Main duties In charge of the development and maintenance of health, safety and environmental systems Ensure the standards are observed Conduct in-depth statistical analyses Define risks Propose appropriate solutions in accordance with applicable legislation and corporate policies Ensure the implementation of new standards Be the main contact for inspection services Train personnel on the standards to be observed Negotiate and manage the health, safety and environment budget Participate in internal awareness campaigns Depending on the size of the company, the HSE position can be split up among different professionals or be done by a single engineer. Job Description Job description/responsibilities: - Review Contractors HSE Plan, monitor and ensure implementation of the approved HSE plan. - Evaluate Contractor's key HSE personnel and make recommendations to CLIENT for their approval - Conduct regular HSE Inspection/Audits and SOCs (Safety Observations and Conversations). - Interface with Contractors HSE staff, CLIENT HSE department and Plant Operations HSE. - Collect Safety Statistics from Contractors and issue Safety Performance Statistics as needed for CLIENT and Company reports. - Monitor project Safety programme to ensure it supports progress through proactive planning with the Lead Construction Engineer.(LCE) - Enforce CLIENT HSEMS requirements. - Encourage Contractors to adopt Company Safety Standards and other industry best practices in HSE. - Evaluate the Contractor’s HSE performance on an ongoing basis. Make recommendations for improvement to the LCE and CLIENT Team Leader as needed. - Ensure emergency procedures are established. - Conduct accident / near miss investigations. - Conduct HSE induction / orientation for new PMC site personnel. Monitor the Contractor’s training program. - Manage the PMC project training records and Safety files. - Audit Contractors Safety files to ensure compliance with their CLIENT contract Safety requirements. - Audit Contractor equipment certifications to ensure they are current. - Audit CLIENT EOD training register to monitor Contractor compliance with project requirements. - Issue Safety Bulletins as necessary. Execute safety programs for locations and minimize company safety losses. Develop a culture to anticipate and prevent health hazardous conditions. Drive behaviors preventing illnesses in work place by engaging management commitment. Interpret legal requirements and standards by monitoring R&D projects. Deploy Automation and Controls Solutions Health, Safety and Environmental Management Systems program. Investigate incidents, determine root cause and develop corrective actions.
