INSPECTION VISIT BRIEF.
1.0 INTRODUCTION
The constituency development fund was created by constituency Development fund act 2003 with
primary objective of addressing poverty at the grassroot level by dedicating a minimum of 2.5% of the
government ordinary revenue to grassroot development and the reduction of poverty, the fund is
managed by the NG-Constituencies development fund board.
In January 2013, the CDF act 2003 (as amended in 2007) was repealed and replaced with act 2013 that
aligned to the constitution of Kenya 2010, specifically with principles of;

The new law was also aimed to align the operation of the funds to the new devolved government
structure. The act was also amended in December 2015 and again 2016 to align it to the provision’s of
2010 constitution. NG-CDF Act is now operational
1.1 Constituency background
Masinga Constituency is one of the 290 elective constituencies in Kenya situated in Machakos county
and is among the 8 constituencies in the county. MASINGA Constituency is in Masinga Sub County
and was created in 2009 from the larger Yatta district.
