CHAPTER I
THE PROBLEM AND ITS BACKGROUND
Introduction
Modular distance learning is the use of Modules by teachers with different tasks
and learning competencies. It features individualized instruction that allows learners to use
self-learning modules in print or digital format/electronic, copy, whichever applies to the
learner. It is also a form of learning that occurs when students are not physically present in
the classroom. Historically, this referred to courses in which students communicated with
their schools or teachers via mail. The primary goal of modular distance learning is to
overcome geographical and temporal barriers. Learners who live in remote, rural areas may
lack access to education. Hence it serves as an educational delivery system. With the
continued refinement of modular distance learning programs, the technology now exists to
provide a productive and effective modular distance learning delivery system that
overcomes the obstacles that prevent individuals from achieving their full potential through
education: the barriers of distance, time, academic opportunities, and cost.
The corona virus disease (COVID) 2019 crisis has impacted not only the economic,
psychological, and social aspects of the world but also particularly, the educational sector
to a great extent. The virus, which first emerged in December 2019, became a pandemic
leading to school closures and eventually, migration to distance learning modalities by all
levels of educational institutions in the new normal education (Asian Journal of Distance

Education). To adopt the changes they need to accept and cope with the “new normal”
education that the government implemented so they can be able to keep up and continue
their education despite having a crisis.
According to the former Sec. Leonor Briones, “We never closed our schools, it’s
just that we shifted to a different policy, to a mix of methodologies of continuing the
learning process of our children. When we locked down the buildings, we did not lock
down the process of learning and education. Briones said this as a response to claims of
learning loss among Filipino learners due to months-long school closures. Briones pointed
out that due to the public health situation brought about by Covid-19, a lot of “creative
methodologies”. Learning takes place in other environments, so learning did not stop at
all”. This is where different learning modalities come in. It includes Modular Distance
Learning (MDL), Online Distance Learning (ODL), and TV/Radio-Based Instruction.
According to Ambayon’s (2020) research, modular distance learning is more
effective in the teaching-learning method when compared to traditional teaching techniques
because students know at their own pace with this modular approach. This is an
unrestrained self-learning panache in which extremely fast reinforcement, an opinion is
presented to continue.
Practicing exercise, which encourages and helps build interest in the subject in the
students. As a result, this learning modality promotes a student-centered approach to
learning. Students are encouraged to learn on their own time by using modules. The
development of greater self-study or study skills is one of the advantages of employing

modules for training. Students take an active part in learning the subject’s fundamentals.
They gain a sense of accountability by accomplishing the module’s duties. Enhancing
learning on their own, with little or no assistance from others. Students create a sense of
responsibility as a result of the tasks they are given. They each have their achievements.
They are motivated as they continue to learn. The students take part in real-life activities.
They learn something new and apply what they’ve learned on their own. Students gain a
new perspective from their achievements, allowing them to build new abilities. Learning
through modular instruction allows students to take care of their studies.
The researcher belongs to the students who studied during the pandemic, thus the
researcher experienced the struggle with the new normal set-up. With this, the researcher
would like to know the Pros and Cons of modular distance learning. As part of the
institution, the researcher would like to explore how modular distance learning effectively.

The Students, actively participate in understanding the concepts presented in
modular distance learning. These essential skills will help students maintain a work-life
balance and complete projects ahead of schedule.
Working students, having an MDL can help them to concur work and study.
Ill students, it helps them to continue their studying by using MDL despite having
a sick that not allowing them to go to school.
Teenage Parents, help them to continue their studies by using MDL despite being
a parent at an early age.
The Future Researcher, this study will contribute to the body of knowledge that
other researchers can use as a reference for Modular Distance Learning. The findings of
this study may also be used to draft related concepts for future studies on relevant topics.
This study will help the researchers who will conduct research related to Modular
Distance Learning may also consider the findings of this study in drafting their related
concepts. Noting the results of the studies conducted by the previous researchers, they have
determined the effectiveness and shortcomings of modular distance learning (MDL).
The following is the sum-up of the causes of the positive impact of MDL on students
who experienced the new normal education. First, it fulfills the diversified needs of learning
of students of all levels. Second, students learn at their own pace. Lastly, modularization
promoted positive changes in teaching style. However, some studies have shown the
negative impact of modular distance learning which resulted in a decreased rate of
academic performance of students, and mental, physical, emotional, and skills

development. Parents had claimed that time allotment to finish the learning tasks, too many
activities incorporated in the modules, less interaction between the teachers and learners,
and the educational attainment of parents were the reasons for their hard time as facilitators
to their children.
Upon learning the strength and weaknesses of MDL, the school administrators,
Local Government Unit (LGU), and Department of Education (DepEd) officials should
address the needs of students, parents as well as teachers to have efficient and effective
delivery of education amidst the health crisis that everyone is experiencing right now.

Modular distance learning is a form of distance learning that uses Self-learning
modules (SLM) and is highly convenient for most typical Filipino students. It was also the
most preferred learning system of the majority of parents/guardians for their children. The
SLM is based on the most essential learning competencies (MELCS) provided by the
Department of Education.
Manolito Manuel 2019 from Southeast Asian Journal of Science and Technology 4
(1). Salient findings revealed that the modular distance learning approach utilized in PSU
ETEEAP is highly effective. Still, there are also problems encountered by students on the
modular approach that needs to be addressed, such as the module contents, format, etc.
As the stated on the RA 10665 or the Open High School System Act of 2014. This
legislation creates an alternative mode of formal secondary education program to be run by
the Bureau of Secondary Education under the Department of Education. The OHS program
also provides students with self-learning modules and allows them to receive education
remotely and at their own pace. This gives every youth a chance to complete his/her
education, which may not be feasible under the standard set up, given their personal and
financial difficulties. This prove that modular distance learning continues even after the
pandemic is over.
The article by Aksan (2021) entitled “The Effect of Modular Distance Learning
Approach to Academic Performance in Mathematics of Students in Mindanao State
University- Sulu Senior High School” revealed that the academic grades in Mathematics of

the STEM students treated by modular approach achieved very satisfactory in the school
year 2019-2020. The study revealed the effectiveness of the modular distance learning
approach in learning Math despite its challenges amidst the COVID-19 pandemic.
RENATO ASTRERO, et.al (2020). The ASTR Research Journal 4 (1), 1-1, entitled
“School Heads’ Perspectives on Modular Distance Learning in Philippine Public and
Private Basic Education Schools”. Shows that most public and private school heads
perceived modular distance learning as helpful and beneficial to teachers and students. It
aided and linked teachers and students in disseminating the lessons. With modular distance
learning, students were given enough time frame to finish their modules aside from doing
their house chores. Module content can readily be assessed and credit-given. Hence,
recognition of prior learning and credit transfer is facilitated.
According to Bagood (2020), the transition of education delivery to modular
distance learning has brought difficulties for the quality of education, on the part of the
school staff. The DepEd is actively trying to find new ways to address current issues and
capacitate its teachers and school heads for IT-based distance learning. Instructors along
with Program Supervisors prepared modules beginning in May 2020 in all subjects for all
grade/year levels across four quarters by the “Essential Learning Competencies”. These
self-learning modules are typically pre-tested, discussed, and assessed, thus making them
learning packages. The module listings are distributed to all learners with the class
schedule. The course will train students on what topics to study and reinforce with them for
the upcoming week.

According to Lim (2016), the use of Mathematic Modules in teaching Mathematics
explicitly word problem solving, is an efficient teaching approach. Having usedmodules
and basic terminology within Math to better help drive home those concepts, respondents
thought the sessions were very useful for improving their personal learning study habits.
Though the results of this study showed that learning took place in both groups using the
two methods of teaching, the subjects who were taught using the modular approached
performed substantially better than the subjects exposed to conventional lecture method
and it is concluded that modular approach is an applicable and successful teaching approach
that could be used in teaching mathematics subjects.
Gonzales (2015 the modular teaching approach was more effective than the
traditional method of instruction. In light of the COVID-19 pandemic where no face-toface classes can take place and with the problems in the use of the internet and technology,
modular distance learning is the best option to continue delivering education that could
yield good results.
Fincham (2017) Modular Distance Learning implies that through asynchronous
participation, students are not required to be together at the same time but can access course
materials and communicate with tutors and other students flexibly at their own time and
convenience through a virtual learning environment (VLE). Adopting a phenomena logical
approach, the researcher could explore individual perceptions of students to evaluate their
particular experiences, which are not often studied. Consequently, it was possible to
interpret the benefits and limitations of studying as Modular Distance Learners from their

own experiences. It was hoped that an examination of the experiences and perceptions of
individuals from their points of view would indicate to what extent they would support,
inform and challenge conventional practice.
Related Studies
Sadiq and Zamir (2014), the modular approach to teaching and learning is effective
in the teaching and learning process because it provides chances for more active student
participation and self-directed learning. Also, students are allowed to learn at their own
pace.
As cited Ghaleb (2021) he attempted to understand faculty and students’ satisfaction
with institutional readiness for distance learning and perception of opportunities and
challenges of distance learning. Distance learning during COVID-19 pandemic:

satisfaction, opportunities, and challenges as perceived by faculty members and students.
The study found that, although faculty members and students expressed high satisfaction
with the institutional readiness for distance learning and believed in its opportunities and
advantages, they expressed concerns about the challenges facing distance learning.
Furthermore, (Sadiq and Zamir, 2014), proved that modular teaching is a more
effective approach to teaching university students of Master’s in Educational Planning and
Management. This method can be applied widely to other fields and subjects as well as
other levels of education because this approach can fulfill the diversified needs of learning
of students of all levels.
Karatas (2020) This study pinpointed the eminence of this theme, for if it is
emphasized enough and handled efficiently, it plays a huge role in developing language
skills. The participants stated that, since writing skills were constantly used for almost all
homework, assignments, and
projects, that skill was nurtured the most. Nevertheless,
speaking skill was ignored during modular courses, and writing became the new mode of
communication by replacing speaking. The outcome of the present study encourages
preparedness for MDL against a possible second wave.
According to (Nardo M.T.B. 2017) the use of modules advocates self-directed
learning. Using modules for learning leads to better skills development among students.
The concepts presented in the modules engross students in learning. The tasks provided
developed a sense of responsibility among students and they progressed on their own. In
addition, the students participate in real experiences. They discover new things and they

experience their knowledge on their students learn to reflect on their experience, thus
developing new skills, leading through modular direct students to change their learning.
According to RENATO T TASAN (2020) found out the significant relationship
between teachers’ level of competencies and the pupils’ academic performance in the
implementation of modular distance learning modality. Found out that teachers’ level of
competencies is very satisfactory and academic performance shows a 100% passing grade.
Likewise, it was found out that there is a significant relationship between the level of
competencies of teachers on content knowledge and pedagogy, learning environment and
diversity of learners, curriculum and planning, assessment and reporting, plus factor and
academic performance of the pupils in the implementation of modular distance learning
modality. Thus, the competencies of teachers greatly affect the performance of the pupils
on modular distance learning modality.
William E Soude (2019), American Journal of Distance Education. This paper
presents the results of a “natural experiment” that directly compared traditional classroom
and distance learning settings. The distance learners performed better than the traditional
learners on several dimensions. It appears that the distance learners’ higher levels of
maturity, experience, “kindred spirit,” enthusiasm, and sense of responsibility contributed
to their performance, and that these conditions might be vital to successful distance
learning.
In the study conducted by Ali et al., (2010), entitled “Effectiveness of modular
teaching at Secondary level”, it appears that the modular learning groups perform

significantly better than the group taught by the traditional method of teaching. The
Modularization also promoted positive changes in teaching style. The result of the study
was in favor of modular distance learning thus it is recommended to use this approach in
conventional classrooms at various levels of education.
Furthermore, (Sadiq and Zamir, 2014), proved that modular teaching is a more
effective approach in teaching university students of Master in Educational Planning and
Management. This method can be applied widely to other fields and subjects as well as
other levels of education because this approach can fulfill the diversified needs of learning
of students of all.
A study by Valencia (2020) Modular approach showed that when using a modular
approach to teaching, students’ performance was significantly improved on test results, and
was described as competent. This indicates that the approach has clearly shown a vital link
in student academic achievement, while Yazon (2017) in his article on module validation
and effectiveness in assessing students learning, found the module to be effective in
facilitating the learning process.

According to the Vibe Team(2021).Modular distance learning (MDL) has several
advantages over traditional classroom learning. MDL allows students to learn at their own
pace and location, which provides greater flexibility and autonomy. It allows students to
work at their own pace and schedule, giving them more autonomy over their learning. This
also helps them to better balance their work-related and personal commitments.
Additionally, distance learning opens up a world of networking opportunities for older
students who are on the job hunt.

A study by Valencia(2020) Modular approach in Teaching Science 10 showed that
when using modular approach to teaching, students performance was significantly improve
on test results and was described as competent. This indicates that the approach has clearly
shown a vital link in increasing student's academic achievement. While Yazon (2017) on
module validation and effectiveness in assessing students learning, found the module to be
effective on facilitating the learning process.

According to Jou, and Mariñas et. Al (2022) entitled, Assessing Cognitive Factors
of Modular Distance Learning of K-12 Students Amidst the COVID-19 Pandemic towards
Academic Achievements and Satisfaction. The study revealed that students’ background,
experience, behavior, and instructor interaction positively affected their satisfaction. While
the effects of the students’ performance, understanding, and perceived effectiveness were
wholly aligned with their academic achievements. While, the study of Dargo and Dimas
(2021) entitled, Modular distance learning: Its effect in the academic performance of
learners in the new normal. Revealed that the 2.25% decrease in the GWA of learners after
the implementation of MDL denotes a significant difference in their academic performance.
MDL strengthens family bonding, independent learning, and is cost-effective. However, it
is an additional workload to working parents, there is limited teacher-learner interaction,
learners lack socialization with other children and have no exposure to significant school
activities but are rather exposed to many distractions at home.

Di Pietro et al. (2020) point to heightened feelings of anxiety and stress in particular.
Studies of students in secondary and tertiary education show that many reported increased
stress due to insecurities about academic evaluations, potential study delays, and precarious
home situations (Bozkurt et al., 2020; Crabbendam and Goes, 2020; Di Pietro et al., 2020;
Xie et al., 2020). Also, earlier studies show that increased school-related stress among
adolescents-both in regular times and in periods of quarantine during previous pandemicsis associated with decreased academic performances in the short term (Arsenio & Loria,
2014; Di Pietro et al., 2020). Kaplan, Liu, and Kaplan (2005). Since entire families were
confined to their home for long periods, adolescents in families whose residences are
smaller or whose families are larger, likely had little to no room where they could be alone
and relax, or work for school. The lack of such a space has been known to increase stress
(Brooks et al., 2020).
2.9 I used to copy the answers of my classmate instead of answering on my own is got
the lowest score of 1.77 which is verbally described as disagree.
The Department does not tolerate the perpetuation of cheating regardless of the
learning delivery modality. The Department has designed SLMs to help our learners keep
track of their progress, and their responses provide information about how well they
understood a lesson before proceeding to the next. Although these activities are not graded,
learners are encouraged to demonstrate what they can and cannot do without feeling
obligated to always get it right. Mistakes are understandable in the learning process, and
