Purpose of the Rules
• To classify the unit states as well as outages of generating units
• To have a uniform technical code for the unit states and outage
classification of the generating units
• To monitor the reliability performance of generating plants at both
operations and maintenance levels
• To determine and specify the reliability performance of the grid using
a probabilistic and deterministic approach
• To promote accountability of grid companies to achieve greater
operation and economic efficiency
