Main idea of the feature and advantages it brings.
The 5GC000480: Radio Admission Control for NSA Mode 3x Operation feature introduces
radio admission control checks for the NSA mode 3x operation. Radio Admission Control feature
protects L1 and L2 resources against high radio resource load. It provides the possibility for the
operator to control amount of active users and users not having QoS flow data radio bearer on
gNB and cell level.

4. 5GC000480 description
This feature introduces radio admission control checks for the NSA mode 3x operation.
The 5GC000480: Radio Admission Control for NSA Mode 3x Operation feature introduces basic
radio admission control for the gNB NSA mode 3x operation. The gNB check each procedure which
tries to add an active UE, that is, a UE with at least one data radio bearer established, or
procedures which try to add data radio bearers whether an operator-configurable number of:
active UEs operating in NSA mode 3x per 5G cell, the cell level admission limit is based on user
plane (UP), control plane (CP) HW capacity, channel state information (CSI) resource situation,
physical uplink control channel (PUCCH) allocation is exceeded.
active UEs operating in NSA mode 3x per gNodeB per NRCELLGRP is exceeded.
non-GBR data radio bearers of active UEs operating in NSA mode 3x per NRCELLGRP is
exceeded.
The related request is rejected if one of the above conditions is fulfilled. An all-or-nothing
approach is applied by the radio admission control.
Limitation on number of Scell allocations per cell are introduced with mobility or carrier
aggregation functions.
Radio Admission Control (RAC) compares the amount of NSA users, non-GBR data radio bearers
(DRBs) with operations, administration, and maintenance (OAM) parameters.

gNB BC selection based on allowedBC-ListMRDC order from eNB
The allowedBC-ListMRDC is an information element (IE) that consists of Multi-RAT Dual
Connectivity (MR-DC) band combination candidates for EN-DC.
The band combination (BC) selection functionality allows to maintain the order of BCs received
from master eNB (MeNB) in allowedBC-ListMRDC IE during EN-DC connection setup or EN-DC
connection modification. It selects the BC with the best 5G UL and DL throughput.
In case of several BCs that propose the same 5G UL and DL throughput, gNB chooses the BC with

the lowest position index. This means that for gNB, the BC in the first position in allowedBCListMRDC has the highest priority. This mechanism applies to both NSA frequency range 1 (FR1)
and NSA frequency range 2 (FR2).
The gNB BC selection based on allowedBC-ListMRDC order from eNB functionality
introduces the NRBTS Activate prioritization of band combinations based
on allowedBC-ListMRDC order applied by MeNB
(actAllowedBcListMrdcPrioBcSel) parameter to activate this functionality. For more

The gNB BC selection based on allowedBC-ListMRDC order from eNB is disabled by
default.

Instructions to activate the gNB band combination (BC) selection based on allowedBCListMRDC order from eNB functionality
Before you start
See Configuring Features with Web Element Manager for general management tool
instructions.
Check if the BTS is commissioned and operational.
Check if BTS elements are detected and configured.
Modifying the settings of the parameters used in this procedure doesn't interrupt service
availability.
Procedure
1
Go to the Parameter Editor.

Set the NRBTS Activate prioritization of band combinations based on
allowedBC-ListMRDC order applied by MeNB
(actAllowedBcListMrdcPrioBcSel) parameter to true.

Optional:
Set the NRDCDPR
Activate sorting the band combination list for
MRDC (actSortBcListEnDc) parameter to true.
This is an optional step but it's highly recommended to activate the Sorting the list in
allowedBC-ListMRDC in eNB functionality. For more information, see Single RAN Operating
Documentation / Single RAN Features / 5G EN-DC Option 3x document / Sorting the list in
allowedBC-ListMRDC in eNB section.
Result
The selection of band combination based on allowedBC-ListMRDC order is now enabled.
