My warmest greetings to the Class of 2023 for the successful culmination of your academic endeavors.
This milestone attests to the hard work and perseverance you have exemplified as you embark on another journey
leading you to the realization of your aspirations of a better life and a better future. I join your families and
academic communities in celebrating this achievement. We recognize their valuable role in your growth and
development as well-rounded individuals — preparing you to face the demands of higher learning or navigate the
complexity of life as successful professionals. I am with you in forging a path toward progress even as you continue
to live by the tenets that have guided you in your academic training and inspired you to pursue excellence as
young leaders.
May the knowledge and skills you have gained serve as your springboard for greater success and inspire you to
become catalysts of transformative social growth within your respective communities.I hope you will realize the
depth of your potential and the power that you now possess as young educated Filipinos — and use this not only to
achieve your dreams and change your lives for the better, but also help our fellow Filipinos and our country.
As future leaders and builders of our nation, may you become persistent, determined, and committed to the fight
for peace, security and stability, the ending of poverty, the campaign to give Filipino children access to basic
education, the protection of the environment, the promotion of health and nutrition, and many other challenges
that we are facing today. Consistent with our vision in the MATATAG agenda, we will continue to promote
programs and uphold reforms that will nurture resilient mindsets so that we can hone young Filipinos who have the
capacity and resiliency to thrive in challenging circumstances.
The grit and resilience of Filipino learners amid the difficulties of everyday life will continue to inspire us and
empower us in building an education system that responds to the changes of our time. Through an inclusive
education that is forged by a positive learning environment, I am optimistic that we can continue to produce
competent young citizens like you who will help steer our nation’s path to sustainable development. Let this
milestone remind us of the indispensable role of education in charting the course of our youth’s future and in
harnessing their potential to become outstanding individuals. This year’s graduates have done a great job of
channeling their passions into endeavors that will enrich their pursuits and advance their respective vocations and
professions.
As you move into the next chapter of education and leave the halls of your alma mater, it is my hope that you will
unceasingly work hard to become active stakeholders in our nation-building efforts. Together with our academic
partners in all education levels, let us remain committed to promoting our youth’s strong sense of nationalism so
they can be part of a productive and responsible citizenry that will help chart the path of our nation’s growth.
Again, congratulations to the Class of 2023! May you continue to pursue your ambitions with zeal, persistence, and
excellence and use it to create a better future for all.
Sama-sama tayong magsumikap abutin ang ating layunin: Bansang makabata, batang makabansa.
Lahat- para sa Diyos, bayan, at pamilyang Pilipino. Shukran.
SARA Z. DUTERTE
Vice President of the Philippines
Secretary of the Department of Education
With bountiful joy and boundless admiration, I extend my sincerest and heartfelt
felicitations to the extraordinary trailblazers of Central Luzon, the illustrious graduates of
Batch 2023!
Throughout your years in the K-12 system, you have weathered challenges, overcome
obstacles, and shown remarkable resilience most especially during the great trials we all
have faced during the COVID-19 pandemic has taught us the true power of education.
From the early years of kindergarten, where you took your first steps into formal
schooling, to the final years of senior high school, where you honed your talents and
discovered your passions, each stage has contributed to shaping the person you are
today.
But my dear graduates, it is your resilience that has truly set you apart. The journey
through K to 12 has not been without its stage of challenges. From adjusting to new
learning environments and facing rigorous academic demands to adapting to online
learning and other distance learning modalities during unforeseen circumstances, you
have demonstrated your strength and determination to success despite all odds.
Now that you are to start another chapter in your lives, I advise you to always bring with
you the foundation you have built as a core testament to your great resilience. My dear
graduates, never be afraid of embracing the challenges that lie ahead of you. Stand
firm and bring with you a brave heart to follow your dreams, you shall ascend above
every hurdle, triumphing over adversity and surmounting every obstacle that has
crossed your path. May you never forget the lessons you have learned, the relationships
and friendships you have forged, and all the teachers and educators who have been
with you along the way. As you embark on this new chapter, may your resilience help
you navigate into the vast ocean of life, withstanding all storms and shipwrecks, and
may you find yourself celebrating the victories of life and be with Motherland in her
pursuit of a lifelong learning project.
Congratulations, K to 12 Graduates! You are the embodiment of resilience, and I have
no doubt that you will make a positive impact on the world.
Best wishes for your future endeavors!
MAY B. ECLAR, PhD, CESO III
Regional Director
My warmest congratulations to the completers and graduates of School
Year 2022-2023.
Our theme for this year’s End-of-School-Year Rites is K to 12 Graduates:
Molded through a Resilient Educational Foundation. Indeed, you have
surpassed extraordinary challenges especially during the conduct of
distance learning, for you to receive your diplomas/certificates. Your
resilience was manifested when you fearlessly decided to continue your
studies despite the harsh effects of the pandemic in your family’s physical,
mental, and emotional well-being.
The return of in-person classes at the start of the school year resulted to
a series of adjustments on your pursuit of learning. There may be instances
when you experienced failures, disappointments, and discouragements, but
your courage and your determination to overcome them were stronger for
you not to give up on your dreams of finishing your studies. In the process,
you were able to showcase your patience and perseverance amidst those
tough times.
According to C. S. Lewis, “Hardships often prepare ordinary people for
an extraordinary destiny.” There may be hardships that you have
encountered in life, but these difficulties have transformed you into wiser and
braver individuals, and with God as your ultimate Guide, you can
confidently achieve your dreams in life and claim your “extraordinary
destiny”.
Again, congratulations, and may God continue to bless you on the
next phase of your life’s journey.

MOVING UP SONG
Kay raming pangarap, minsan natutupad
Minsan ‘di para sa atin
Sa mga pagkakataong ito
Ako’y nagpapasalamat pa rin
Sa pagsikat ng araw
Liwanag ng buwan at bituin
Tubig sa dagat, mga puno’t bundok
Sariwang simoy ng hangin
O kay ganda ng ating mundo
Nasisilayan ng aking puso
At sa mga biyayang ito
Tupad na ang pangarap ko
Tupad na ang pangarap ko
Mga bituin sa kalangitan
Kailangan bang abutin
Kung liwanag nito’t pagniningning
Ay kaligayahan na sa akin
Bahaghari pagkatapos ng ulan
Halakhak at awiting kay sarap pakinggan
Mga taong mabait at mapagbigay
Yakap at ngiti ng mahal sa buhay
O kay ganda ng ating mundo
Nasisilayan ng aking puso
At sa mga biyayang ito
Tupad na ang pangarap ko
Tupad na ang pangarap ko
Kagandahan, kabutihan
Kaligayahan ang hatid
