ABSTRACT The construction industry is the one of the main sectors that provide cost estimating in building project in both urban and rural development. However, the purpose of this paper is to identify the factors affecting cost estimate accuracy at design stage. The accuracy is affected by the scope, quality, and information quality, order of magnitude, conceptual, detailed design, construction document and bid phase. The two factors affect design stage are client experience and project team experience. The most important stage in construction project is cost estimation process, because it helps the client and contractor to decide either to proceed or not with the project. The cost estimation should be well prepared by the Quantity Surveyor or Financial Controller prior to the commencement of the project. In order to prepare sound cost estimation. The major factor that may affect the cost estimation should be identified. This paper reviews the factors affects the cost estimation in construction project in a country. e.g. Nigeria. The result of the paper reveal that the most significant factors affect the cost estimation in construction project found in the most of the countries are limited time to prepare estimate due to dateline, inaccuracy and unreliable cost information, unclear detail drawing and specifications, inexperience estimator, incomplete cost-information, construction types and location of project. The objective of this study is to assessed, examine, method and challenges affect the preparation of the cost estimating at design stage of building project. The study uses a comprehensive literature review of exits work alone on factor affecting estimating cost of design at early stage of project. The general survey was distributed through the questionnaire to examine the factor affecting the causes of cost estimating at design of building construction project. Data was collected and analysed using the Taro Yamane formula whereby the score with the highest number in one of the mostly factor affect the cost of estimate at design stage of building construction.
