axiom that government in the democratic sense, is, “for of and by the people”, the Action Plan will provide a quick relieve to a hopeful people to jump start livelihood after a transition from an outgoing to a an incoming government. Strategic Objectives ▪ Facilitate the development of SMART interventions and corresponding people centered deliverables that when achieved will serve as measurable milestones to rebuild public trust in public sector governance. ▪ Establish the framework on which the National Development Agenda for the Boakai – Koung Administration will be developed, implemented, and monitored. 100 - DAY DELIVERABLES | JNB-JKK ADMINISTRATION Page 7 of 42 Methodology Understanding the perspective of making the government to jump start its operation, and how these issues can be related to and addressed from a national perspective, and taking into cognizant the reports from CWG and campaign promises made to elevate our national development processes was the focus of this report. The development of the 100-day action plan focused on these five stepwise approaches discussed below: 1) Technical Committee and transitional cluster Lead meeting, 2) National consultative workshop to build consensus on the priority actions, 3) Compilation and production of first draft of the 100 Day Action Plan, 4) Production and submission of final plan to MACs for review, and 5) Cabinet retreat to endorse the plan for implementation. A) Joint Meeting of the Cluster Leads and Technical Committee A joint meeting of the 100-Day Action Plan Technical Committee and the transition cluster leads was held to review the draft timeframe, review the general approach, and build census on the guiding principles, template for the 100-Day Action Plan, and agenda for the stakeholders` consultation dialogue. To justify inclusion of the deliverables into the action plan, the clusters were required to analyze them based on three cardinal principles - enhancing security of the state, improving the general welfare of the population, and cost. Generally, the deliverable must be in the strategic interest of the nation. Development of the interim plan and national development agenda were considered for inclusion in the 100-Day Action Plan. B) Transition - Cluster Technical Working Group Meeting The second step of the process was achieved through a consultative meeting to brainstorm key policy actions for guidance on the development of the 100-Day deliverable with cluster leads at the technical levels. The cluster identified and recommended key priority actions for inclusion in the 100-Day Action Plan. These recommendations were taken from the cluster transition reports and compiled to align with the ARREST and campaign promises. The consultations at this level lay the basis for the crafting of the 100-Day deliverables. C) National Stakeholders` Consultation The one-day national consultation was held with cluster leads and their technical teams to share recommendations on priority policy gaps, and tangible actions that are doable within the first 100Day of the new administration. Cluster presentations of the recommendations contained in their respective transition reports were presented, discussed and consensus derived. Strategic issues of national concerns identified across the various sectors include, corruption manifested by gross financial malpractices, malpractices within civil services (salary harmonization and disparity, overstaffing with 30,000 new employees, salary arrears) wasteful spending, limited human capacity, and breakdown of the governance systems and structures These issues further informed the decision on series of activities that is specified in the 100-Day Action Plan. D) Compilation of Draft 100-Day Deliverable The third part will be desk work to incorporate all the compilations of strategic interventions and deliverables and relevant issues coming out of the consultative meeting with cluster leads and team. The first draft of the Action Plan was compiled containing all the strategic interventions and 100 - DAY DELIVERABLES | JNB-JKK ADMINISTRATION Page 8 of 42 deliverables was submitted to transitional team and cluster leads for inputs. Based on the feedback received, the first working draft of the 100-Day Action Plan was produced and submitted to the cabinet through the Minister of Finance and Development Planning for cabinet review and endorsement. E) Cabinet endorses of the plan for implementation. The tenure of the technical working committee will end with the submission of the second draft of the 100-Day Action Plan to the Minister of Finance and Development Planning. This final stage will concentrate on consultation with the various MACs to officially adopt and assume the responsibility to carry out their respective deliverable contained in the action plan. Following the review process at cabinet retreat will be held to adoption and approve the 100-Day Action Plan for publication and implementation. III Implementation Arrangements A Governance and Management Structure and System National Development Steering Committee (NDSC) Under the leadership of the President, this national Development Steering Committee (NDSC) will be set up within first 10 days of the new administration to provide policy oversight and mobilize resources for the implementation of the 100-Day Action Plan and development of a six-year national development plan. This committee will consist of the Vice President, sector cluster heads who shall be cabinet ministers, and heads of development partners, including the EU, USAID, China Aid, Swiss Aid, etc. The committee will meet monthly to receive reports from the on the progress of the implementation of 100-Day Action Plan, allocate resources, and take the appropriate policy decisions to address key implementation challenges. In the case of the 6-year national development plan, the steering will meet quarterly to perform similar functions. Development Pillar Coordination Committees (DPCM) To enhance coordination and effectively promote the government development agenda, the MACs are according to pillars corresponding to their respective mandates. Each pillar will be headed by the sector MAC responsible to coordinate the implementation of the development actions contained in the plan. The sector ministers and heads of agencies will meet monthly to receive and discuss progress reports submitted by the Deputy Ministers of Planning or designated technical agency leads responsible for programs. It will meet once quarterly, preferably before NSCD meeting to review performance, identify implementation challenges and make recommendation for policy actions for the 6-year development plan. Heads of government agencies, ministries, and chief executive officers of donor operating within the respective sectors are automatically members of the committee. Sector Technical Coordination Committee (STCC): Technical Committees headed by the deputy minister or designate staff of agency responsible for planning and programs will oversee and coordinate the implementation of their respective actions of the 100-Day Action Plan, and 6-year national development plan. Regular inter-department meetings will be held weekly to track the performance, identify challenges, and recommend appropriate actions. Technical leads of donor supported programs within the respective MACs are members to technical committee. National secretariat President Delivery Unit – (PDU) The PDU will be set up within the first 10-15 days of the new administration to support the coordination, documentation, management, and evaluation of the implementation of the 100-Day deliverable and National Development agenda. The PDU will make regular follow-ups with various MACs and regularly update the President on progress. Performance monitoring tool will be used to track and report on progress and achievements. 100 - DAY DELIVERABLES | JNB-JKK ADMINISTRATION Page 9 of 42 B Monitoring and Evaluation Monitoring The implementation of the 100-Day Action Plan will be regularly monitored at three levels to track performance, identify constraints, and make the appropriate recommendations for corrective and policy actions. Specific performance tracker tool will be used to provide monthly progress report to the PDU. Monthly implementation review meetings will be held within ministries and agencies, and across the pillars. Evaluation: Mid-term evaluation At the of the first 60 days of implementation, a mid-term performance review report will be submitted to the cabinet and national steering committee. The report will basically contain progress, achievements, challenges, and recommendations for policy action. The MFDP will also provide the overall corresponding budget performance report. Key lessons learned will be used to refocus, take corrective actions, and determine the way forward. Final Evaluation Post implementation evaluation will be conducted, and final performance report published within 120 days after the implementation of the 100-Day Action Plan. The report will give a full account of the general performance of the Government, disaggregated by pillars and across sector MACs.
