MINISTRY OF RESEARCH, TECHNOLOGY AND HIGHER EDUCATION OF REPUBLIC INDONESIA REGULATION OF THE MINISTER OF RESEARCH, TECHNOLOGY AND HIGHER EDUCATION OF THE REPUBLIC INDONESIA NUMBER 62 YEAR 2016 CONCERNING HIGHER EDUCATION QUALITY ASSURANCE SYSTEM BY THE GRACE OF GOD ALMIGHTY THE MINISTER OF RESEARCH, TECHNOLOGY AND HIGHER EDUCATION THE REPUBLIC OF INDONESIA Considering : that in order to implement Article 52 paragraph (3) and Article 54 paragraph (8) of Law Number 12 of 2012 concerning Higher Education, it is necessary to stipulate a Regulation of the Minister of Research, Technology and Higher Education concerning the Higher Education Quality Assurance System; In view of : 1. Law Number 12 of 2012 concerning High Education (2012 State Gazette of the Republic of Indonesia Number 158, Supplement to the State Gazette of the Republic of Indonesia Number 5336); 2. Government Regulation Number 4 of 2014 concerning the Implementation of Higher Education and Management of Higher Education (State Gazette of the Republic of Indonesia of 2014 Number 16, Supplement to the State Gazette of the Republic of Indonesia Number 5500); -2 - 3. Presidential Regulation Number 13 of 2015 concerning the Ministry of Research, Technology and Higher Education (State Gazette of the Republic of Indonesia of 2015 Number 14); 4. Presidential Decree Number 121/P of 2014 concerning the Establishment of Ministries and the Appointment of Working Cabinet Ministers for the 20142019 Period; 5. Regulation of the Minister of Research, Technology and Higher Education Number 15 of 2015 concerning the Organization and Work Procedures of the Ministry of Research, Technology and Higher Education (State Gazette of the Republic of Indonesia of 2015 Number 889); 6. Regulation of the Minister of Research, Technology and Higher Education Number 44 of 2015 concerning National Higher Education Standards (State Gazette of the Republic of Indonesia of 2015 Number 1952); DECIDE: TO STIPULATE: The Ministry of Research, Technology, and Higher Education Concerning the Quality Assurance System in Higher Education CHAPTER I GENERAL PROVISIONS Article 1 In this Ministerial Regulation what is meant by: 1. The quality of higher education is the level of conformity between the implementation of higher education and the Higher Education Standards which consist of National Higher Education Standards and Higher Education Standards Set by Higher Education Institutions. 2. The Higher Education Quality Assurance System, hereinafter abbreviated to SPM Dikti, is a systemic activity to improve the quality of higher education in a planned and sustainable manner. -3 - 3. Internal Quality Assurance System, hereinafter abbreviated as SPMI, is a systemic activity of guaranteeing the quality of higher education by each university autonomously to control and improve the implementation of higher education in a planned and sustainable manner. 4. External Quality Assurance System, hereinafter abbreviated as SPME, is an assessment activity through accreditation to determine the feasibility and level of quality achievement of study programs and universities. 5. Higher Education Data Base, hereinafter abbreviated to PDDikti, is a collection of data on the implementation of higher education for all tertiary institutions that is integrated nationally. 6. National Higher Education Standards are standard units which include National Education Standards plus National Research Standards and National Community Service Standards. 7. Higher Education Standards Set by Higher Education Institutions are a number of standards at higher education institutions that exceed the National Higher Education Standards. 8. Higher education is an educational unit that provides higher education. 9. The National Accreditation Board for Higher Education, hereinafter abbreviated as BAN-PT, is a body established by the Government to independently carry out and develop higher education accreditation. 10. Independent study program accreditation institutions, hereinafter abbreviated as LAM, are institutions established by the Government or the community to carry out and develop study program accreditation independently. 11. The Ministry is a government apparatus in charge of government affairs in the field of higher education. 12. Minister is the minister who administers government affairs in the field of higher education. 13. Directorate General is the Directorate General of Learning and Student Affairs of the Ministry of Research, Technology and Higher Education. -4 - Section 2 (1) SPM Dikti aims to guarantee the fulfillment of Higher Education Standards in a systemic and sustainable manner, so that a culture of quality grows and develops. (2) SPM Dikti functions to control the implementation of higher education by universities to create quality higher education. CHAPTER II QUALITY ASSURANCE SYSTEM MECHANISM HIGHER EDUCATION Article 3 (1) SPM Dikti consists of: a. SPMI; And b. SPME (2) SPMI as referred to in paragraph (1) letter a is planned, implemented, evaluated, controlled and developed by higher education institutions. (3) SPME as intended in paragraph (1) letter b is planned, evaluated, implemented, controlled and developed by BAN-PT and/or LAM through accreditation in accordance with their respective authorities. (4) The output of SPMI implementation by tertiary institutions as intended in paragraph (2) is used by BAN-PT or LAM to determine the accredited status and ranking of tertiary institutions or study programs. Article 4 (1) Planning, implementation, evaluation, control and development of SPMI and SPME are based on Higher Education Standards. (2) Higher Education Standards as intended in paragraph (1) consist of: a. National Higher Education Standards; And b. Higher Education Standards Set by Universities. (3) National Higher Education Standards are prepared and developed by the National Higher Education Standards Agency and stipulated in Ministerial Regulations. (4) Higher Education Standards Determined by Higher Education Institutions are prepared and developed by higher education institutions and stipulated in higher education leadership regulations for PTNs, or regulations of the organizing legal entity for PTS, after being approved by the senate at the tertiary level. -5 Article 5 (1) SPMI has an activity cycle consisting of: a. setting Higher Education Standards; b. implementation of Higher Education Standards; c. evaluation of the implementation of Higher Education Standards d. controlling the implementation of Higher Education Standards; e. improving Higher Education Standards. (2) Evaluation as intended in paragraph (1) letter c is carried out through an internal quality audit. (3) SPMI is implemented in all areas of higher education activities, namely: a. academic, including education, research and community service; And b. non-academic, including human resources, finance, facilities and infrastructure. (4) The activities as intended in paragraph (3) are used to achieve Higher Education Standards. (5) SPMI as a system is evaluated and developed continuously by the university concerned. (6) SPMI is determined in the regulations of the higher education leader for PTNs or the regulations of the organizing legal entity for PTS, after being approved by the senate or academic senate of the higher education institution. Article 6 (1) SPME carried out through accreditation has an activity cycle consisting of: a. Data and Information Evaluation stage; b. stage of Determining Accreditation Status and Accredited Ranking; And c. Monitoring and Evaluation Stage of Accreditation Status and Accredited Ranking. (2) SPME is developed sustainably by BAN-PT and/or LAM in accordance with their respective authorities. (3) Further provisions regarding the activity cycle as intended in paragraph (1) are regulated in a Ministerial regulation. Article 7 Data, implementation information, and SPMI and SPME outputs are reported and stored by universities in PDDikti. -6 - CHAPTER III DISTRIBUTION OF DUTIES AND AUTHORITY Article 8 (1) The Directorate General has duties and authority in the formulation, coordination and implementation of SPM Dikti policies. (2) The National Higher Education Standards Agency has the task and authority to prepare and develop National Higher Education Standards. (3) The Quality Assurance Directorate has duties and authority in preparing policy formulation, facilitation, implementation, coordination, supervision, monitoring control, evaluation and reporting in the field of SPMI. (4) Higher education institutions have duties and authorities: a. planning, implementing, evaluating, controlling and developing SPMI; b. prepare SPMI documents consisting of: 1. SPMI policy document; 2. SPMI manual document; 3. standard documents in SPMI; And 4. form documentts used in SPMI; c. Establishing a quality assurance unit to integrate SPMI in higher education management; d. managing PD Dikti at the tertiary level. (5) The National Accreditation Board for Higher Education (BAN PT) and/ or the Independent Accreditation Institute (LAM) has the duty and authority to carry out SPME through the accreditation of higher education institutions and/or study programs. -7 - CHAPTER IV TRANSITIONAL PROVISIONS Article 9 (1) Before the National Higher Education Standards Agency as intended in Article 8 paragraph (2) is formed, the duties and authority of the National Higher Education Standards Agency are carried out by the National Education Standards Agency. (2) In carrying out its duties, the National Higher Education Standards Agency coordinates with the National Education Standards Agency. (3) Further provisions regarding the establishment of the National Higher Education Standards Agency are regulated by a Ministerial Regulation. -8 CHAPTER V CLOSING Article 10 When this Ministerial Regulation comes into force, Minister of Education and Culture Regulation Number 50 of 2014 concerning the Higher Education Quality Assurance System is revoked and declared invalid.
