A qualified lineclearance tree trimmer is knowledgeable in the construction and operation of electric power generation, transmission, or distribution equipment involved, along with the associated hazards - Closely inspect trees for electrical conductors passing through or within reaching distance of workers before beginning tree work - Consider all electrical power conductors to be energized and not to be directly or indirectly (e.g., through tools, branches, or other equipment) touched - Assume that electrical lines are energized until proven otherwise. Lines and other conductors may become re-energized without warning as utilities are evaluated and restored after a disaster - Inspect the work area for downed conductors and do not go near, drive over, or otherwise come in contact with them Page: 3 of 7 Job Hazard Analysis - Downed electrical conductors can energize other objects, including fences, water pipes, bushes, trees, and telephone/CATV/fiber optic cables - Unless deenergized and visibly grounded, maintain proper distance from overhead electrical power lines (at least 10 feet) and/or provide insulating barriers - Do not approach any gas leaks; if a gas leak is detected, secure spark-producing devices (e.g., engines, tools, electronic, and communications equipment) and evacuate the area until the leak is secured - Contact utility company to assist in locating, marking, and shutting off/purging utility lines that may pose a hazard or may be impacted; ensure that lines have been purged as needed before beginning work PREPARATION FOR TREE CUTTING/FELLING /BALLING -Ground full of debris - Slips and trips - Fall (same level of the ground) - Struck into RESULTS: sprain, wounds, bruises, contusion, abrasion, puncture, stab wounds - Provision of enough signages to guide the workers about the hazards & control to be made including the correct access locations - Ensure assigned safety man to focus on Safety Control only - Barricade possible extent of working and affected area - Ensure back up of housekeeping team to help during activity execution - maintain extent of affected area to prevent additional hazards to others Page: 4 of 7 Job Hazard Analysis - Falling into - Soil Disruption - Collapse - Flooding/water penetration TREE BALLING EXCAVATION (MANUAL EXCAVATION) RESULTS: People: soft tissue and bone injuries, suffocation, death Material/Adjacent Properties: mislay foundation Environment Unstable ground - Entasked a competent person to monitor adjacent area general condition - Install suitable supports to brace affected areas, should be designed also by a competent person - Advise relative authority regarding possible extent and phase of the activity - Install signages informing public about the activity - Barricade area/zone of influence - If necessary, provide walk zone for general public 1 meter away from the zone of influence - Schedule and ensure proper removal of excavated materials Page: 5 of 7 Job Hazard Analysis - Fence the work location to control the hazards noted; ensure that the fence compensates with the impact of the hazard - Methods of proper demolition should be ready for discussion during morning meeting to limit the listed hazards - Provision of signages, strategically at the highly potential areas. - Install enough fences and provide additional protection for adjacent properties if necessary - Issue complete Personal Protective Equipment for personnel involved and to those to do inspection from time to time. - Off-set the highly critical areas from workers - The fence should be designed to minimize the environmental impact affecting near-by structure -Start saw on ground with foot on rear handle, left hand firmly gripping saw grip, right hand pulling starter cord. Maintain secure footing. - Wear gloves, hard hat, chaps, sturdy work boots. Saws weighing less than 15 pounds may be drop started. Make sure, co-workers are clear of saw. TREE CUTTING -Maintain awareness of work areas; check barricades; do not approach operators; shout warnings to co-workers and bystanders. - Control a quality condition of heavy equipment to use to minimize the impact - Properly control the working hours - Improve process to control both waste and dust - Barricade possible entry that is too close to work condition - Position signage strategically that it can also provide proper information to project personnel and others that may be affected. - Gather information from general affected personnel for any schedule that construction team needs to offset due to the environmental impact - Ensure availability of materials & equipment to haul generated solid waste - Avoid stock up of generated solid waste - Use all necessary PPE's against the hazard Page: 6 of 7 Job Hazard Analysis - Personal Injury: Crushing Being hit by falling object Hit by moving vehicle Slips, trips, falls Death - Prepare tree for felling (cut off low branches). - Ensure no persons in fall area. - Use agreed communication (eg: radio, hand signals and/or whistles). - During trimming, keep non-essential response and recovery workers at least 20 feet beyond expected drop zones during trimming - During felling, designate work area so that trees cannot fall into an adjacent occupied work area. Adjacent occupied work areas should be at least two treelengths from the tree being felled (allow more if it is reasonably foreseeable that the tree might roll or slide) - Always plan a clear path of retreat before cutting - Determine the felling direction and how to deal with forward, back, and/or side lean - Determine the proper hinge size to safely guide the tree in its fall-◾If tree is broken and under pressure, make sure you know which way the pressure is going. If not sure, make small cuts to release some of the pressure before cutting up the section - - Be careful of young trees that other trees have fallen against; they act like spring poles and can propel back - - If you have to cut a dead tree, be careful: the top could break off - - If possible, avoid felling trees into other trees or objects; branches and objects may get thrown back toward the tree cutter TREE FELLING Page: 7 of 7 Job Hazard Analysis - Hit by/Struck by a material - Caught into/trapped (from falling debris and/or something collapsing) TREE FELLING RESULTS: People: contusion, abrasion, avulsion, laceration, fracture Materials/Adjacent properties: cracks, scratches, tear off and breaks, total wreckage - Once back cut taken up and tree begins to fall: use agreed communication to signal fall remove saw and switch to off (this allows operator to hear) move to planned escape route - watch for falling debris - watch for kickback/bounce. - For much larger trees – use quarter cutting techniques: - cut scarf as normal - plan cut (mark felling cuts on map or tree) - select side of tree for first cut (if rot or lean - If not, do not approach tree in direction of fall - Hung-up: - Use machine - Do not approach in direction of fall - If manually – use can’t hook or levering device to dislodge. - Note: Do not leave trees in cut-up or hung-up position unless barricading and clearly signing the area to prevent persons entering. '- drop off material DISPOSAL OF MATERIALS - forceful lifting - Struck by - Hit by RESULTS: People: contusion, abrasion, avulsion, laceration, fracture - Identify the weight of the materials to be hauled -Ensure equipment use for transferring materials are in good condition -Be aware of overhead obstructions & your surrounding at all times - Ensure Proper handling of materials - Keep visual or audio contact with rigger (pick up & landing points) at all times Page: 8 of 7 Job Hazard Analysis (Environmental Impact) - Dust - Debris/solid Waste - Cut tree DISPOSAL OF MATERIALS - Transfer the cut trees at accredited area endorsed by DENR for proper disposal - Proper segregation of materials/waste materials - Dumped hauled treed on the area approved by Municipal Government ''- Barricade possible entry that is too close to work condition - Position signage strategically that it can also provide proper information to project personnel and others that may be affected. - Gather information from general affected personnel for any schedule that construction team needs to offset due to the environmental impact - Ensure availability of materials & equipment to haul waste - Avoid stock up of waste - Use all necessary PPE's against the hazard Post Work - Poor materials arrangement slips and trip. Hand injury & ergonomic injuries - Good housekeeping shall perform before, during and after. Ensure workers must have complete Protective equipment.
