This informs the people that Reagan is a good leader by lowering those two rates. This will mostly be an effective strategy because you are only talking good about what will happen and not talk bad about anyone or anything. Even though you are putting someone under the bus, you are not saying their name or stating their existence. This strategy is ethical because yes you are targeting the last leader, but you aren't exactly targeting the last leader or blaming them for what has happened. You are respecting your opponents by not stating their existence or stating their name and then continue to trash talk them.
