Scrutiny for the Future Targeted Scrutiny Presentation for State Councils and State Panels 15 September 2021 Scrutiny for the Future Motorsport Australia will adopt Targeted Scrutiny across ALL disciplines of the sport. Event Entry – all Disciplines Each Event Entry should include the requirement for the Competitor and where relevant each Driver/Co-Driver/Navigator to confirm that they accept the conditions of entry including the acceptance of the NCR, the Event Regulations and a statement regarding suitability for use, mechanical defects, maintenance and preparation of the automobile entered for an Event. A further statement for a Driver also covers off competition apparel. This statement is provided on the Targeted Scrutiny Statement of Vehicle Compliance document, or may be combined with an Event Entry form or otherwise included as a part of an Electronic Entry System. Scrutiny for the Future Scrutiny for the Future Automobiles issued with a Log Book Variations across disciplines is to be considered as follows: Circuit Race: Implementation as currently applied across the RACE discipline. Apparel may be included in an at event Audit – this dependant on the availability of the apparel at the time an Audit is conducted. The Chief Scrutineer would otherwise determine the application of the checks of apparel. Random spot checks of general compliance to be conducted throughout an event across all automobiles/competitors including apparel. Scrutiny for the Future Circuit Race – further considerations: • Is the current Targeted Scrutiny Audit Plan and process sufficient to achieve the objectives of ensuring the compliance of each Automobile that has an Audit conducted? • Would consideration be given, that an Audit includes a check of all items as listed in the Pre-Race Inspection form (TSP02) – does this more complete inspection provide a greater assessment of the compliance of an automobile subject of an Audit as opposed to limiting the components inspected by virtue of the Targeted Scrutiny Plan which only requests 4 Critical Safety Items, 4 Non-Critical Safety and 2 Non Safety items? • What if Events consider a Pre-Event or Regional Scrutiny process whereby an automobile may undergo an Audit inspection prior to an Event? Scrutiny for the Future Rally / Road Implementation of Targeted Scrutiny for Rally/Road, based on the details provided with Event Entry, will require the Event Organisers, in conjunction with the Chief Scrutineer, to determine what automobiles are due for an Audit. The Event Scrutiny program can then be determined based on current Regional Scrutiny programs or otherwise as part of a pre-determined Scrutiny program for/at the event – only for those automobiles that are due for an Audit. Random spot checks of general compliance to be conducted throughout an event across all automobiles/competitors including apparel. Scrutiny for the Future Rally / Road – further considerations: • Audit to be conducted using the Scrutineer’s Report - Rally and Road form – completed in its entirety. • Apparel to be included in each Audit, as this is normally presented at Rally/Road Scrutiny. • Audit to include compulsory seal requirements applicable to Rally such as supercharger restrictor sealing. • Should consideration be given to an Audit including an eligibility inspection – whereby the base eligibility of an automobile is also considered during an audit? Scrutiny for the Future Off Road Implementation of Targeted Scrutiny for Off Road, based on the details provided with Event Entry, will require the Event Organisers, in conjunction with the Chief Scrutineer, to determine what automobiles are due for an Audit. The Event Scrutiny program can then be determined based on the implementation of Regional Scrutiny programs or otherwise as part of a pre-determined Scrutiny program for/at the event – only for those automobiles that are due for an Audit. Random spot checks of general compliance to be conducted throughout an event across all automobiles/competitors including apparel. Scrutiny for the Future Off Road – further considerations: • Audit to be conducted using the Scrutineer’s Report – Off Road form – completed in its entirety. • Apparel to be included in each Audit, as this is normally presented at Off Road Scrutiny. • Should consideration be given to an Audit including an eligibility inspection – whereby the base eligibility of an automobile is also considered during an audit? • Should Off Road further consider the compulsory implementation of Engine Sealing requirements to ensure the integrity of the sport? Scrutiny for the Future Speed and Autotest Applicable to Autotest and Speed Events whereby the requirement to scrutiny each automobile on the day of an event will not be required. NOTE: Scrutiny of each automobile may be possible and can still be done – i.e. Motorkhana with 30 entrants. This may better suit Club level Events depending on the resources/personnel available. Random spot checks of general compliance to be conducted throughout the event across all automobiles/competitors where possible. Automobiles issued with a Log Book: Implementation of Targeted Scrutiny for Speed and Autotest Events, based on the details provided with Event Entry, will require the Event Organisers, in conjunction with the Chief Scrutineer, to determine what automobiles are due for an Audit. Automobiles NOT issued with a Log Book: Event Organiser, in conjunction with the Chief Scrutineer, to determine which automobiles/competitors will be subject to an Audit. Event Organiser may, through the retention of entry records, be able to determine repeat competitors and therefore those that require an Audit. Each new entry would be required to undergo an Audit. Scrutiny for the Future Speed and Autotest – further considerations: • Currently there are no specific Scrutiny forms for Speed and Autotest Events – consideration to be given to the development of suitable forms for an Audit to be conducted. • Apparel to be included in each Audit, as this is normally presented at Speed and Autotest Scrutiny. • Should consideration be given to an Audit including an eligibility inspection – whereby the base eligibility of an automobile is also considered during an audit? • Motorsport Australia has implemented Log Book classifications for Speed Events – should it be encouraged that a Competitor who has competed at say 5 events of a similar nature (i.e. State Super Sprint Championship) obtain a Log Book so that they can be better included in any Targeted Scrutiny program? • Should a Log Book classification be introduced for Autotest whereby it is considered useful for repeat competitors? Scrutiny for the Future Targeted Scrutiny all Disciplines – further considerations: • Whilst the basis for Scrutiny will be the Targeted programs it is equally important that random spot checks of general compliance be conducted throughout Events across all automobiles/competitors. • Scrutiny can be considered as a “policing role” as much as compliance and Scrutineers should be empowered to engage in random checks and inspections at events. Even simply keeping the eyes and ears open and when a compliance matter is observed that a process is undertake to deal with it. • Parc Ferme conditions should be applied at Events especially where applicable within the NCR. This provides a further opportunity for the Scrutiny of an automobile beyond that of the Targeted programs. Scrutiny for the Future Targeted Scrutiny – objectives for the Sport • Provide a clear and defined Scrutiny program that is consistent across the whole of the Sport. • Provide Event Organisers, in conjunction with the Chief Scrutineer, the ability to plan sufficient time and resources to conduct Scrutiny for each Event. In turn this may reduce the time dedicated to Scrutiny required at an Event within the event schedule. • Empower Scrutineers to conduct complete inspections of automobiles perhaps without the pressure of having to get through a rushed Scrutiny of every automobile entered to an event. • Reduce the potential stress on the competitors whereby time at an event is limited for the conduct of Scrutiny. • In turn does this then provide an improvement to the integrity of our Sport – whereby Event Organisers, Officials including Scrutineers and Competitors can be a part of a clear and defined Scrutiny program for the Sport. Scrutiny for the Future Targeted Scrutiny The above is presented to progress the implementation of Targeted Scrutiny for the Sport and with that the conversation amongst those who administer the sport at all levels. State Council and Panel representatives are asked to consider the topics covered and provide feedback to the implementation of Targeted Scrutiny for the Sport.
