The council meeting started with the invocation led by Fr. Arnold Abelardo. Thereafter, Gov.
Aurelio M. Umali, Chairperson of the PDC, PPOC, PDRRMC, PDAC, PFC, PLSB, PHB and PTF-ELCAC of
the Province called the Joint Council Meeting to order at 2:00 in the afternoon.

To facilitate the meeting, each council secretaries namely: Engr. Dennis C. Agtay for PDC, PADAC;
Mr. Michael DC. Calma for PDRRMC, for PFC; Miss Jaycel Villegas, for PLSB; Mr. George Sagun, Miss
Rachel Aurelio for PHB; and DILG Provincial Director Atty. Ofelio A. Tactac for PPOC and PTF-ELCAC,
confirmed the presence of a quorum.

Next was the motion to dispense with the reading of the previous minutes of the different councils
and correspondingly, its adoption and approval which was duly seconded by each member of the
councils.

Dr. Rodolfo B. Punzalan from CSO moved to dispense with the reading of the Minutes of the
previous PDC meeting and correspondingly to approve and adopt the same. This was duly seconded by
Dra. Josefina Garcia, a PDC member.

The Chair was very thankful for the presence of the Mayors during the video conference and asked
the secretariat to acknowledge the mayors present.

As the preliminary statement of the meeting proper the Chair started that elsewhere perhaps it is
only the province of Nueva Ecija is conducting a joint meeting of the local special bodies. Reasons are
for convenience and expediency. The hardships to get the schedule of everyone considering pandemic
and typhoons according to the Chair are deterrent to conduct separate meetings. As far as Nueva Ecija
is concern, he continued, discussions are intertwined with other issues and needed to be shared and
learned with other stakeholders and local bodies to become aware and updated with what is
happening in the province.

Next was the reconstitution of the Local Special Bodies following the accreditation of the civil
society organizations as indicated in the executive order signed by the governor and chair. BM Baby
Palilio moved for the approval of the reconstitution made and was seconded by Engr. Marlon
Hernandez.

Thereafter, the PDRRMC situationer, pre- disaster initiatives and assessment, capacity assets and
major concerns and operations was presented on the screen thru PDRRMO Mr. Michael DC. Calma,
ph.D.

Also presented and discussed was the Local DRRM Fund Investment Plan for 2023. Mr. Bernardo
Valdez moved for the approval and adoption of the plan as was presented and was seconded by Engr.
Marlon Hernandez.

Also mentioned was the importance of declaring the province under the state of calamity. This will
give the LGU according to the governor and chair the freehand on how to realign some of the funds to
address readily concerns in the respective jurisdiction.

Next was the acknowledgement of the presence of Vice Governor Doc. Anthony Umali as he
substituted in conducting the meeting.

Next presented was the highlight of investment opportunities for Nueva Ecija. Atty. Joe Marie San
Pedro gave the proposed tourism platform for Nueva Ecija such as the Commercial and Government
Center in Brgy. Ganaderia Talavera Nueva Ecija and the Freedom Park View Hotel (proposed name)
which will be in Cabanatuan City as part of the phase3 of the development of Nueva Ecija.

The Chair stated that the proposed Freedom Park View Hotel will definitely won’t disturb nor
destroy the century old trees of the location. A separate presentation to discuss the detailed plans of
the proposed project was also encouraged.

Next was the Productivity Enhancement Service Beltway project in the amount of 4.3M and the
Development Fund Utilization for 2023 in the amount of 310.8M which are included in the Annual
Investment Program for 2023 was also presented and discussed by the secretariat.

Knowing the pleasure of the body, Doc Rudy Punzalan respectfully moved for the approval and
adoption of the Annual Investment Plan for 2023 as presented and was duly seconded by Mayor Imee
L. De Guzman of Sto. Domingo.

For PPOC, PTF-ELCAC and also PADAC Mrs. Alfa Reyes from DILG called for PCol Richard V.
Caballero from NEPPO to give their presentation. This tackled on Nueva Ecija Situation Updates and
Assessment, Comparative Crime Statistics and Indicators and Highlights of the ELCAC accomplishment
reports.

Furthermore, the PDEA Assistant Provincial Officer presented the current drug situation and
accomplishments and updates on Barangay Drug Clearing Program of Nueva Ecija. The Chair wants to
probe drug situation in Cabanatuan and even requested for a separate meeting to finally address the
number and fast track on the results.

Next Report was from AFP thru Major Valera which highlighted the area of operation, threat
situation and significant accomplishments. The Chair counsel was to join task force kalikasan to combat
illegal logging.

Next was the presentation of PPOC from DILG-NE on POPS Planning by clustering. Mrs. Alfa Reyes
discussed on functional audits etc. while Atty. Ofelio Tactac tackles on the latest Issuances. Major
Valera asked for preparation to ready data, to furnish draft and coordinate with him.

Last was the presentation from PFC on supplemental guidelines of grain quality, moisture content
and prevailing market prices. Also undertaken was the authority granted to the Governor to determine
the reduced selling price on a case-to-case basis using the above criteria.

Finally, since there were no more queries and concerns to be clarified, the Governor and Chair
thanked everyone for their valued participation. He then adjourned the joint virtual assembly at 3:16 in
the afternoon.
