Port Dickson Refinery is located about 90km from Kuala Lumpur in Port Dickson, Negeri
Sembilan, and is conveniently connected to cities via a strong network of transportation
routes, enabling the efficient and safe distribution of Petron’s premium products.

SCOPE DESCRIPTION
This requisition details the Scope of Supply and Scope of Work for the fabrication, assembly
and installation of a new Pipeline End Manifold (PLEM) complete with all associated piping and
valves and new 10” and 20” pipelines spools and installation of the complete system together
with Single Point Mooring, Catenary Anchor Leg Mooring (SPM CALM) Buoy system for the
Petron Malaysia Marine Import Facilities 2 Project located at Port Dickson Refinery, Port
Dickson. Petron Malaysia Refining and Marketing Bhd (Petron), hereafter referred to as
OWNER, appointed Foster Wheeler E&C (M) Sdn Bhd (Wood) to provide Engineering
Consultancy service for the Marine Import Facilities 2 Project, hereafter referred to as
PROJECT.
The overall project scope defined for this future importation facility is:
•
To install a new Single Point Mooring (SPM) CALM Buoy system complete with
associate equipment and control systems come with marine floating hose(s) to
connect to a vessel cargo manifold and submarine hose(s) to connect to a new
subsea PLEM
•
To install a new PLEM with valves and hydraulically control actuators and new
pipeline spools all connected to the existing subsea pipelines.

PURPOSE
The purpose of this procedure is to define the requirements for correct handling, storage,
packing, preservation and delivery in order to provide optimum protection against
deterioration or damage to the equipment / item / PLEM structure whilst under the care of
SUB-CONTRACTOR.

RESPONSIBILITY
i.
Material Coordinator shall ensure the procedures are effectively carried out.
ii.
QA/QC Engineer is responsible for the final inspection on the repaired / services
equipment / item / PLEM Structure before any delivery can be done. However, Service
Engineer will take over the responsibility if QA/QC Engineer is not around or on leave.
iii.
Section Head / Head of Department shall ensure all safety handling is maintained.

•
Material Coordinator or designated shall ensure proper handling of equipment / item / PLEM
Structure is maintained and measure to ensure no damage will happen.
•
Company vehicles and forklift are under Material Coordinator supervision.
•
Handling of material shall only be performed with the equipment and tools certified to
perform the handling. Lifting and transportation of material shall be conducted as per
approved lifting procedure.
•
Only selected employee or driver can drive the Company’s vehicles including forklift.
•
The path for vehicle and mobile construction equipment shall be defined, and material shall
not be put within this passage, even for a short time.

STORAGE
•
Material Coordinator or the designated shall be ensure that no unauthorized personnel can
enter the storeroom.
•
Upon receipt of goods into the storeroom, Material Coordinator shall ensure to update the
stock list / inventory record and place the goods in proper place in the storeroom.
•
Material Coordinator with the assigned auditor shall physically stock check on project basis.
Shorts or damages shall be reported to the Service Manager / Designated Manager for
necessary action.
•
In issuing a stock item, Material Coordinator shall record into the Inventory Record Book

before issuing the equipment / item / PLEM Structure.
•
The controlled material and flammable goods such as paint, thinner, gas, metal shaft, etc.
shall be stored at dedicated storage area. Material Coordinator has a full control on these
items and all requests should be in controlled quantity.
•
The movement of those controlled material and Material Coordinator shall closely monitor
flammable goods and the reconciliation shall be made on monthly basis.
•
For material issued for intermediate treatment such as CNC cutting, painting and blasting
prior to issuance for fabrication, the temporary material release note shall be issued by the
time material is dispatched from the storage, with the specific detail of material (including
heat number, serial number, etc). The identification shall be cross checked again when the
material is received after the intermediate treatment, and ensure the identification are
matched.

PRESERVATION
•
All bare machined equipment / item / PLEM Structure surfaces must be sprayed or coated
with antirust preservation e.g. CRC, WD 40 anti-rust coating, etc.
•
All serviced / repaired equipment / item / part shall be placed on the wooden pallet or plastic
basket and strictly prohibited to place them directly on floor or mixed together with any metal
especially for chrome material (where applicable).
•
Such equipment / item / like pipe spool, structure, etc. shall not be placed directly on the
ground to avoid any damages and rusty condition.
•
All internal components shall be sprayed with anti-rust preservation and covered with plastic
to prevent any corrosion problem.
•
All electrical part / box shall be covered from water ingress to prevent any malfunction or
damage with wrapping plastic. All electrical material shall be placed indoor storage facility.
•
All opening hole or any track connectors shall be covered with suitable material / item to
prevent any damage and water ingress.
6.4
PACKING AND DELIVERY
•
All the following procedures shall be followed:
i.
Equipment / item shall be strap down by using nylon or metal strap as appropriate.
ii.
Repaired equipment / item shall be pack inside the wooden crates or special metal
container according to customer request.
iii.
Old or damaged items shall be pack and relocated at rejected or pending area with
clear identification to avoid any misuse.
iv.
•
Equipment / item shall be wrapped and tie up properly during delivery.
A complete Job Card and Job Report shall be submitted to QA/QC Engineer or designated
for his / her review before any delivery can be made. However, if the services / repaired
equipment / item are a very top urgent job, an acceptance will be given. But the complete
Job Card and Job Report must be submitted to QA/QC Engineer immediately.
•
QA/QC Engineer or designated shall do the In-Process Quality Check (IPQC) Report and
Out Going Inspection (OGI) Report to all services / repaired equipment / item.
•
Material Coordinator or designate shall be label the equipment / item to be delivered with a
delivery sticker.
•
All accepted services / repaired equipment / item shall have an “Accepted” sticker from
QA/QC Engineer before any delivery can be made. Material Coordinator or designated shall
prepare the Delivery Order.

All items to be dispatched shall be placed in the Outgoing Area. In the event where there is
insufficient allocated space, equipment / item shall be identified and placed in other clearly
identified designated area, on a temporary basis.
•
Driver is responsible to ensure no damage will occur to the equipment / item when loading,
unloading and between the delivery processes.
