BACKGROUND/RATIONALE As per NFHS-5 data 22% children under 5 years are wasted (weight for height) and 39% children are stunted (weight for age). The problem of malnutrition is intergenerational and depends upon on multiple factors that includes optimal Infant & Young Child feeding (IYCF) practices, complete immunization, institutional delivery and early childhood development, deworming, safe drinking water, proper sanitation, dietary diversification etc. Hence, it needs multi-pronged approach, grass-root synergy and constant engagement with different stakeholders across different forums. In this regard “POSHAN Abhiyaan” a national flagship programme is in right direction to address nutritional outcome by leveraging community mobilization, technology, and convergence. Further, to address the issue of high prevalence of wasting in the State, DWCD has launched CMAM (community-based management of acute malnutrition). Community participation, behaviour and practices among caregivers and social norms play crucial role in breaking cycle of malnutrition and anaemia. Jan Andolan is the key component of Poshan Abhiyaan and SAAMAR which aims towards inclusive participation of parents, caregivers, public representatives, government departments and social organizations along with public and private sector to create a “People’s movement” Jan Bhagidari to address malnutrition. There is a need to strengthen rollout of Jan Andolan guideline and communication plan for CMAM programme. Further, IPC and Counselling skills of front-line workers need to be improved to address the nutrition related behavioural barriers within families and communities. This consultancy is proposed to provide technical support to Women and Child Development dept especially Directorate of Social Welfare and State Nutrition Mission in strengthening implementation social behaviour change and communication strategy under Poshan Abhiyan and CMAM programme. The consultant will focus on developing costed SBC strategies, communication package, SBC capacity building, quality monitoring and documentation. The technical consultant will also support in improvement of quality and coverage of communitybased events and home visits under Poshan Abhiyan. 2. 3. PURPOSE OF ASSIGNMENT The State Consultant-SBC will provide technical support to Women and Child Development dept for effective implementation of social behaviour change and communication strategy under Poshan Abhiyan and CMAM programme. The consultant will focus on developing costed SBC strategies, communication package, SBC capacity building, quality monitoring and documentation. The technical consultant will also support in improvement of quality and coverage of community-based events and home visits under Poshan Abhiyan. PROGRAMME AREA AND SPECIFIC PROJECT AREA Nutrition 202: By 2027, government and partners have capacities to increase equitable access of young children to nutritious foods and high nutrition impact services to prevent all forms of malnutrition and manage wasting. 4. QUALIFICATIONS /SPECIALIZED KNOWLEDGE/EXPERIENCE/ COMPETENCIES (CORE/TECHNICAL/FUNCTIONAL)/ LANGUAGE SKILLS REQUIRED FOR THE ASSIGNMENT (Please use as applicable): Advanced university degree social sciences, social work, or communication. At 5-7 years’ work experience in working with social sector especially in the areas of Poshan Abhiyan, CMAM and other relevant nutrition programme would be required Working experience government department and international agencies on the issue of social behaviour change and communication would be added advantage A robust understanding of SBCC approaches, theories and methods required Experience of developing strategies and rolling them out using government mechanism required Required skills/competencies: Communication skill: Excellent communication skills in Hindi and English; ability to speak read and write fluently in both languages is a must Computer skills – well versed with excel and PowerPoint.
