1. examine the difference between safety preparedness and
security;
2. implement to ensure safety preparedness and security; and
3. exercise safety preparedness and safety measures in
a real life emergency situations.

SAFETY . is the measure & safety of preserving life, health, & bodily
integrity of an individual. [sauf, French word for safe]
SAFETY . involves achieving the acceptable level of risk.
SAFETY . is essential for environmental work to improve productivity
because a safe work environment with adequate safeguards
that promotes safety from danger or any hazard decreases
lost work hours.

PREPAREDNESS . is a set of actions taken as precautionary measures in
potential conflicts and disaster.
DISASTER PREPAREDNESS . is the measures of reducing the effects of
disasters, predicting & preventing disasters, mitigating
the impacts of disasters, on vulnerable populations &
responding effectively in coping with consequences.
DISASTER PREPAREDNESS . allows for an effective realistic design &
coordinated planning to reduce duplication of efforts.
DISASTER PREPAREDNESS . is a continuous integrated process that utilizes
a wide range of rich reduction measures.

SAFETY PREPAREDNESS . states that safety preparedness refers to
readiness when responding to emergencies. Large-scale
emergencies include natural disasters: typhoons, earthquakes,
volcanic eruptions, & floods. Widespread disease outbreaks: avian
flu, African swine flu,& terrorism.
TYPHOON.
is a type of large storm that has spiral system od violent wind
measuring hundreds d kilometers in diameter. The term typhoon is
used for storms that occurs in the Northwest Pacific. Hurricane is
used in the North Atlantic & Central & North Pacific Regions.

PREPAREDNESS IN CASE OF TYPHOON .
1. Switch off the circuit breakers/ mains switch
2. Place appliances on higher ground/upper levels of the house.
3. Avoid stepping on flooded floors that are in contact with electrical
outlets
4. Don’t use appliances or touch wires that has been immersed in water
FLOOD. are natural occurrence in an area of land that is normally dry
but is abruptly submerged in water.
FLOOD. is an overflow of a large quantities of water on a normally dry
land. It happens streams, rivers, lakes & oceans overflows.

TYPES OF FLOODING .
1. River Flooding occurs when a river or lake exceeds its capacity
2. Coastal Flooding occurs when water overflows seawalls due to
heavy storms, a high tide, a tsunami, or a combination of these.
3. Flash Floods happens as a result of heavy rainfall over a specific
area in a short time
4. Urban Flooding occurs because of land development in which
permeable soil layers are replaced by impermeable paved surfaces,
through which water cannot infiltrate.

STEP 1: BEFORE THE FLOODING OCCURS
1. KEEP YOURSELF UPDATED ABOUT CHANGES IN THE WEATHER
2. BE READY FOR EVACUATION & IDENTIFY THE DESIGNATED EVACUATION AREA
3. TALK WITH YOUR FAMILY WITH AGREED MEETUP AREA IN CASE ANYONE GET
SEPARATED
4. PREPARE AN EMERGENCY KITS THAT INCLUDES THE FOLLOWING:
• MEDICINE KIT
• TRANSISTOR RADIO OR PORTABLE RADIO
• THINGS NEEDED FOR COOKING
• FLASHLIGHTS AND BATTERY
• BOTTLED WATER
• FOOD

STEP 2: WHEN THERE IS WARNING ABOUT FLOOD
1. KEEP YOURSELF UPDATED ABOUT CHANGES IN THE WEATHER
2. OBSERVE THE RISING WATER AT YOUR PLACE, & IF NEEDED, DECIDE TO EVACUATE
3. SECURE VALUABLE ITEMS ON HIGHER GROUND
4. MAKE SURE THAT ALL DOMESTIC PETS & ANIMALS ARE ON HIGHER GROUND
5. TURN OFF THE ELECTRICITY & LOCK THE HOUSE PROPERLY BEFORE EVACUATING
STEP 2: DURING THE FLOOD
1. DO NOT GO TO FLOODED AREAS
2. DO NOT ATTEMPT TO CROSS A RIVER OR ANYB FLOODWAY WHERE THE WATER IS HIGH
3. MAKE SURE THAT WATER AND FOOD YOU WILL CONSUME ARE CLEAN

STEP 4: AFTER THE FLOOD
1. BE CAREFUL WHEN YOU RETURNING TO OR ENTERING YOUR HOME
2. MAKE SURE YOUR FOOD & WATER ARE CLEAN OR BOILED FOR YOUR SAFETY
3. MAKE SURE THAT YOUR ELECTRIC SYSTEM APPLIANCES ARE FINE BEFORE USING
4. GO TO HEALTH CARE FACILITY OR HOSPITAL TO PROCURE YOUR MEDICINES TO
AVOID GETTING DISEASES FROM THE FLOOD.
EARTHQUAKE . is a sudden slip along a fault. The tectonic plate constantly
move slowly, but they are stuck to their edges due to friction. When the
stress on the edge overcomes the friction, an earthquake releases
energy in waves that travel through earth’s crust & causes great shaking

EARTHQUAKES. release violent energy to the ground caused either by a
shift in earth’s crust or a volcanic/magmatic activity.
Most earthquakes occur when two sides of a fault slide
past each other. The crust may be compressed, pulled
apart, moved sideways, or a combination of these.

VOLCANIC ERUPTIONS. are characterized by the discharge of lava & gas
that causes large numbers of people to flee the area. It often
causes temporary food shortages & volcanic ash landslides
called lahar. Glowing Avalanche is the most dangerous
volcanic eruption characterized by magma eruption &
formation of a hot pyroclastic flow with temperature
reaching 1200º F.
PYROCLASTIC FLOW. are formed from rock fragments following an eruption.
The flow surges down the flank& speeding up to a 100 km/hour.

ASHFALL PREPAREDNESS GUIDE DURING VOLCANIC ERUPTION.
1. LISTEN TO THE RADIO FOR UPDATES FOR IMPENDING ERUPTION OR ASHFALL
2. PREPARE FOR THE EMERGENCY KIT & PLACE IT IN AN ACCESSIBLE AREA.
EMERGENCY SUPPLY KIT SHOULD HAVE THE FOLLOWING:
• FIRST AID KIT: ALCOHOL, BANDAGES, COTTON, GAUZE, MASK, ADHESIVE PLASTER ETC.
• FOOD, BOTTLED WATER, FLASHLIGHTS, RADIO [BATTERY OPERATED], & MATCHES
• DUST MASK, GOGGLES, KNIFE, BLANKETS & SPARE CLOTHES, ROPE, PLASTIC
WRAPPING FOR SAFEKEEPING OF ELECTRONIC GADGETS.
• PERSONAL HYGIENE KIT, WRITING MATERIALS, MONEY, LOCA EMERGENCY CONTACT NO.
3. PREPARE DUST MASK/CLEAN PIECES OF CLOTH TO COVER THE NOSE & GOGGLE THE EYES
4. PREPARE CLEANING SUPPLIES, SUCH AS BROOM, VACCUM CLEANER, & SHOVEL

1. SCRAPE ALL THE ACCUMULATED ASH ON THE ROOF TO PREVENT IT FROM COLLAPSING

3. REMOVE THE ASH FROM THE CAR WINDOWS & DOORS WITH WARM WATER BEFORE

SECURITY. is a safety measure taken for protection, & is utilize by group of
people responsible for keeping buildings or other safe areas.
EMERGENCY SECURITY SITUATION. refers to a civil and/or military uprising,
insurrection, war, revolution or other violent disturbance in a
particular area.
SECURITY PERSONNEL’S ROLE. is to maintain the safety of the public and to
keep everyone & their properties secured: security officers
need to communicate effectively & efficiently as possible.

NATIONALSECURITY.
The 1987 Philippine Constitution orders civilian control over
the military & establishes the Philippine president as the
commander-in-chief of the Armed Forces of the Philippines.
The PRESIDENT is the head of the National Security Council
THE NATIONAL SECURITY COUNCIL. refers the policy-making body & advisory
body for the national defense matters.
THE DEPARTMENT OF NATIONAL DEFENSE. is responsible for the national
security of the country.

external threats & through the Philippine National Police
maintain law & order.
The Secretary of DND is the direct adviser of the President with

the protection of peoples freedom from fear & want; & focusing
on the prevention of hunger, poverty, & disruption of man-made
and natural calamities.

3. IT FOCUSES ON PREVENTION RATHER THAN RESPONSIVE INTERVENTIONS.
PREVENTION IS EASIER & LESS COSTLY, & IT HELPS AVOID THE TRAUMA OF
A CRISIS & REINFORCES A FEELING OF SECURITY.
4. IT IS PEOPLE-CENTERED. IT IS CONCERNED WITH HOW FREELY PEOPLE CAN
EXERCISE THEIR LIFE CHOICES & HOW THEY CAN ACCESS DIFFERENT
OPPORTUNITIES FOR HUMAN DEVELOPMENT.
