Pogoy Jr. Date: September 2, 2023 Read, reflect and write a critical reflection paper on Domain 3 Focusing on Teaching and Learning of the PPSSH guided by the following questions: 1. Where do you find yourself as principal in terms of career stage in this domain? Why? 2. From the strands in Domain 3, which do you consider your strengths? Your weaknesses? Why? 3. To reach Career Stage 4 in this domain, what should you do to become more effective as a school head in terms of supervision of instruction. This reflection paper will deviate from the guide questions above since I am not a principal. I will be discussing my personal observations regarding the school heads that I am working with right now in terms of Domain 3: Focusing on Teaching and Learning of the PPSSH. Schools Division Office of San Juan City is the smallest division office in the National Capital Region. The SDO has 13 school heads since we only have 3 integrated schools, 6 elementary schools, 2 junior high schools, and 2 stand alone senior high schools. In terms of their rank as school heads, we only have 2 Principal IVs, 3 Principal IIIs, 2 Principal IIs, 5 Principal Is, and 1 Officer-in-Charge. Based on their rank, majority of the school heads are new and they have just assumed the position in less than five years. Since the policy as of now is that the position will define the default career stage of the school heads, the 2 Principal IVs are expected to be in career stage 4, while 3 are in the career stage 3, and majority of them are in career stage 2. Domain 3: Focusing on Teaching and Learning concentrates on the work of school heads in promoting quality teaching and learning. This domain emphasizes the school heads’ commitment in providing instructional leadership towards improving competence among teachers and outcomes among learners. In this domain, school heads are expected to provide technical assistance on instruction that relates to curriculum, practice, and performance. They should also create a learner-centered environment that ensures access to inclusive, excellent, relevant and liberating education. On my personal observations, the school heads demonstrate strand 3.1 school-based review, contextualization and implementation of learning standards since they have the approved School Improvement Plan and the Annual Implementation Plan that underscore the various programs, projects, and activities on literacy and numeracy under the quality pillar. It is also notable that they demonstrate strand 3.5. since they led the development of assessment materials including the periodic tests last SY and it has been a practice in the SDO. The schools are also maintaining conducive learning environments for learners in compliance to strand 3.6 learning environment. Strand 3.7 career awareness and opportunities and strand 3.8 learner discipline are also evident since they have undertaken initiatives in career guidance and ensure learner-centered schools thru the establishment Child Protection Policy Committee. As the Chief of CID, the focus of supervision will be on Strand 3.2 Teaching standards and pedagogies, Strand 3.3 Teacher performance, and Strand 3.4 Learner achievement and other performance indicators. These indicators will be the priority improvement areas of the supervision. There will be regular articulation sessions with the School Heads on this matter. The partner supervisors will include these strands on their Instructional Supervisory Plan (ISP). The CID in coordination with the SGOD will also strengthen the mentoring and coaching sessions for middle level managers in support to this domain. This will also be included as their developmental needs in their Office Performance Commitment and Review Form (OPCRF).
