In this current world that we're living in, with rapid technological
advancement, new discoveries, uncountable research developments and
other more breakthrough in the field of Engineering, Medical practices,
Architecture & Construction, Manufacturing and even Accounting, we
have to continuously upgrade our knowledge and skill set in performing
our duty as professionals to synchronize our performance with the
world's latest optimal development and occurrences.
In 2016, senator Antonio Trillanes IV, senator Francis Escudero
and senator Cynthia Villar authored an outstanding bill, the senate bill
number 2581 which was adopted as an amendment to the house bill
number 6423 that was lapsed to law on July 21, 2016. As fellow future
Engineers, we need to fully support the Republic Act 10912 otherwise
known as the Continuing Professional Development Act of 2016 as
requisite for license renewal of professional practitioners. As the world's
industries are forever evolving, this creates exciting new opportunities
and enables an individual to regularly apply focus and attention to
important areas of their own development and provides an observable
boundary for a professional to take appropriate action, in order to reduce
any shortcoming in knowledge and in skills. It is significant for us, for
the general public that we will be serving, and even for the company a
professional is currently employed.
According to the research on the project done by the professors of
Manchester Metropolitan University, The University of Manchester, and
Lancashire Teaching Hospital NHS Trust, Findings suggested that the
professionals that are performing and engaging to CPD programs in line
to their profession, as clinicians, managers, providers, doctors, and other
medical practitioner, perform well in their profession and created a
working environment with sharing of thoughts about the latest
innovation and new medical discoveries.
The list of benefit goes with... First, keeping knowledge and skills
up to date. Ang kaalaman at kakayanan na na-acquire ng isang
professional sa kanyang larangan ay possible na unti unting malimutan,
ma-out dated or worst case scenario, totally na maglaho sa kaisipan at sa
pagpapractice nito. Kaya naman ang pagpapanatili natin sa CPD law ay
utmost important upang magkaroon tayo ng somewhat mandated na selfdevelopment program na layuning paigtingin at ipagpatuloy ang ating
competency sa ating profession.
Secondly, is for the national and international standard gaya ng
(PQF) o Philippine Qualifications Framework, which will let
professional to perform his field of profession around the nation,
(AQRF) or ASEAN Qualifications Reference Framework, and (ASEAN
MRA) or ASEAN Mutual Recognition Arrangements, which will let the
professional to practice his/her profession around the ASEAN countries
and around the world with confidence and credibility.
Third benefit of the CPD law as requisite for license renewal is the
sense of direction that It provides. When a licensed professional lose a
sense of direction or even passion for their profession, CPD training can
reignite that missing element. Maaari nitong magising ang nakatulog
nang expertise mo sa pagpapractice ng iyong propesyon. CPD accredited
training courses can instill and cement our career path and aid in making
the right choice for the future.
Fourth would be the confidence that academic qualifications
gives. Undertaking CPD courses can boost the confidence of those
starting their careers, as well as yung mga bihasa na sa industriya nila.
Further knowledge in a professional field or simply confirming how
much an employee knows and understands, can boost determination and
tenacity in the workplace and in the mentality of the professionals.
Fifth, CPD Certified Qualifications Are Recognized. In a simpler
words, you can indicate the accredited CPD in your curriculum vitae
thus, aiding practitioner when seeking a new role and It also provides a
strong credible basis when you want to assess yourself of your progress
in your profession. In summary, the benefits and the reasons why we
should not remove the Continuing Professional Development as a prerequisite for license renewal are 1st, keeping knowledge and skills up-todate. 2nd, the national and international standard for those who wish to
perform outside the country would be met. 3rd is for the sense of
direction. 4th is for the confidence in academic qualifications. Fifth is
that the CPD programs that you had undergone can be a certified
qualification. In addition to that, when local teachers or nurses’ petitions
for the removal of this, the legislative should just make amendments and
certain adjustment regarding to the somehow appearing challenges, not
abolishing this internationally recognized effective law. Kung
pinapractice na ng ibang bansa dati pa at maganda naman ang resulta,
why not sanayin natin sa ating bansa? Just like the K-12 program. At
first, many citizens complaining about it but later on, we saw the
importance of it and we cannot deny the product of such a good
implementation for the betterment of the majority. It is now the time to
set our pride aside as Filipino and do not treat foreign influences as
panggagaya as long as it is for the greater good. Kung gumagana na ang
isang batas, wag na nating galawin. Kung nagkakaroon ng kaunting
problema sa batas, ipaayos natin sa mga mambabatas at huwag tanggalin
dahil lang sa tingin natin na hindi nakatulong satin. Let's not be selfish
and ignorant and think it through, paano naman kaya ang nakararami?

--Burden for professionals/ Pabigat at pahirap lang sa mga
propesyonal na nais magparenew ng lisensya
You are saying that the CPD law as license requirement for
renewal is all but a burden right? Well think of this we are taught right at
the beginning that being a licensed professional is surely a very
important role in our nation or community. So it the duty of a
professional to serve the public with quality, competency, and perform
updated methods that has been recently proven effective in each specific
field of profession. For example in the field of technology, electronics,
and engineering, there has been a rapidly emerging machine of quantum
computing which can probably solve more and more complex problems
than a normal classical computers. If professional engineer haven't
stumbled up with this topic in a simple face to face or online seminar,
they might never know that It already exist and it can help provide
solutions to the occurring problems of engineering in other field.
Another example is the continuously uprising architectural and structural
discovery of newly manufactured equipments and materials being used
in a construction. Maaaring kahapon eto pa ang pinaka optimal na
kagamitan na gamitin pero ngayon iba na, may na-prove na naman na
research at may nadiscover na namang mas effective na gamit, idea,
methodology o konsepto gaya na lamang ng compliant mechanism na
isang prinsipyo na nag-eeliminate ng mga gears, hinges, turnilyo, at
kung ano mang mga parte na nagcacause ng pagkukumpuni sa
kagamitan at ginagawang isang parte lamang ang isang mekanikal na
bagay gaya ng pliers, circular saw, at iba pa. Talaga namang dahil sa
CPD Act of 2016 ay mas nagiging updated sa mga pangyayari at
discoveries ang mga professional practitioners at kahit tayo na future
Engineers.
--Financial burden / CPD providers offers expensive and irrelevant
seminars and programs
In contrary to what have you've said earlier about the CPD law
being a financial burden, former PRC commissioner Yolanda D. Reyes
had said in one of her interviews on the television that the already
existing in-house training, and seminars of the nurses and teachers are
already compliance to the CPD requirement. They are already being
credited with CPD units thus, making your statement of the CPD as
expensive and irrelevant, a false claim. In fact, we as future engineers
soon must need to comply to this law because it is important for us to be
always updated on the latest innovation in the world of Engineering for
the welfare of the public.
--How can a low earning professional afford this type of
implementation
In objection to what you've said earlier about the inability of the
low earning professionals to fully comply to the CPD requirement, base
on our research, there are tons of free accredited webinars in the internet
that can give you great amount of CPD units. And nurses and teachers
also benefits from the free of charge in getting CPD units because they
are already getting those units in their specific training, seminars, or
medical mission.
--Pag about sa hirap ng overseas worker sa pag kuha ng credit units
About the overseas worker, I think they must see or rather they
must be aware of the benefits of being on an international standard job. I
mean they are already working abroad, probably not performing their
profession because of the ASEAN standard. According to RA 10912
article II section 4a, There shall be formulated and implemented CPD
Programs to Enhance and upgrade the competencies and qualifications
of professionals for the practice of their professions pursuant to the PQF,
the AQRF and the ASEAN MRA. That's why it is surely worth the effort
to complete your CPD units to be able to perform your licensed
profession cross borderly while maintaining an international standard in
further developing your knowledge and skills. Just imagine how small
the price to pay is. Just by attending different seminars you can be an
architects or engineers in other country in terms of ASEAN
Qualifications Reference Frameworks. So, sa madaling salita, hindi ito
burden sa mga overseas worker rather isa itong napakalaking
opportunity na nakadungaw sa kanila.
--Napupunta sa mga CPD providers and mga sumosobrang perang
binabayad sa seminars at other informal and formal teaching
sessions
About the corruption of the CPD providers, there are no reported
corruption as of today in the council of CPD, PRC, and PRB and also
according again to former Commissioner Architect Yolanda, they are
implementing strict rules for the accredited CPD provider to the extent
of declaring their desired budget on the application form of their CPD
provider application thus protecting the public from deceit and
corruption.
--Lack of relevance/irrelevant/hindi mahalaga/walang kwenta
In contrary to the statement that you've said that the CPD law
should be abolished or the jurisdiction of it to license renewal should be
removed because of its irrelevance, RA 10912 article II section 4b and
4d says that the CPD council ensures that the international alignment of
competencies and qualifications of professionals through career
progression mechanisms leading to specialization/ sub-specialization
should be met accordingly through the duties and responsibility of the
accredited CPD provider.
4d also says that the council and the CPD provider is responsible
to ensure maintenance of core competencies and development of
advanced and new competencies, in order to respond to national,
regional and international. Section 8a also says that the council ensures
the adequate and appropriate provision of CPD Programs for their
respective profession. So, of all the effort of the government, PRC, and
CPD regional council, how can we say that CPD is irrelevant when in
fact It helps the professional to be optimally equipped with latest
knowledge of the professional's field of profession.
--Pahirap sa mga professionals na gusto lang mag practice locally at
hindi nage-aim ng international standard

limitado lang sa mga city ang mga providers at hindi naaabot ang

Tungkol naman sa nasabi na ang mga professionals ay
nagkakaroon ng hard time na humanap ng mga accredited na CPD
providers at seminars na pwedeng attendan, one must be aware of the
self-directed program of the CPD council. According to article 1
section3w, Self-directed learning refers to learning activities such as
online training, local/international seminars/nondegree courses,
institution/company-sponsored training programs, and the like, which
did not undergo CPD accreditation but maybe applied for and awarded
CPD units by the respective CPD Council. In short you can comply to
the CPD requirement on your own comfort and will and you can submit
it so that the council can give you credit units for you self-directed
learning. In addition, article 2 section 8e says that the CPD council for
each profession shall develop mechanisms for the validation,
accreditation and recognition of self-directed learning, prior/informal
learning, online learning, and other learning processes through
professional work experience. So, It is not a reason for anyone to not
comply on the CPD law as requisite for license renewal since the
government already laid down all the solutions for the possible
challenges that the law will face.
