On 23 June 2023, Friday at 11:00 AM, Environmental Management Bureau Region I - IMS
Team convened for a meeting to discuss matters on organizational compliance with the
integrated management system (IMS) specifically in preparation for the conduct of Internal
Quality Audit this July CY 2023.
Forty-seven (47) members of the Environmental Management Bureau Region I - IMS
Team actively participated during the meeting presided over by IM/QM Representative,
Engr. Remedios A. Jimenez.
II.
Objectives
In the interest of the public service, the meeting has the primary objective to strengthen the
organizational capacity and sustain compliance with the ISO-integrated management
system.
Specifically, EMB I -Integrated Management Team aimed to evaluate and enhance
organizational areas pertaining to quality management, environmental management
system, occupational health & safety, and internal quality system as collectively for
compliance with integrated management system standards.

Flores discussed the IA
Procedures and some
important matters pertaining
to the conduct of internal
quality audit in EMB 1. She
reiterated the vital elements
of an internal audit, viz: the
classification of findings,
the internal auditors, and IA
performance evaluation.
Engr. Remedios A.
Jimenez called the
attention of the IMS
Team if there is a
need to revise the
presented Internal
Audit Procedure.
Regarding Internal Audit
Procedures:
The body agreed to retain the
existing Internal Audit
Procedure.
Regarding Internal
Auditors and Selection of
IA Deputy:
Per the conducted IA
performance evaluation,
respective scores of the
internal auditors were
presented. Top 3 internal
auditors: Engr. Rogelio B.
Gabuyo, Jr, Ms. Leny Grace
L. Cajote, and Ms. Ma.
Isabel O. Perez-Mamaradlo
all earned a perfect IA
performance score of 5.
Regarding the
Selection of IA
Deputy:

Jimenez suggested
that selection of IA
Deputy should be
through votation.
2. Preparation for the Internal Audit

for a basis in selection of
deputy IA Lead (based on
IA performance score,
length of experience as an
auditor, etc).
The body agreed that IA Lead
will be excluded from the
conduct of regular internal
auditing.
Regarding the Selection of
IA Deputy:
The body agreed in the
designation of Ms. Ma. Isabel
O. Perez-Mamaradlo as the
IA Deputy.
Engr. Rogelio B.
Gabuyo Jr declined
his nomination for IA
Deputy. He said that
he still needs deeper
experience of IA
procedures and ISOrelated matters.

Observation from the
previous surveillance audit:
The IA Lead must be
excluded in the conduct of
internal audit of regular
processes of an
organization. Rather, the IA
Lead should only
assess/evaluate the conduct
of internal auditing by the
internal auditors.
Mamaradlo has a vast
knowledge in ISO
compliance
procedures and
moreover has been an
active member of the
EMB 1 ISO Core
Team since CY 2017.
To date, EMB 1 has a total
of 25 internal auditors.
Regarding the Internal
Audit Plan for CY 2023:
Engr. Maria Theresa D.
Flores presented the
proposed IA plan tentatively
slated for July 3-14, 2023 (2
weeks). She asked if there
are some impending office
activities that should be
considered in selection of
specific dates per process.
Regarding the
Internal Audit Plan
for CY 2023:
Engr. Remedios A.
Jimenez said that new
members of IA Team,
Engr. Sherwin
Labilles and Engr.
Vic Joseph P.
Esquejo must be
enlisted as IA
observers.
Engr. Maria Theresa
D. Flores asked the
body for any
suggestions regarding
IA assignment.
Otherwise, IA shall
adopt the previous
audit plan.
Engr. Remedios A.
Jimenez encouraged
the internal auditors
to choose their
preferred partners and
respective processes
to audit.
Regarding the Internal
Audit Plan for CY 2023:
The body agreed to have the
EMB 1 Internal Audit to be
conducted on the following
