DEFINITIONS AND ABBREVIATIONS
• ORGANISATION - AN ORGANIZED GROUP OF PEOPLE WITH A PARTICULAR PURPOSE, SUCH AS A BUSINESS OR
DEPARTMENT.
• ACTIVITY - A CONDITION IN WHICH THINGS ARE HAPPENING OR BEING DONE, AN INDIVIDUAL STEP IN A PROCESS.
• FACILITY - A BUILDING
• PHYSICAL ENVIRONMENT - THE SURROUNDINGS IN WHICH THE ORGANIZATION OPERATES, INCLUDING AIR, WATER,
LAND, NATURAL RESOURCES, FAUNA, FLORA, HABITATS, ECOSYSTEMS, BIODIVERSITY, HUMANS (INCLUDING HUMAN
ARTEFACTS, CULTURALLY SIGNIFICANT SITES AND SOCIAL ASPECTS) AND THEIR INTERACTION, MAY ALSO REFER TO
TEMPERATURE, HUMIDITY ETC.
• EQUIPMENT - EQUIPMENT REFERS TO, BUT IS NOT LIMITED TO TOOLS, CLOTHING, MACHINERY, COMPUTERS OR ANY
OTHER ITEMS USED IN AN OPERATION FOR A PARTICULAR PURPOSE.
• TECHNOLOGY - MODERNIZATION – THE APPLICATION OF SCIENTIFIC KNOWLEDGE FOR PRACTICAL PURPOSES
• PROCEDURE - A SPECIFIED WAY TO CARRY OUT AN ACTIVITY OR A PROCESS. PROCEDURES CAN BE DOCUMENTED OR
NOT.
DEFINITIONS AND ABBREVIATIONS
• LAWS - A RULE OR SYSTEM OF RULES RECOGNIZED BY A COUNTRY OR COMMUNITY AS REGULATING THE ACTIONS
OF ITS MEMBERS AND ENFORCED BY THE IMPOSITION OF PENALTIES, E.G. NATIONAL, PROVINCIAL AND LOCAL
LEGISLATION, APPLICABLE TO THE ACTIVITIES CARRIED OUT AT WBBT
• REGULATIONS - A RULE OR DIRECTIVE MADE AND MAINTAINED BY AN AUTHORITY. REGULATIONS USUALLY FOLLOW
ON A SECTION OF AN ACT AND ARE DESIGNED TO ADDRESS SPECIFIC TOPICS PERTAINING TO THAT ACT.
• STANDARD – SOMETHING USED A MEASURE, NORM, OR MODEL IN COMPARATIVE EVALUATIONS, A DOCUMENT
OUTLINING VARIOUS REQUIREMENTS THAT IS NEEDED TO FORM THE BASIS FOR THE DEVELOPMENT AND APPLICATION
OF A SYSTEM. EXAMPLES INCLUDE, BUT ARE NOT LIMITED TO ISO 9001 STANDARD, ISO 14001 STANDARD, ISO 45001
STANDARD, ENGINEERING STANDARDS, SANS CODES.
• MATERIALS - THE MATTER FROM WHICH A THING IS OR CAN BE MADE – ITEMS NEEDED FOR AN ACTIVITY. EXAMPLES
OF MATERIALS INCLUDE, BUT ARE NOT LIMITED TO RAW MATERIALS, BUILDING MATERIALS, CONSUMABLES ETC.
• PRODUCT - A SUBSTANCE PRODUCED DURING A NATURAL, CHEMICAL OR MANUFACTURING PROCESS, A RESULT OF
AN ACTION OR PROCESS. EXAMPLES INCLUDE, BUT ARE NOT LIMITED TO FINAL PRODUCT, SLAG, SLUDGE, BAG FILTER
DUST ETC.
DEFINITIONS AND ABBREVIATIONS
• SYSTEM - A SET OF ARRANGEMENTS, RESPONSIBILITIES AND AUTHORITIES AIMED AT ENSURING THE ACHIEVEMENT OF
DEFINED OUTCOMES. SYSTEMS CAN BE EITHER MANUAL OR ELECTRONIC. EXAMPLES INCLUDE, BUT ARE NOT LIMITED
TO: SAP, PIVOT, BBS, AND IMS.
• SERVICE - THE ACTION OR PROCESS OF SERVING. A SYSTEM SUPPLYING A NEED SUCH AS TRANSPORT, OR UTILITIES
SUCH AS WATER AND ELECTRICITY
• CHANGE MANAGEMENT - THE SYSTEMATIC PROCESS FOR DEALING WITH CHANGE TO MANAGE SHE RISKS/IMPACTS.
• CHANGE - IS THE RESULT OF A CONSCIOUS DECISION TO EXCHANGE, SUBSTITUTE, CONVERT, ALTER, ADD, MODIFY OR
VARY A COMPONENT OF AN EXISTING PROCESS, ITS EQUIPMENT AND/OR CONTROL AND MANAGEMENT SYSTEMS.
CHANGE CAN BE ADMINISTRATIVE, ORGANIZATIONAL AND/OR TECHNICAL.
• ADMINISTRATIVE CHANGE - ADMINISTRATIVE CHANGES ARE MODIFICATIONS TO WORK PROCEDURES. AN EXAMPLE
MIGHT BE DECREASING THE FREQUENCY OF INSPECTION OR MAINTENANCE IN ONE SECTION OF AN OPERATION. THE
SECTION INVOLVED MAY NOT VIEW THE CHANGE AS SIGNIFICANT; HOWEVER, THE CONSEQUENCES OF THIS
CHANGE MAY SERIOUSLY AFFECT OTHER PARTS OF THE OPERATION.
DEFINITIONS AND ABBREVIATIONS
• ORGANIZATIONAL CHANGE - MODIFYING THE STRUCTURE OF AN ORGANIZATION, REGARDLESS OF ITS SIZE, IS A
MAJOR CHANGE, AND REQUIRES APPROPRIATE IMPACT ANALYSIS. TYPICAL ORGANIZATIONAL CHANGES INCLUDE:
• • DECREASING OR INCREASING THE NUMBER OF SUPERVISORS
• • DECREASING OR INCREASING THE NUMBER OF HOURS THAT EMPLOYEES WORK
• • CONTRACTING INSTEAD OF USING COMPANY PERSONNEL
• • CHANGING OPERATING PHILOSOPHIES
• TECHNICAL CHANGE - TECHNICAL CHANGES AFFECT THE OPERATING PROCESS. ADDING OR DELETING EQUIPMENT
OR MATERIALS OR RENOVATING OR CHANGING PROCESS TECHNIQUES ARE EXAMPLES OF TECHNICAL CHANGE.
TECHNICAL CHANGES OFTEN ARE IMPLEMENTED TO INCREASE PRODUCTION AND PROFITS OR TO DECREASE
HAZARDS. YET THEY CAN INCREASE THE POTENTIAL FOR HAZARDS.
• MOC – MANAGEMENT OF CHANGE
• HAZARD - ANYTHING THAT HAS THE POTENTIAL TO CAUSE LOSS, HARM OR DETRIMENT.
• RISK - THE LIKELIHOOD THAT OCCUPATIONAL INJURY OR HARM TO PERSONS WILL OCCUR.
RESPONSIBILITY TO IMPLEMENT THE MOC PROCEDURE
• GENERAL MANAGER, HOD’S, SUPERVISORS AND SHEQ OFFICER
• RESPONSIBLE TO COMMUNICATE DECISION TO SUPPORT OR REJECT SUGGESTION(S) FOR CHANGE TO THE
INITIATOR OR TO APPOINT A RESPONSIBLE PERSON, RESPONSIBLE TO MANAGE THE IMPLEMENTATION OF
CHANGE (MOC CO-ORDINATOR)
• TO ENSURE THAT PREVENTIVE ACTION(S) WHICH WERE IDENTIFIED THROUGH THE RISK ASSESSMENT (MOC)
PROCESS ARE IMPLEMENTED AND EFFECTIVENESS EVALUATED
• TO ENFORCE MOC RULE, STATING THAT NO CHANGES WILL BE DONE WITHIN THE ORGANIZATION WITHOUT
THE NECESSARY RISK ASSESSMENT(S) AND APPROVAL, ESPECIALLY TO SAFETY EQUIPMENT OR DEVICES.
• ASSIST / FACILITATE WITH RISK ASSESSMENT ARRANGEMENTS AND SESSIONS IF REQUESTED BY THE
RESPONSIBLE PERSON
RESPONSIBILITY TO IMPLEMENT THE MOC PROCEDURE
• ALL EMPLOYEES
• • MAKE SUGGESTION FOR CHANGE TO THE NEXT LEVEL OF MANAGEMENT TO PREVENT POTENTIAL NONCONFORMANCES
• • TO COMPLY WITH MOC RULE, STATING THAT NO CHANGES WILL BE DONE WITHIN THE ORGANIZATION WITHOUT
THE NECESSARY RISK ASSESSMENT(S) AND APPROVAL, ESPECIALLY TO SAFETY EQUIPMENT OR DEVICES.
INTRODUCTION TO THE MOC PROCESS
• ANY FACILITY OR OPERATION IS SUBJECT TO CONTINUAL CHANGE. CHANGES OFTEN ARE MADE IN EQUIPMENT, MATERIALS
AND PROCESSES TO INCREASE PRODUCTIVITY OR TO CORRECT HAZARDS, WHICH CAN IMPACT ON THE HEALTH AND SAFETY
OF EMPLOYEES, THE WELL-BEING OF THE ENVIRONMENT OR PRODUCT QUALITY. IN SOME CASES, TEMPORARY ADAPTATIONS,
CONNECTIONS, BYPASSES OR OTHER MODIFICATIONS ARE MADE TO THE FACILITY OR PROCESS. MANAGEMENT MAY DECIDE
TO MOVE EMPLOYEES WITHIN A SPECIFIC PROCESS, WHICH COULD ELIMINATE OR CREATE POSITIONS WITHIN THE FACILITY
OR PROCESS. ALL THESE CHANGES HAVE THE POTENTIAL TO CREATE NEW WORKPLACE HAZARDS, SOME OF WHICH ARE NOT
IMMEDIATELY RECOGNIZABLE. ALTHOUGH SOME CHANGES ARE MORE CRITICAL THAN OTHERS, EACH MODIFICATION SHOULD
BE ANALYSED FOR INHERENT HAZARDS THAT MAY RESULT FROM THE CHANGE. ALTHOUGH CHANGE USUALLY IS
PROPOSED FOR A GOOD REASON, CHANGES MADE TO IMPROVE ONE ASPECT OF AN OPERATION ACTUALLY MAY INCREASE
THE POTENTIAL FOR HAZARDS IN OTHER AREAS OF THE SAME OPERATION. TO ASSESS THE IMPACT OF CHANGE AND TO
MONITOR ITS IMPLEMENTATION, IT IS ESSENTIAL TO HAVE A PROCEDURE FOR MANAGEMENT OF CHANGE (MOC).
• MOC SEEMS DECEPTIVELY SIMPLE, BUT IT CAN BE ONE OF THE MOST DIFFICULT ELEMENTS OF SHEQ MANAGEMENT TO
IMPLEMENT EFFECTIVELY. MOC INVARIABLY IMPACTS OTHER ELEMENTS OF A SAFETY, HEALTH, ENVIRONMENTAL AND QUALITY
MANAGEMENT SYSTEM ONCE IT IS IMPLEMENTED. THEREFORE, TO BE TRULY EFFECTIVE, MOC NEEDS TO BE INTEGRATED INTO
ALL ASPECTS OF THE SYSTEM, AND THE INVOLVEMENT OF EVERYONE IN A FACILITY NEEDS TO BE ENCOURAGED.
COMMITMENT FROM COMPANY MANAGEMENT CREATES A CLIMATE THAT EMPOWERS PEOPLE TO INITIATE NEEDED CHANGE
AND PROVIDES A SUPPORTIVE STRUCTURE FOR THE IMPLEMENTATION OF CHANGE. EMPLOYEE PARTICIPATION IS ESSENTIAL.
THOSE ON THE LINE OFTEN ARE THE FIRST TO NOTICE PROBLEMS, AND INVOLVEMENT IN THE DESIGN OF THE MOC PROGRAM
FOSTERS COMMITMENT AND OWNERSHIP. COMMITMENT AT ALL LEVELS IS CRUCIAL. NO MATTER HOW WELL DESIGNED AN
MOC PROGRAM IS, IT WILL BE INEFFECTIVE IF IT IS NOT USED.
WHEN IS MOC REQUIRED
• MANY CHANGES OCCUR IN THE EVERYDAY OPERATION OF A FACILITY. HOWEVER, NOT ALL THESE CHANGES REQUIRE
THE SCRUTINY OF AN MOC PROCEDURE. ONLY INITIATED CHANGE (CONSCIOUS DECISION TO CHANGE) CAN BE
ANALYSED AND EVALUATED FOR ITS POTENTIAL HAZARDOUS AND/OR CONSEQUENCES AND, THEREFORE, MANAGED.
REACTIVE, SPONTANEOUS OR COVERT (HIDDEN) CHANGE CANNOT BE MANAGED BECAUSE IT CANNOT BE
ANTICIPATED. THESE KINDS OF CHANGES MUST BE MANAGED WITHIN OTHER ELEMENTS OF THE SHEQ MANAGEMENT
SYSTEM, FOR INSTANCE, HAZARD IDENTIFICATION AND MECHANICAL INTEGRITY.
CONDITIONS THAT CAN INITIATE A MOC PROCESS
• NEW OR MODIFICATION TO MACHINERY, EQUIPMENT OR TOOLS (INCLUDE COMPUTER HARDWARE AND SYSTEM
SOFTWARE), INCLUDE:
• NEW OR MODIFICATIONS TO MACHINERY (INCLUDE PRODUCTION AND SERVICE MACHINERY / EQUIPMENT)
• NEW OR MODIFICATIONS TO TOOLS (INCLUDE GENERAL AND SPECIALIZED TOOLS)
• NEW OR MODIFICATIONS TO COMPUTER HARDWARE AND SYSTEM SOFTWARE
• NEW SAFETY DEVICE / EQUIPMENT, SUCH AS FIRE DETECTION & FIRE SUPPRESSION EQUIPMENT, GUARDING,
INTERLOCKS, LOCKOUT, EMERGENCY STOP, LIMITS, FALL ARREST SYSTEM, SHUTDOWN SYSTEM, EXPOSURE
MONITORING AND MEASURING DEVICES AND ETC
• NEW OR INCREASE IN SYSTEM ENERGY, (E.G. INCREASE IN FORCE, AMPERAGE, PRESSURE OR TEMPERATURE)
• SIGNIFICANT CHANGE TO PHYSICAL PROPERTIES, INCLUDE TEXTURE, SHAPE, SIZE, COLOUR, VOLUME, MASS AND
DENSITY
• SIGNIFICANT CHANGE TO ERGONOMICS (USER INTERACTION WITH EQUIPMENT OR WORKPLACE TO FIT THE USER)
CONDITIONS THAT CAN INITIATE A MOC PROCESS
• NEW OR MODIFICATION TO FACILITIES ( A FACILITY IS DEFINED AS A PHYSICAL CONSTRUCT AND ASSET THAT IS
DESIGNED, ENGINEERED AND OPERATED TO SERVE A PARTICULAR FUNCTION AND TO FULFIL A NEED OR PROVIDE
A SERVICE, SUCH AS A BUILDING, INSTALLATION, SYSTEM OR NETWORK), INCLUDE:
• - NEW FACILITIES (NEW WORKSHOPS, INDUSTRIAL PRODUCTION UNITS, HEALTHCARE FACILITIES, TRAINING
FACILITIES, LIVING FACILITIES, SPORTS FACILITIES, COMPUTER NETWORK, SYSTEM AND ETC)
• - MODIFICATIONS TO EXISTING FACILITIES (INCLUDE CHANGE TO PHYSICAL SIZE, WALKWAYS, ELECTRICAL
POWER, LIGHTING SYSTEM, COOLING SYSTEM, ETC)
• • NEW OR MODIFICATION TO METHODS (INCLUDE PERMANENT OR TEMPORARY CHANGE(S) TO THE SHEQ
MANAGEMENT SYSTEM), INCLUDE:
• - NEW PROCEDURE, WORK PRACTICE, DESIGN SPECIFICATION OR STANDARD
• - CHANGE TO EXISTING PROCEDURES, WORK PRACTICES, DESIGN SPECIFICATION OR STANDARDS

• NEW MODIFICATION TO HUMAN RESOURCES, INCLUDE:
• SIGNIFICANT CHANGES TO THE SITE’S ORGANISATIONAL STRUCTURE AND STAFFING, INCLUDING THE RETRENCHMENT
OF EMPLOYEES, USE OF CONTRACTORS OR ETC?

NEW OR SIGNIFICANT CHANGE TO THE WORKING ENVIRONMENTAL (E.G. TEMPERATURE, BAROMETRIC PRESSURE,
