Design Specifications with the purpose of seeking your approval on quantities, make and
models, contains constructional features of RTUs and associated equipments/items
including other items to be supplied in the project as per schedule items.
You are requested to kindly review & approve the FDS so that we can start the
procurement process. You are requested to kindly sign & stamp on each page of the FDS so
that these pages could be reproduced to any third-party inspector as proof of approval
during factory inspection.

1.Introduction
This document is intended to provide detailed specifications of the equipment to be provided
for the “Design, Drawing, Supply, Erection, Testing and Commissioning of 25 KV OHE system
Modification /Extension of SSP/SP switching post, provision of SCADA system & Electrical
General works includes illumination of Yard /Path way /RUB by 30 Mtr. High masts ,6 mtr
Octagonal poles ,street Lights of Rail connectivity for SILO at SPUR No . 3 &4 to serve

The offered system is as per the approval accorded to us by RDSO for supply of SCADA
systems as per RDSO specification no. TI/SPC/RCC/SCADA/0130(Rev-2) July, 2016. The
design and drawings as approved by RDSO are attached as annexure to this document, and
serve as the primary reference.
The warranty for the offered equipments would be as per contract & latest RDSO
specifications & guidelines. A formal approval of this document by the customer is required
for starting the procurement and/or manufacturing of
a)
RTU Panel manufacturing and wiring work,
b)
Accessories for integrating RTUs in SCADA system etc.
This document, once approved, shall also serve as the basis for factory/site inspections of
equipments.
In accordance with the LOA contract, would be supplied against Sr no 60 , Items no 60.03 ,
1 No’s SSP.
So, please find the offered specification of RTUs and its accessories in this document and
approved the same for further process.

2.3 E1 to Ethernet Converter & LAN Extenders for
high speed communication
One (1) set of communication equipment would be provided & installed per site for
communication at 2 Mbps against Sr No 60 , Items No 60.03 of LOA contract. These shall be of
Team Engineers or equivalent make and would be installed as follows:

Each set consists of 2Nos.E1toETH converter & 2 Nos. LAN Extender.

First LAN extender would be installed in RTU post.

Second LAN extender along with two (2) no’s. Of E1 to Ethernet Converter with
embedded/ one external Ethernet Switch would be installed (wall mount) near to S&T
panel in OFC hut. These E1 to Ethernet Converters and LAN extender installed in OFC hut
would utilize 48VDC (to be provided by S&T).
2.4 RTU Earth
One (1) number GI Earth Electrode and 8 SWG copper would be provided, as per RDSO spec No TI
SPC RCC SCADA 0130 (Rev.2) with A&C Slip No 1, with each RTU.
The earth electrode would have the following constructional details:




Pipe-in-pipe technology, using mild steel pipes
outer electrode Dia. 50mm, inner electrode Dia. 25mm,
Up to 250 micron copper coating
Length 3000 mm, pipes inner cavities filled with Anti corrosive Highly conductive Compound
2.5 Field Cabling
The specifications for terminating field connection to RTU panel, following unarmored cables would be
used for SSP.
