A person should advise and warn but it is not permissible to call them a kaafir. There may be conditions that prevent them from doing something. For example, a sister who is on her monthly cycle, cannot fast. Refer back of Ulema on Ahlus Sunnah Wal Jamm'ah. Takfiring is a big issue. Or calling someone a mubtadi', an innovator. Important mas’alah: Is it valid to differentiate between the action and the doer? Difference between an action and a doer. Just because a person does an action, they do not become a kaafir. eg a person plays football, they do not become a footballer.
