DATE: FEBRUARY 2020 PURPOSE Establish specific rules to train qualify and certify the company personnel for nondestructive testing (NDE). 2.0 SCOPE This procedure establishes guidelines to be followed by Garantia de Calidad, S.A. de CV, for the selection, training, qualification and certification of personnel performing attests, monitors, supervises, interpret and / or evaluate the results of nondestructive testing as recommended practice SNT-TC-1A and applicable fabrication codes and standards. CERTIFYING AUTHORITY: The Technical Manager of Garantia de Calidad, S.A. de C.V. is designated in this written practice to sign certifications on behalf of Garantia de Calidad S.A. de C.V. DOCUMENTED: The condition of being in written form. EXPERIENCE: work activities accomplished in a specific NDE method under the direction of qualified supervision including the performance of the NDE method and related activities but not including time spent in organized training programs. NDE: Non - Destructive Examination. NON - DESTRUCTIVE TESTING: a process that involves the inspection, testing, or evaluation of materials, components and assemblies for materials´ discontinuities, properties and machine problems without further impairing or destroying the parts serviceability. Throughout this document the term NDE predictive maintenance applications. DATE: FEBRUARY 2020 QUALIFICATION: Demonstrated skill, demonstrated knowledge, documented training, and documented experience required for personnel to properly perform the duties of a specific job. RECOMMENDED PRACTICE: a set of guidelines to assist Garantia de Calidad, S.A. de C.V. in developing uniform procedures for the qualification and certification of NDE personnel to satisfy Garantia de Calidad, S.A. de C.V. specific requirements. TRAINING: an organized program developed to impart the knowledge and skills necessary for qualification. WRITTEN PRACTICE: a written procedure developed by Garantia de Calidad, S.A. de C.V. that details the requirements for qualification and certifications of their employees. 5.0 RESPONSIBILITIES 5.1 It is the responsibility of the Technical Manager of Garantia de Calidad, S.A. de C.V., certification and provide the necessary resources for the implementation of this procedure. 5.2 It is the responsibility of the technical Level II of Garantia de Calidad, S.A. de C.V., maintain and update records necessary to demonstrate the training (training), the personal level I II and III. 5.3 It is the responsibility of the technical Level II of Garantia de Calidad, S.A. de C.V., to verify the accomplishment of the requirements of experience and education of the personnel in order to select or promote them in the different levels of qualification. 5.4 It is the responsibility of the Level II and/or Level III technical of Garantia de Calidad, S.A. de C.V, reviewing, monitoring and updating this procedure 5.5 The level III of Garantia de Calidad, S.A. de C.V, is responsible for training in NDE of Levels I and II, application of NDE methods, techniques and procedures to be used. 5.6 Garantia de Calidad, S.A. de C.V, shall dassign level II, when required by the customer, as the highest authority for any advice on audits, certification, accreditation or verification, the applicable NDE method. 5.7 Garantia de Calidad, S.A. de C.V shall designate in conjunction with ASNT Level III to one or more internal trainers to train the NDE personnel and applicant at the Level I or II in NDE. 6.0 DEVELOPMENT 6.1 LEVELS OF QUALIFICATION: For inspection services in nondestructive testing establishes the following levels or categories of the NDE personnel according to practice SNT-TC-1A. 6.1.1 Trainee. Is the person in training or training to be qualified and certified, and shall work only under the direct supervision of certified personnel., not shall able to independently conduct an inspection, interpretation, evaluation or reporting the results of any method NDE. An NDE Level I individual shall have sufficient technical knowledge and skills to be qualified to properly perform specific calibrations, specific NDE, and specific evaluations for acceptance or rejection determinations according to written instructions and to record results. The NDE Level I shall receive the necessary instruction and supervision from a certified NDE Level II or III individual. 6.1.3 NDE Level II. An NDE Level II individual shall have sufficient technical knowledge and skills to be qualified to set up and calibrate equipment and to interpret and evaluate results with respect to applicable codes, standards, and specifications. The NDE Level II shall be thoroughly familiar with the scope and limitations of the methods for which qualified and shall exercise assigned responsibility for on-the-job training and guidance of trainees and NDE Level I personnel. The NDE Level II shall be able to organize and report the results of NDE activities. 6.1.4 NDE Level III. An NDE Level III individual shall have sufficient technical knowledge and skills to be capable of developing, qualifying, and approving procedures, establishing and approving techniques, interpreting codes, standards, specifications, and procedures; and designating the particular NDE methods, techniques, and procedures to be used. The NDE Level III shall be responsible for the NDE operations for which qualified and assigned and shall be capable of interpreting and evaluating results in terms of existing codes, standards, and specifications. The NDE Level III shall have sufficient practical background in applicable materials, fabrication, and product technology to establish techniques and to assist in establishing acceptance criteria when none are otherwise available. The NDE Level III shall have general familiarity with other appropriate NDE methods, as demonstrated by an ASNT Level III Basic examination or other means. The NDE Level III, in the methods in which certified, shall sufficient technical knowledge and skills to be capable of training and examining NDE Level I, II, and III personnel for certification in those methods. 6.2 EDUCATION. 6.2.1 Apprentice, Level I and II: The Personnel is selected as the technical Level I and II in any NDE method, shall have completed at least middle school studies. 6.2.2 NDE Level III (Education and experience). The NDE Level III individual in any NDE method shall satisfy any of the following criteria: a) Have a baccalaureate degree (or higher) in engineering or science, plus one additional year of experience beyond the Level II requirements in NDE in an assignment comparable to that of an NDE Level II in the applicable NDE method(s), or: b) Have completed with passing grades at least two years of engineering or science study at a university, college, or technical school, plus two additional years of experience beyond the NDE Level II requirements in NDE in an assignment at least comparable to that of an NDE Level II in the applicable NDE method(s), or: c) Have four years of experience beyond the NDE Level II requirements in NDE in an assignment at least comparable to that of an NDE Level II in the applicable NDE method(s), or. To demonstrate compliance with the above, all candidates shall submit the relevant documentation and a copy thereof shall be kept on file for each technician in Garantia de Calidad S.A. de C.V. the administrative department. 6.3 EXPERIENCE 6.3.1 The NDE personnel minimum experience Level I and Level II, is the time in hours, as indicated in the table 1 and 1A. The required experience shall consist of the sum of the times required for Level I and Level II in each NDE method. 6.3.3 Level III. For NDE Level III personnel, the experience is in accordance with paragraph 6.2.2. 6.3.4 Documented. Documented experience on positions comparable to Levels II and I obtained previously to this procedure, shall satisfy the requirements described before, under the NDE Level III approval. 6.4 TRAINING. 6.4.1 Program. The organized training may include instructor-led training, personalized instruction, virtual instructor-led training, computer-based training, or web-based training. Computer-based training and web-based training shall track hours and content of training with student examinations in accordance with b. The sufficiently organized training shall be such as to ensure the student is thoroughly familiar with the principles and practices of the specified NDE method related to the level of certification desired, and applicable to the processes to be used and the products to be tested. All training programs shall be approved by the NDE Level III responsible for the applicable method. b) The training program shall include sufficient examinations to ensure understanding of the necessary information. c) Recommended training course outlines and references for NDE Levels I, II, and III personnel, which may be used as technical source material, are contained in ANSI/ ASNT CP-105: ASNT Standard Topical Outlines for Qualification of Nondestructive Testing Personnel. DATE: FEBRUARY 2020 d) Level II personnel holding a current Ultrasonic method certification are eligible for certification in the PAUT and TOFD. e) In addition to the training specified in Table 2, supplemental specific hardware and software training shall be required for automated or semiautomated technique applications. The additional training shall be in accordance with specific acquisition or analysis software and instrument/system used. f) Garantia de Calidad, S.A. de C.V when purchases outside training services is responsible for assuring that such services meet the requirements of the is written practice. 6.5 EXAMINATIONS 6.5.1 Administration and Grading 6.5.1.1 All qualification examination questions shall be approved by the NDE Level III responsible for the applicable method. 6.5.1.2 An NDE Level III shall be responsible for the administration and grading of examinations specified in Section 8.3 through 8.8 for NDE Level I, II, or other Level III personnel. The administration and grading of examinations may be delegated to a qualified representative of the NDE Level III and so recorded. A qualified representative of the Garantia de Calidad S.A. de C.V. may perform the actual administration and grading of NDE Level III examinations specified in 8.7. 6.5.1.3 To be designated as a qualified representative of the NDE Level III for the administration and grading of NDE Level I and Level II personnel qualification examinations, the designee shall have documented, appropriate instruction by the NDE Level III in the proper administration and grading of qualification examinations prior to conducting and grading independent qualification examinations for NDE personnel. Additionally, the practical exam shall be administered by a person certified in the applicable NDE method as NDE Level II or III. 6.5.1.4 All NDE Level I, II, and III written examinations shall be closed-book except that necessary data, such as graphs, tables, specifications, procedures, codes, etc., may be provided with or in the examination. Questions utilizing such reference materials shall require an understanding of the information rather than merely locating the appropriate answer. 6.5.1.5 For NDE Level I and II personnel, a composite grade shall be determined by simple averaging of the results of the general, specific, and practical examinations described below. For NDE Level III personnel, the composite grade shall be determined by simple averaging of the results of the basic, method, and specific examinations described below. 6.5.1.6 Examinations administered by Garantia de Calidad S.A. de C.V. for qualification shall result in a passing composite grade of at least 80 percent, with no individual examination having a passing grade less than 70 percent. 6.5.1.7 When an examination is administered and graded for Garantia de Calidad S.A. de C.V. by an outside agency and the outside agency issues grades of pass or fail only, on a certified report, then Garantia de Calidad S.A. de C.V. may accept the pass grade as 80 percent for that particular examination. MP-DT-01 D DATE: FEBRUARY 2020 6.5.1.8 Garantia de Calidad S.A. de C.V. who purchases outside services is responsible for ensuring that the examination services meet the requirements of this procedure. 6.5.1.9 In no case shall an examination be administered by one's self or by a subordinate. 6.5.2 Vision Examinations 6.5.2.1 Near-Vision Acuity. The examination shall ensure natural or corrected near-distance acuity in at least one eye such that the applicant is capable of reading a minimum of Jaeger Number 1 or equivalent type and size letter at the distance designated on the chart but not less than 12 in. (30.5 cm) on a standard Jaeger test chart. The ability to perceive an Ortho-Rater minimum of 8 or similar test pattern is also acceptable. This shall be administered annually. 6.5.2.2 Color Contrast Differentiation. The examination shall demonstrate the capability of distinguishing and differentiating contrast among colors or shades of gray used in the method as determined by the Garantia de Calidad S.A. de C.V. MP-DT-01 D DATE: FEBRUARY 2020 6.5.4.2 The specific examination shall cover the specifications or codes and acceptance criteria used in the Garantia de Calidad S.A. de C.V. NDE procedures. 6.5.4.3 The minimum number of questions that shall be given is shown in Table 2. 6.5.5 Practical (for NDE Level I and II) 6.5.5.1 The candidate shall demonstrate familiarity with and ability to operate the necessary NDE equipment, record, and analyze the resultant information to the degree required. 6.5.5.2 At least one flawed specimen or component shall be tested and the results of the NDE analyzed by the candidate for each technique practical demonstration and at least two for each method. 6.5.5.3 Phased Array and Time of Flight Diffraction Practical Examination. Flawed samples used for practical examinations should be representative of the components and/or configurations that the candidates would be testing under this endorsement and approved by the NDT Level III. 6.5.5.4 For Film Interpretation Limited Certification, the practical examination shall consist of review and grading of at least 20 images or sufficient documented experience. 6.5.5.5 The description of the specimen, the procedure, and practical examination checkpoints, as well as the results of the examination shall be documented. 6.5.5.6 NDE Level I Practical Examination. Proficiency shall be demonstrated in performing the applicable NDE technique on one or more specimens or machine problems approved by the NDE Level III and in evaluating the results to the degree of responsibility as described in this procedure. At least ten (10) different checkpoints requiring an understanding of examination variables and the procedural requirements shall be included in the practical examination. The candidate shall detect at least 80% of discontinuities and conditions specified by the NDE Level III. 6.5.5.7 NDE Level II Practical Examination. Proficiency shall be demonstrated in selecting and performing the applicable NDE technique, interpreting and evaluating the results on one or more specimens or machine problems approved by the NDE Level III. At least ten (10) different checkpoints requiring an understanding of NDE variables and the technician procedures requirements shall be included in this practical examination. The candidate shall detect all discontinuities and conditions specified by the NDE Level III. Note: While it is normal to score the practical on a percentile basis, practical examinations shall contain checkpoints that failure to successfully complete will result in failure of the examination. 6.5.6 NDE/PdM Level III Examinations 6.5.6.1 Basic Examinations 6.5.6.1.1 NDE Basic Examination (need not be retaken to add another test method as long as the candidate holds a current Level III certificate or certification). Twenty (20) questions that are similar to published NDE Level II questions for other appropriate NDE methods. 6.5.6.1.2 PdM Basic Examination (need not be retaken to add another test method as long as the candidate holds a current Level III certificate or certification). The minimum number of questions that shall be given is as follows: Fifteen ( 15) questions relating to understanding the SNT-TC-1A document. Twenty (20) questions relating to applicable machinery technology. Thirty (30) questions that are similar to published NDE Level II questions for other appropriate PdM methods. 6.5.6.2 Method Examination (for each method). Thirty (30) questions relating to fundamentals and principles that are similar to published ASNT NDE Level III questions for each method, and Fifteen (15) questions relating to application and establishment of techniques and procedures that are similar to the published ASNT NDE Level III questions for each method, and Twenty (20) questions relating to capability for interpreting codes, standards, and specifications relating to the method. 6.5.6.3 Specific Examination (for each method). Twenty (20) questions relating to specifications, equipment, techniques, and procedures applicable to the Garantia de Calidad S.A. de C.V product(s) and methods employed and to the administration of this procedure. 6.5.6.4 Level III personnel shall be responsible for the training and qualification of individuals in the NDE UTPA and TOFD techniques the requirements of Level III personnel shall include each of the following: (a) hold a current Level III certification in the Method (b) meet the Level II requirements (training and experience) and (examinations) in the technique. (c) have documented evidence in the preparation of NDE procedures to codes, standards, or specifications relating to the technique. (d) demonstrate proficiency in the evaluation of test results in the technique 6.5.7 Reexamination 6.5.7.1 Those failing to attain the required grades shall wait at least thirty (30) days or receive suitable additional training as determined by the NDE Level III before reexamination. 6.6 CERTIFICATION 6.6.1 Certification of NDE personnel to all levels of qualification is the responsibility of Garantia de Calidad S.A. de C.V. MP-DT-01 D DATE: FEBRUARY 2020 6.6.2 At the option of Garantia de Calidad S.A. de C.V., an outside agency may be engaged to provide NDE Level III services. In such instances, the responsibility of certification of the employees shall be retained by Garantia de Calidad S.A. de C.V. 6.6.3 Personnel certification records shall be maintained on file by Garantia de Calidad S.A. de C.V. for the duration for 5 years of the last certification and shall include the following: Name of certified individual. Level of certification, NDE method and/ or technique, as applicable. Educational background and experience of certified individuals. Signature of Garantia de Calidad S.A. de C.V.’s certifying authority. 6.7 TECHNICAL PERFORMANCE EVALUATION 6.7.1 NDE personnel may be reexamined any time at the discretion of Garantia de Calidad S.A. de C.V. and have their certificates extended or revoked. 6.7.2 Each 18 months NDE Level I and II personnel shall be reevaluated by the NDE Level III administering a practical examination. The practical examination shall follow the guidelines described in section 6.5.5. and the format “Technical Performance Evaluation” RC-DT-02/07 REV 1. 6.8 INTERRUPTED SERVICE 6.8.1 Expiration by period. When an employee has not worked in the method qualified within six months his certification shall be terminated and shall be recertified. 6.8.2 Activation certification. To reactivate a level I or II technician certification, a practical examination shall be applied, which shall be evaluated and documented by level III. . 6.9 RECERTIFICATION 6.9.1 Recertification shall be by practical examination. Continuing satisfactory technical performance shall not be utilized for recertification without re-examination. 6.9.2 The maximum recertification intervals shall be 3 years for Level I and Level II personnel, and 5 years for Level III personnel. Certifications expire 3 or 5 years from the date of the first examination taken during initial or recertification activities for each method. DATE: FEBRUARY 2020 6.9.3 When new techniques are added to the this procedure, NDE Level III personnel shall receive applicable training, take applicable examinations and obtain the necessary experience, such that they meets the requirements of the new techniques in Table1, prior to their next recertification date, in the applicable method. 6.9.4 When the recertification of personnel is carried out, the certificate will be updated, indicating the practice SNT-TC-1A 2016. 6.10 TERMINATION. 6.10.1 The certification of the technicians in NDE is terminated when resigning in Garantia de Calidad, S.A. de C.V. 6.10.2 Personnel whose certification in other companies has been terminated may be recertified in the same level by Garantia de Calidad, S.A. de C.V., based on examination described in this procedure, and provided all of the following conditions are met: a) The employee has proof of prior certification. b) The employee was working in the capacity to which certified within six months of termination. c) The employee is being recertified within six (6) months of termination. d) Level I and Level II personnel shall be recertified by examination as specified in 6.9.
