This method statement outlines the procedures and steps to be followed during the rehabilitation of heliport,
The objective is to ensure that the heliport will meets all safety and regulatory requirements, as per requested
by contract document include but not limited to:

4.
Scope of work details
4.1.
Site planning and preparation
Prior to start any work activities at site the following will be checked:
• All required gate/access passes for personnel and vehicle are complete.
• Access is adequate and safe
• There is adequate technicians labor for the size of the work
• Adequacy of equipment and reliability
• Provision of appropriate protective clothing
• Weather conditions and likely protection measures required
• Permit to work is obtained for the activity from relevant office, a copy of which must be
kept on site
• All working team are having a good knowledge for all electrical power cable at working
site,
4.2.
Survey and generating of construction drawing
Preconstruction survey will be executed to generate a construction drawing and to identify the
existing asphalt levels, location of light fixtures, manholes and duct banks any conflict between
tender drawing and site condition
Report include construction drawing (design/shop drawings) and detailed material list and
data sheet will be submitted to employer engineer for approvals
4.3.
Civil work (pavement rehabilitation and marking )
4.3.1. Asphalt work
The site execution method consists of the following method
Milling
Survey of existing asphalt shall be carried out prior to commencement of milling and
excavation work ,use a milling machine for milling and excavate out of existing asphalt to
required depth or as shown in the construction drawing ,the surface to receive a Bituminous
prime coat MC-70 shall be cleaned free from dirt loose material and standing water
Bituminous prime coat MC-70 Optional Item
Supply and apply Bituminous prime coat MC-70 as required by contract document, curing
time shall be not less than 3 days
Bituminous Tack coat RC-250
All surfaces to be coated must be dry, swept clean, and free of oil, grease, rust, scale, loose
paint and dirt, Supply and apply Bituminous Tack coat RC-250 with rate (1.25 Kg/m2) and as
required by contract document,

Asphalt bituminous Wearing course
Spread the hot asphalt mix over the surface of tack coat by automatic asphalt paver as per
necessary profile and thickness, contract limits and tests shall be achieved, compact the mix
using tandem roller as soon as possible after spreading the material to reach 100% full
compaction before the asphalt temperature reach to 80‫﮿‬C
4.3.2. Pavement Markers and Paint
Reflective pavement markers aluminum cat eyes
Supply and install of Reflective pavement markers aluminum cat eyes (15*15) cm with flat
reflective strip as directed by employer engineer
Thermoplastic reflectorized paint
Supply and apply of Thermoplastic reflectorized paint as per construction drawing and
manufacturer instructions
4.4.
Construction of Civil infrastructure related to helipad lighting system details
4.4.1. Construction Of Type B Duct bank (2 inch)

Before starting of asphalt milling work ,2-inch duct bank shall be constructed, duct route
will be identified by surveyor and marked using paint, construction of duct bank is
outlined below step by step:
Excavation
excavation of a groove with dimensions (15 cm width and 30 cm depth) saw cut machine
will be used to cut a vertical and smooth cut edges within an existing asphalt pavement
electrical excavator will be used to excavate and removal of asphalt parts, all excavated
loose material at the top level of the trench will be removed from the edge of excavation
Sand bedding
A minimum of 75 mm sand bedding layer will be provided before pipe installation
conduits laying and jointed
Before start of conduit laying trench will be checked for debris and clean it if necessary,
then start laying of conduit make sure to keep the conduit in the center of the trench, at
each light location a steel rebar will be used to Secure the conduits in place to prevent
movement during backfilling.
Backfilling
Soft sand will be used for backfilling of the trench to the required level as per approved
drawing, sufficient water will be poured to match required moisture content

4.4.2. Construction of Type A Ductbank (2*4 inch)
Work will be executed step by step as detailed below:
1- Excavation
Excavation area shall be surveyed and marked to the lines and levels as shown in the
drawing, Excavate the trenches to the required depth (70cm below the ground level
and 40-50cm width),
2- Trench cleaning and preparation
Loose materials shall be removed and the area to be cleaned prior to start backfilling
A minimum of 100mm sand bedding layer will be placed and leveled in the trench
bottom Water shall be used for compaction of all fill materials within the area of
excavation
3- Conduits laying and jointed
Carefully lay and Positioning of 4-inch Conduits above the first sand layer, ensuring they
remain straight and properly aligned, use a conduit spacer to maintain the required
space between the conduits
4- Backfilling and counter poise installation
Backfilling of the trench will be done in layers as below:
First layer: Fill soft sand material with minimum 100 mm above the conduit, water shall
be used for compaction of all fill materials, counter poise wire will be laid in the center
of the trench and above this layer
Second layer: use a selected excavated material to backfill the trench above the
counterpoise wire, warning tape will be laid above this layer
Final layer: selected excavated material will be used to finishing and leveling the trench
4.4.3. Manhole installation
1- Demarcate the locations and the finished grade level of the manholes by the surveyor
2- Excavate the designated areas for the precast manholes according to the approved drawings
and specifications
3- Use a soft sand as a bedding layer to provide a stable and uniform support before offloading
and positioning of precast manhole
4- Lower the precast manhole into the excavation, ensuring it is leveled and aligned as per
construction drawings
5- Backfilling and compaction: backfill the space around manhole using selected excavated
material place the backfill material in layers compacting each layers using the compaction
equipment
4.4.4. Shallow base installation
After finishing of the pavement work the shallow base installation will be started as detailed below
1- Light location must be accurately defined by a surveying team before any civil works start.
2- Coring: Cut a hole for a base By using a coring machine
3- Hole dimensions for Base 8”: Ø245-270MM , depth 300 mm

4- After breaking out the hole for the base, carefully clean and remove all gravel, sand or waste
material to be able to reach the 2-inch conduit
5- Conduit connection: use a flexible pipe to connect the shallow base to the conduit
6- Positioning and leveling the shallow base in the center of the hole use a steel
7- Chanell to secure the shallow base to the ground
8- Grouting: follow the data sheet for mix ratio of the grout and use slow speed drill for mixing
the components, Withing 15 minutes After mixing place the grout around the shallow base
until it reached to the bottom entry,
9- Wait for 2 hours until the poured grout is cured then apply the second pouring to fill the spaces
around the shallow base
4.4.5. Construction of Wind cone foundation
Work includes:
1- Excavate the designated area for the wind cone foundation to the required depth and
dimensions, following the approved drawings and specifications.
2- Ensure the bottom of the excavation is clean and properly compacted, Remove any debris or
loose material from the excavation.
3- Place a layer of soft sand in the bottom of the excavation to provide a stable base for the
foundation.
4- Install reinforcement (rebar or steel mesh) according to the project's design and layout
requirements, ensuring proper positioning and clear cover to the reinforcement bars.
5- Erect formwork around the perimeter of the foundation using plywood.
6- Check the alignment and leveling of the formwork to ensure accurate dimensions and a
smooth finish for the foundation.
7- Install an aligning the wind cone threaded rods
8- Before pouring concrete, thoroughly wet the excavation and reinforcement to prevent rapid
moisture loss from the fresh concrete.
9- Pour the concrete into the formwork, avoiding segregation and ensuring consistent
compaction, use vibrating equipment or rods to remove air voids and achieve proper concrete
consolidation.
10- After pouring, finish the concrete surface to the desired level and smoothness.

4.5.
Electrical Installation of Helipad Lighting System details
4.5.1. Main Distribution Panel installation details
Install and commission main distribution panel, the MDP shall have a metal casing and be listed,
certified, bus bar type, having a protective earth bus, rated IP66, outdoor type, and consist of 3 phase
bars and one neutral block bar. Install Main circuit breaker 32A, 3 pole (MCCB) on the bus, single pole
20 A circuit breaker for each circuit branch, indication lights, push buttons, over load and contactor for
each circuit branch, all circuit breakers shall be professionally labeled in printed English—not
handwritten—on a protective cover installed flush with the circuit breaker switches.
4.5.2. Cable pulling and connection
Layout and cable routes will be installed as shown in the construction drawing and layouts,
rubber insulated cable (2*4 mm²) with secondary connecter kits designed for water tight will
be used to supplies the power to the light fixtures , cable gel lubricant shall be used during
the cable pulling, All cable shall be labeled with circuit name in the manholes at the end of
installation
4.5.3. Light fixtures installation
Refer to manufacturer installation manual to complete light fixture installation
4.5.4. Grounding
The earthing rod ,and coper wires will be installed as per shown in the construction drawing
the earth rods to be driven into the ground be means sledge hammer make sure the earth
rod are coupled with coupling and driven stud before hammering as it will protect the
thread or the head of the rod from damaged ,after the desired depth has achieved
,resistivity test shall be executed to make sure the required resistivity value has achieved ,
earthing wire will be connected to earth rod using exco thermal welding or clamp

5.
Health and Safety
Healthy and Recommendation form material manufacturer (Enclosed) to be applied during
construction process, and our below H&S to be applied,
A. Risk Assessment and Safe Work Method Statements
A detailed risk assessment has been developed for each major activity on the project.
B. Protective and Safety Equipment
At all-time site personnel should be wearing overalls, high visibility vest and safety boots.
Additional PPE should be worn as required, this includes: hard hat, goggles, dust mask,
protection gloves, hearing protection.
Visitors are allowed on site only when accompanied by project site personnel. All visitors must
wear as minimum high visibility vest and safety boots. Other PPE should be worn as required.
All delivery vehicle drivers must have the following Personal Protective Equipment available
for use if his delivery task requires him to work outside:

C. Safe Work
•
Installation and working will be by qualified personnel.
•
Turn off electrical supply before starting the work.
•
Check whether the working Area might interfere with other existing systems such as (cables,
water pipes, communication cables…etc.) and take the necessarily action before starting the
work.
•
Inspect all parts for damage prior to installation and Start-up.
•
Do not use unit if it has damaged wiring, is not working properly, or has been damaged or
dropped.
•
Connect to properly grounded electrical supply with proper voltage as stated on rating plate
before starting up any equipment.
•
Check the rating plate on the unit before installation to verify voltage shown is same as electric
supply to the unit. Rating plate is located on top panel only.
•
Tampering voids all warranties.
D. Site Safety Rules
The following site safety rules should be adhered to at all times by both employees and visitors.

The jobsite normal working hours are 8:00am to 4:00 pm Saturday until Thursday.
-
Contractor shall keep record of its employees working on site.
-
Contractor shall take disciplinary action, including discharge against its employees for
violations including but not limited to:

Refusing to work as directed
•
Excessive or chronic absenteeism
•
Consumption, possession of or being under the influence of drugs or alcohol on
the site.

Freighting, discrimination and horseplay on site
•
Disregards for Environmental, Health, Safety Rules
•
Theft of Employer’s, Engineer’s or other Contractor’s property
•
Gambling on site
•
Possession of deadly weapon(s) on site.
•
Damage, misuse/or unauthorized use of permanent plant or facilities
•
Unauthorized entry to site or site facilities
Contractor shall comply with all requirements of the contractors approved Environmental,
Safety and Health Programs.
-
Contractor’s employees shall be subject to Contractor inspection of all vehicles, tool boxes,
carry boxes etc. before entering the site at the site.
-
Minors (under 18 year of age) will not be permitted on site.
-
Vehicles will be used on site will be companied with Escort.
-
All contractors shall ensure that all delivery vehicles entering the site have paperwork, such
as delivery note collection note/off hire note, stating the purpose of the visit. It is in the
interest of the Project and or services, a correct order number, name and or location is given
at the time or ordering to ensure correct delivery of those goods, materials etc., and all likely
losses are minimized or traced.
E. Emergency Procedures
In the event of an emergency, such as earthquake, fire, storms etc. all workers shall be
evacuated and assembled at a secured area.
In the event of an emergency, Contractor shall follow the Emergency Procedure as instructed
by Safety Officer and main contractor safety instruction
F. Environmental
The management of environmental issues and promoting environmental awareness in the
workplace is an integral and essential component of responsible site management.
To minimize the environmental harm the site personnel must adhere to the following rules:
-
No burning of waste materials on site
Disposal of rubbish only at approved location
In the event of a spill, spilled materials to be removed as soon as possible
All plant and equipment to be maintained in good conditions to ensure fuel emissions are
minimized
All plant and equipment to be maintained in good conditions to ensure noise emissions are
minimized
No release of chemicals or oil to the environment
Reduce vehicle speed to minimize dust emissions
