ACTIVITY DESIGN
DEVELOPMENT PLANNING
I.
RATIONALE:
The Local Government Code of 1991 otherwise known as the Republic Act No. 7160 ,
provides: “Local Government Units, in conformity with existing laws, shall continue to prepare
their respective Comprehensive Land Use Plans (CLUP) enacted through zoning ordinances”;
was affirmed by Section 1 of EO 72. The CLUP shall be the primary and dominant bases for
the future use of land resources.”

CLUP of San Juan covers the period 2001-2010 , thus it
needs
The CLUP becomes the official document adopted by the local government as a policy
prime-mover that will serve as a guidepost and blueprint in addressing pressing issues and
concerns as well as physical and land use development of the municipality as envision by the
stakeholders in the coming years. It is comprehensive in the sense that it embraces the entire
territorial jurisdiction of the municipality as it addresses multi-sectoral concerns. Secondly, it is
comprehensive as it translates the development goals, objective and policies into spatial plan
indicating the proper allocation of land resource staking into account the sustainable
development without risk to the environment.
Hence this activity design.
II.
OBJECTIVES FOR THE REVISION OF CLUP and ZONING ORDINANCE
Land use planning is done to meet the following objectives:
a. To promote the efficient utilization, acquisition and disposition of land and
ensure the highest and best use of land;
b. To direct, harmonize the influence discussions and activities of the private and
public sectors relative to the use and management of land;
c. To reconcile land use conflicts and proposals between and among individuals,
private and government ,entities relative to the present and future need for
land;
d. To promote desirable patterns of land uses to prevent wasteful development
and minimize the cost of public infrastructure and utilities and other social
services;
e. To conserve areas of ecological, aesthetic, historical and cultural significance.

METHODOLOGIES:
To carry out the objectives of this activity, the following shall be employed:
a. Presentations/Lectures;
b. Workshops
