la “Provisión Instalación y Mantenimiento de Boyas y Balizas, sobre margen
izquierda del Río Paraná para la señalización de peligro aislado
correspondiente a la Obra Muelle para Barcazas de la Planta Celulosa de
ALTO PARANA S.A. en la localidad de Puerto Esperanza (Pcia. de
Misiones).” Todos los trabajos se realizarán de acuerdo a la presente
especificación técnica, las condiciones generales de contratación de Alto
Paraná S.A, indicaciones de la inspección de obras civiles y de Seguridad e
Higiene de la planta de Alto Paraná S.A. 2- ALCANCE: El alcance de ésta
especificación comprende todos los trabajos, métodos, materiales, ensayos,
transportes, mano de obra y equipos a utilizar en la ejecución de TAREAS
enunciadas en el presente pliego y aquellas que no figurasen en éste pero

que sean necesarias para la realización de cualquiera de los trabajos
enunciados en forma directa o que estén implícitos en alguna de ellos. 3DATOS BASICOS Y NORMAS DE REFERENCIAS: Todos los trabajos
deberán responder a los Estándares y Leyes Nacionales aplicables: Reglamento Único de Balizamiento de Subsecretaría de Puertos y Vías
Navegables de la Secretaría de Transporte , Perteneciente al Ministerio de
Planificación Federal, Inversión Pública y Servicios. - Ordenanzas Y
Disposiciones de carácter normativo dictadas por el Prefecto Nacional
Naval, reglamentarias de leyes, decretos, resoluciones, reglamentos y
demás normas relacionadas con las funciones de la Prefectura Naval
Argentina. - Política, Procedimientos y Normas de Seguridad y Medio
ambiente de ALTO PARANA S.A. 4- LISTA DE TAREAS A REALIZAR: El
Contratista tendrá a su cargo la provisión de mano de obra, supervisión y
conducción , Técnico de Seguridad, todos los materiales, herramientas y
equipos para el cumplimiento de todos las tareas como así también todos
aquellos elementos que no se indiquen expresamente en éstas
especificaciones y que sean necesarios para la ejecución del servicio,
acorde a lo solicitado. Todas las tareas serán coordinados con la
Supervisión de de Alto Paraná S.A. A continuación se indican los puntos
principales a ejecutar. 4.1- INSTALACIÓN DE BOYAS: El contratista deberá
proveer e instalar dos boyas que cumplirán toda la normativa vigente
mencionada en el Pto 3 de la presente especificación (dimensiones,
materiales, forma, colores, etc.). Las mismas serán emplazadas según
requerimiento de PNA (destacamento Pto. Libertad Pcia de Misiones). Las
embarcaciones y las boyas deberán ingresar por Prefectura, (destacamento
Pto. Libertad Pcia de Misiones) requiriendo la verificación de idoneidad de
las embarcaciones para la tarea solicitada y la conformidad respecto de los
boyas asegurando que las mismas cumplan con los requerimientos
normativos. El conjunto formado por el lastre, la cadena de vinculación, las
sujeciones entre lastre- cadena-boya, deberán responder mecánicamente
en forma adecuada a cualquier exigencia de golpes por embarcaciones,
troncos, crecidas u otro incidente de cualquier índole. Las dimensiones de la
boya será como mínimo de 1.2 metros de diámetro y altura sobre nivel de

flotación de 1.5 a 2 metros, deberán estar normalizadas y responder a lo
exigido por reglamentaciones y normativas vigentes. 4.2- BALIZAMIENTO:
El contratista deberá proveer e instalar sobre cada una de las boyas una
baliza con alimentación de panel solar y batería 12v, La lámpara estará
construida con leds de superbrillo color ámbar que garantiza un alcance de
2 millas náuticas (3.5km). El contratista será responsable de que la baliza se
encuentre operativa las 24hs, todos los días correspondiente al periodo de
duración del contrato objeto de esta Especificación. La baliza deberá contar
con la conformidad según revisión de la PNA. 4.3 MANTENIMIENTO Y
REPOSICIÓN DE BOYAS-BALIZAS: Será responsabilidad del Contratista el
mantenimiento y eventual reposición de boyas y balizas, manteniendo los
estándares enunciados en los puntos anteriores de la presente
especificación. El Contratista deberá garantizar la calidad de los accesorios (
boyas, balizas, baterías, etc. ) de los materiales repuestos. En todos los
casos las operaciones de mantenimiento y/o reposición deberán ser
informadas a la DO y PNA. Nota: No estará permitido la reparación,
modificación o pintura de los elementos correspondientes al boyado y
balizamiento dentro del predio de APSA. 5- GENERALES: 5.1

accordance with this technical specification, the general contracting
conditions of Alto Paraná S.A, indications from the inspection of civil works
and Safety and Hygiene of the Alto Paraná S.A. plant. 2. REACH: The scope
of this specification includes all the works, methods, materials, tests,
transportation, labor and equipment to be used in the execution of TASKS
stated in this document and those that do not appear in this document but
that are necessary for the execution of any of the works stated directly or
that are implicit in any of them. 3- BASIC DATA AND REFERENCE
STANDARDS: All work must comply with applicable National Standards and
Laws: - Single Regulation for Beaconing of the Undersecretariat of Ports and
Navigable Waterways of the Ministry of Transportation, Belonging to the
Ministry of Federal Planning, Public Investment and Services. - Ordinances
and provisions of a regulatory nature issued by the National Naval Prefect,
regulating laws, decrees, resolutions, regulations and other standards
related to the functions of the Argentine Naval Prefecture. - Safety and
Environmental Policy, Procedures and Standards of ALTO PARANA S.A. 4LIST OF TASKS TO BE DONE: The Contractor will be in charge of providing
labor, supervision and driving, Safety Technician, all materials, tools and
equipment to carry out all tasks as well as all those elements that are not
expressly indicated in these specifications and that are necessary for the
execution of the service, according to what was requested. All tasks will be
coordinated with the Supervision of Alto Paraná S.A. Below are the main
points to be executed. 4.1- INSTALLATION OF BUOYS: The contractor must
provide and install two buoys that will comply with all current regulations
mentioned in Point 3 of this specification (dimensions, materials, shape,
colors, etc.). They will be located according to the requirements of PNA (Pto.
Libertad Pcia de Misiones detachment). The vessels and buoys must enter
through the Prefecture, (detachment Pto. Libertad Province of Misiones)
requiring verification of the suitability of the vessels for the requested task
and compliance with respect to the buoys, ensuring that they comply with the
regulatory requirements. The assembly formed by the ballast, the linking
chain, the fastenings between ballast-chain-buoy, must respond

mechanically in an adequate manner to any requirement of impacts from
boats, logs, floods or other incidents of any kind. The dimensions of the buoy
will be at least 1.2 meters in diameter and a height above the water level of
1.5 to 2 meters. They must be standardized and meet the requirements of
current regulations and standards. 4.2- BEACONS: The contractor must
provide and install on each of the buoys a beacon powered by a solar panel
and 12v battery. The lamp will be built with super bright amber LEDs that
guarantee a range of 2 nautical miles (3.5km). The contractor will be
responsible for ensuring that the beacon is operational 24 hours a day, every
day corresponding to the duration of the contract subject to this
Specification. The beacon must have conformity according to the PNA
review. 4.3 MAINTENANCE AND REPLACEMENT OF BUOYS-BEACONS:
The Contractor will be responsible for the maintenance and eventual
replacement of buoys and beacons, maintaining the standards set forth in
the previous points of this specification. The Contractor must guarantee the
quality of the accessories (buoys, beacons, batteries, etc.) of the
replacement materials. In all cases, maintenance and/or replacement
operations must be reported to the DO and PNA. Note: Repair, modification
or painting of the elements corresponding to buoys and beacons will not be
permitted within the APSA property. 5- GENERAL: 5.1 MATERIALS The
