Purpose. This is a joint Commander, Naval Surface Force, U.S. Pacific Fleet (COMNAVSURFPAC)/Commander, Naval Surface Force Atlantic (COMNAVSURFLANT) instruction to promulgate a Surface Force Exercise Manual (SFEM) to be used by Naval Surface Force ships, staffs, and units in execution of the Fleet Response Plan (FRP). The FRP provides adaptable, flexible and sustainable naval forces to support the needs of Combatant Commanders and maintain a global forward presence. 2. Scope. This instruction applies to all COMNAVSURFPAC and COMNAVSURFLANT ships (LHD/A, CG, DDG, FFG, LSD, LPD, MCM, PC) except LCS. 3. Discussion. The Surface Force Exercise Manual (SFEM) is the key training directive for the Surface Type Commanders (TYCOMs) and fully supports the Fleet Response Training Plan (FRTP) and meets the readiness requirements of the Fleet Response Plan (FRP) in conjunction with executing the notional 27-month schedule provided in Figure 1-1. The SFEM also supports Forward Deployed Naval Forces by tailoring unitlevel training requirements. The SFEM provides guidance to each ship for maintaining continuous readiness and certification throughout the employment cycle using a phased approach to Education, Training, Assessment, and Certification methodology. 2. As directed in references (a) and (b), this manual serves as the primary directive for planning, scheduling, and executing all unit level training requirements within the Surface Force. It provides the policy and minimum TYCOM mission area proficiency requirements and guidance to assist in the development of a comprehensive unit level training program. Each ship’s training program should facilitate mission readiness by using all tools available and integrating a 1-1 COMNAVSURFPACINST 3500.11/ COMNAVSURFLANTINST 3500.11 sequence of individual, team, and unit training evolutions in all required mission areas and core competencies. 3. There are three types of exercises a ship performs throughout the FRTP: Certification Exercises, Advanced Exercises and Repetitive Exercises. Certification Exercises (CEs) are conducted in the Basic Phase and are graded by ATG to support Basic Phase Certification. Advanced Exercises (AEs) are performed during the Integrate/Advanced Phase and are either more complex exercises or are exercises that require multiple units. Repetitive Exercises (REs) are designed to sustain proficiency. While most are performed during the Sustainment Phase, some REs will be performed throughout the FRTP. 4. Mission area certification requirements are contained in Chapter 3. References (c) and (d) as applicable will contain specific mission area training and assessment execution guidance. All CEs completed during the Basic Phase must be assessed by Afloat Training Group (ATG). 5. At the conclusion of the Basic Phase the ship will be designated as an Independent Unit Ready for Tasking (IURFT) and be ready to commence Integrated/Advanced and Sustainment Phase training under the Numbered Fleet Commander (NFC) ready for immediate deployment. IURFT does not mean a ship is fully trained or proficient in group or other composite unit operations. 6. In accordance with references (e) and (f), a series of Readiness Evaluations (READ-E) and Total Ship Readiness Assessments (TSRA) conducted over the course of the FRTP are designed to assess a ship's material and training readiness. These assessments provide periodic feedback to Immediate Superior in Command (ISIC), TYCOM, and others, and ensure a planned, predictable path to deployed readiness across all pillars of readiness: Personnel, Equipment, Supply, Training, and Ordnance (PESTO). 102. SURFACE FORCE TRAINING PROCESS AND FRTP PHASES The surface ship readiness strategy is founded on a continuum of education, training, and assessment throughout the FRTP, with the goal of producing readiness to execute the current phase of the FRTP and to be prepared for the next phase. The strategy has a holistic view across the entire Fleet Training Continuum that is based on four sequenced skill concentration fields: Individual, Watchteam, Unit, and Group. It takes a building block approach, and features a welldefined, standard, predictable path to deployment readiness. 1. Sustainment Phase a. During sustainment, units/groups will maintain their highest level of certification until the end of the FRTP or otherwise directed 1-2 COMNAVSURFPACINST 3500.11/ COMNAVSURFLANTINST 3500.11 by USFF FJO/NFC through the completion of applicable mission area Repetitive Exercises (REs). A Training Figure of Merit (TFOM) of 80% in the Mobility Mission Areas shall be maintained at all times. Tactical Mission Areas will be sustained through training and conducting deployed missions. Ships shall make all reasonable efforts to maintain a TFOM of 80% in all tactical mission areas, however, when operational requirements limit proficiency opportunities, training on the mission areas required by the Operational Commander shall take precedence. b. In order to sustain proficiency ships will use their Training Teams across all mission areas. c. Sustainment Phase message reporting requirements: (1) READ-E 1 Report - Submitted by ship Commanding Officer (CO) (2) READ-E 3 Report - Submitted by TYCOM 2. Maintenance Phase a. During the Maintenance Phase, ships focus on individual, watchteam, and schoolhouse training to build the foundation for unit level readiness. Ships must maintain capability and proficiency across the PESTO pillars in AT, FSO-M, MOB-D, 3M, Supply, and Explosive Safety. TFOM proficiency is attained by maintaining proficiency in those REs specified in sections 303, 306, 312, 313, 316 and 322 of this manual. b. Maintenance Phase message reporting requirements: (1) 1.1 Material Readiness Certification Completion Report – Submitted by EAP/EAA (2) Basic Phase Certification Plan - Submitted by ATG and endorsed by ISIC 3. Shakedown Phase a. The Shakedown Phase verifies the ship's material condition, supports Basic Phase Training, and ensures that all systems, including training systems, meet established material condition standards. b. During this phase, ships must maintain capability and proficiency across the PESTO pillars in AT, FSO-M, MOB-D, 3M, Supply, and Explosive Safety. TFOM proficiency is attained by maintaining proficiency in those REs specified in sections 303, 306, 312, 313, 316 and 322 of this manual. 1-3 COMNAVSURFPACINST 3500.11/ COMNAVSURFLANTINST 3500.11 4. Basic Phase a. Overview. The goal of the Basic Phase is to maintain material readiness and achieve watch stander and watchteam proficiency in all Mobility and Unit Tactical mission areas. The Basic Phase focuses on completion of TYCOM unit level training requirements, which include adherence to material standards, watch station and watchteam training (onboard and/or at a schoolhouse), and unit level exercises inport and at sea. Ships must successfully complete required FRTP unit level inspections, qualifications, certifications, schools, and assessments. Unit level proficiency and the creation of a sustainable culture of learning and self-assessment are the goals of the Basic Phase. b. Preparation for Basic Phase Training. All watch standers need to be familiar with governing documents prior to the start of Basic Phase training. (1) Standing Orders (2) Battle Orders (3) Applicable Ship’s Bills (4) Applicable directives from higher authority (e.g. NAVDORM, ASWQ, BMDQ, CMTQ, etc) (5) Applicable NSTM’s (6) Applicable NTTP’s and NWP’s (7) Applicable Navy Wide Standing OPTASKS (8) Combat System Operational Sequencing System (CSOSS) (9) Engineering Operational Sequencing System (EOSS) c. Mission area certification requires the ship to accomplish all Certification Exercises with a score of 80% (85% for 3M) or higher. Training and Operational Readiness and Information Services (TORIS) will assist ATG/ISIC/TYCOM in tracking mission area status through completion of mission area training certification criteria. Basic phase completion and a summary of mission area certifications are granted only when the TYCOM formally declares so via message. Ships must demonstrate proficiency by successfully completing Mission Area CEs as specified in Chapter 3 of this manual. Demonstrated proficiency includes the ability to operate and maneuver safely; communicate with other units using installed systems; defend themselves; restore and ensure survivability and sustainability of unit capabilities; effectively employ equipment, weapons, sensors; and demonstrate knowledge, skills and abilities in unit level tactics, techniques, and procedures in individual warfighting/mission areas 1-4 COMNAVSURFPACINST 3500.11/ COMNAVSURFLANTINST 3500.11 utilizing an appropriate mix of live, virtual and constructive training methods. The ATG User Guide provides mission area tabs that fully describe how to complete all blocks of Basic Phase training. In the event the required level of proficiency cannot be demonstrated in all mission areas, the ISIC, with ATG’s concurrence, may recommend a waiver to the TYCOM. Waiver recommendations shall include justification and future operational impact. Only the TYCOM can waive Basic Phase training requirements, and approved waivers shall be documented in the Basic Phase Completion message. d. Building Block Approach. The Basic Phase Training Strategy is a building block approach that begins with theory and fundamentals training, then graduates to individual and watch team operations training, and then builds watch team proficiency until the team is ready to demonstrate a certification level of proficiency as illustrated in Figure 2-1. Each block of training is dependent on the skills learned in the previous block. As such, there are specific exit criteria to be met before proceeding, such as a required Level of Knowledge (LOK) score or drill proficiency level. The ship will not advance to the next block until all standards are met. Training Continuum A-5 COMNAVSURFPACINST 3500.11/ COMNAVSURFLANTINST 3500.11 (1) Block 0 is an education and training event that will focus on preparing the ship for the Mission Area Certification, LOA and Sea Trials. One of the major objectives of Block 0 is to educate the ship on the standard by showing the crew what “right” looks like. The training will focus on preparing the ship to conduct cold and hot checks. Standard: Ready to proceed to Mission Area Certification and LOA. (2) Block 1 is a material assessment event and will focus on material readiness to ensure ship's force has the required material knowledge and that equipment and systems are functioning to specification. Having equipment that performs as designed is foundational to the rest of the training blocks, and as such the ship must meet minimum material standards required to train during Block 1 in order to advance to later blocks. Material issues that prevent advancing to the next level need to be treated as critical issues. Standard: Achieve required material standard as outlined in references (c) and (d). (3) Block 2 is a theory and fundamentals training event that will focus on operator/maintainer skills. Standard: Ready to transition to Watch team training. (4) Block 3 is an individual and team training event that will consist of Team Training scenarios and evolutions using embedded synthetic training systems or live services as applicable. For the tactical mission areas (AW, BMD, EW, etc), ATG will develop and deliver training scenarios either through Fleet Synthetic Training or by providing a BFTT scenario electronically. The ship will focus on mission execution and maximizing the number of crewmembers that receive training on the watch position they will be assigned on deployment. While ATG will develop and deliver the scenario, the ship is still required to develop and cold/hot check casualty control drills and will QA the ATG scenario to ensure it is safe and executable. Ship’s force will operate all training devices. Standard: Demonstrate the required proficiency and readiness to proceed to qualification. (5) Block 4 is an assessment and qualification event. It will require demonstrating required knowledge level and proficiency within the given mission area through the completion of applicable Certification Exercises (CEs) outlined in Chapter 3. Standard: Achieve certification. e. The Anti-Submarine Warfare (ASW) and Ballistic Missile Defense (BMD) Advanced Warfare Training (AWT) is a four-phase process conducted during the ship’s basic phase IAW references (g) and (h) and follows the same building block approach described above. All AWT quotas shall be arranged with the applicable Learning Center during READ-E 1. 1-6 COMNAVSURFPACINST 3500.11/ COMNAVSURFLANTINST 3500.11 f. TFOM level of greater or equal to 80% must be attained in all applicable mission areas prior to exiting the basic phase. g. Upon successful completion of Basic Phase, units are designated as IURFT. Ships will use Training Teams across all mission areas to sustain proficiency after the Basic Phase. 5. Integrated/Advanced Phase a. Advanced Exercises (AEs) listed in Chapter 3 are accomplished during the Integrated/Advanced Phase as applicable. b. An RE TFOM level of greater than or equal to 80% in all applicable mission areas must be sustained during this phase. 103. EXIT CRITERIA Ships must achieve prescribed standards in material readiness and demonstrated proficiency prior to advancing through the FRTP. Ships will attain Basic Phase completion when all applicable CEs are met by achieving a grade of 80% or higher (85% for 3M) resulting in an overall TFOM score of 80% or higher. The TYCOM will determine if and when the ship has achieved the required exit criteria to advance to the next phase. Ships must meet exit criteria across all PESTO pillars in order to transition to the next phase. Ships and their chain of command must identify and report risks that could impact their ability to complete readiness milestones on time, or to meet operational commitments. Focusing on risk assessment early-on provides support organizations increased opportunity to assist the ship in attaining prescribed standards. 104. FRTP TRAINING PROCESS VARIATIONS 1. FRTP variations described in reference (a) provide flexibility to the administrative and operational chains of command and ensure ships are fully qualified to execute assigned missions. All variations will be approved by TYCOM. 2. Reference (a) directs that ships will conduct a Certification Validation (CV) to support certification extensions when necessary. The CV will include a comprehensive assessment of most mission areas. The CV 3M event is the 3M MCA, however it is normally conducted independently from the other CV events. The 3M MCA will be conducted within (plus or minus) 60 days of the CV. The BMD and ASW training cannot be tailored, and the reference or the assessments will include the full course of training and certification. 1-7 COMNAVSURFPACINST 3500.11/ COMNAVSURFLANTINST 3500.11 105. Training Accomplishment Reporting. Satisfactory completion of certification, advanced and repetitive exercise requirements contained in Chapter 3 is the basis for measuring a ship’s mission area proficiency. It is important that ships report their exercise accomplishments in a timely and accurate manner by regularly updating TORIS which feeds into DRRS-N. Additional details regarding TORIS capability and use is contained in Appendix C. 106. Simulation Based Training Simulation is the accepted training delivery method where training effectiveness (the accomplishment of training objectives) is not degraded. Simulation-based events provide an opportunity for individuals and teams to conduct “repetitions and sets” in a synthetic environment so that when they go to sea to conduct live exercises, they are better prepared to conduct the event, achieve exercise objectives faster, and they perform at a higher level. Additionally, on board and/or shore-based simulators are currently used to train, assess, and certify ships in USW, BMD, and EW. Additional mission areas will be added as capabilities are delivered to the fleet. Commanding Officers shall maximize the use of synthetic and/or embedded training to meet training objectives. a. Fleet Synthetic Training (FST). Fleet Synthetic Training – Unit (FST-U) is a mandatory scenario-based, objective-driven, multiday event conducted by ATG. FST-U objectives are to improve basic communications and tactical data link (TADIL) proficiency, complete unit tactical training and mission area certification requirements, and to evaluate the ship’s ability to connect and participate in synthetic training events. All ships equipped with embedded synthetic training systems and able to participate in distributed events using Naval Continuous Training Environment (NCTE) are required to participate in a FST-U exercise during the basic phase. The main objectives of FST-U are: (1) Complete required Certification Exercises (CEs) in Tier 2 Mission Areas and populate applicable TORIS data cards. (2) Demonstrate the ship’s ability to operate within the NCTE live simulation environment using embedded training systems. (3) Validate the Combat Systems Operational Sequencing System (CSOSS) procedures for embedded systems. b. ATG shall: 1-8 COMNAVSURFPACINST 3500.11/ COMNAVSURFLANTINST 3500.11 (1) Assess the material condition of installed shipboard synthetic training systems/devices and the ships’ ability to operate them. (2) Train operators on the use of installed training systems/devices. (3) Where possible, the FST-U scenario will flex the Combat Systems team during a multi-warfare, multi-mission, complex level scenario based on the Integrated Phase FST scenarios. c. Ship Responsibilities: NCTE capable ships shall maintain their ability to conduct periodic FST exercises throughout the FRTP. Submit Casualty Reports (CASREPS) for non-operational or significantly degraded on-board training systems. (1) Successfully complete a FST-U exercise during the Basic Phase. (2) Demonstrate the ability to integrate all embedded training systems simultaneously, maintain them in training mode, align all supporting real-world tactical data links, communications and C4I systems, receive a scenario via the NCTE and assist with exercise control. 107. LIVE FIRING REQUIREMENTS The training policy established by reference (b) includes a mix of simulation and live services. While simulation is often more costeffective, some training events cannot or should not be replaced by a simulator. For example, live training is the only means of providing complete end-to-end operator/system training. The first time a live mission is conducted should not be in combat or under adverse conditions. Studies have shown that watch stander readiness degrades as a result of not conducting frequent live firings; continuing to use simulation based events as the only training venue will accelerate this degradation. Conducting live firing exercises increases operator and crew proficiency, tests weapons system and ordnance reliability under live conditions, evaluates doctrinal procedures and system performance, and assesses the effectiveness of past training (reps and sets). Live fire certification and repetitive exercises are detailed in Chapter 3. TYCOM will ensure sufficient NCEA and support services exist to attain and maintain operator proficiency in weapons system employment. Accordingly, Commanding Officers are encouraged to conduct live fire events at every opportunity. 1-9 COMNAVSURFPACINST 3500.11/ COMNAVSURFLANTINST 3500.11 108. MONTHLY INPORT TRAINING EVENTS Regularly scheduled Monthly Inport Training Events (MITEs) provide specific mission area training opportunities to sharpen unit level skills and operator proficiency in place of conducting equivalent live events underway. Participation in scheduled MITES is highly encouraged as a means to maintain proficiency during in port periods and meets RE requirements (see Chapter 3). Regularly scheduled MITES will be organized in each Fleet Concentration Area (FCA), with the local ATG designated as the Inport Training Coordinator (ITC). Each ITC will provide specific guidance and instructions by message. The ITC will determine outside required support as TYCOM directs. ITCs will offer the following MITES every 30 days unless otherwise indicated: a. Communications (COMMS) b. Data Link c. Electronic Warfare (EW) d. Intelligence (INTL) e. GCCS-M f. Visual (VIS) (Meets MOB-N RE-07 requirement) g. MEDALEX (offered every 45 days) 109. TYCOM FORMAL SCHOOLS REQUIREMENTS 1. The goal of the formal schools process is to ensure surface force units have the right skill sets to attain and maintain all unit level proficiency and certification requirements. All ships will reference to FLTMP's as the sole governing source for School Training requirements. The formal schools process provides Commanding Officers the flexibility to determine the need for additional skilled personnel before committing TADTAR, off-ship man-days, and additional funding toward sending crew members to schools not required for certification. 2. The formal schools process ties schools and NECs to warfare area readiness and certification by identifying those schools and NECs having the greatest impact on meeting the mission area proficiency requirements assessed and measured in TFOM. Schools and NECs are considered either critical or essential. 1-10 COMNAVSURFPACINST 3500.11/ COMNAVSURFLANTINST 3500.11 a. Critical Schools Requirement. Critical Schools are defined as a Functional Training school that directly impacts a Tactical Mission Area or Support Mission Area Task that cannot be sustained without adequate manning of that skill. Ship's requirements for Critical Schools graduate percentages are outlined in the different Phases of the SFRM and will be reported in the Fleet Training Management and Planning System (FLTMPS). b. Essential Schools Requirement. Schools are defined as a Functional Training school or computer based training that does not directly impact a Tactical Mission Area or Support Mission Area Task and can be sustained without adequate manning of that skill. School graduate percentages will be outlined in the different Phases of the SFRM and will be reported in FLTMPS. 3. Critical schools (See Figure 1-3). apply to this group: The following business rules a. Critical schools certification requirement. The reporting of individual unit readiness is contained in two standard FLTMPS reports: Command Summary Report & 12 Month Training Plan Series. The Ship/ISIC or TYCOM as appropriate will work with the Manpower, Personnel, Training and Education (MPT&E) activities (e.g. NPC, NPDC) to prioritize a manning solution and attempt to provide TADTAR funding for school attendance to mitigate the impact of the lack of appropriate school graduates. b. The ship will endeavor to meet the "onboard" graduate requirements for all essential schools either through replacement or training onboard personnel. Prior to ordering personnel to schools, consideration should be given to the current level of talent/onboard capabilities, the time when that skill or talent will diminish or be replaced, the ship’s operational schedule, and courses of action that might minimize TADTAR and operational impacts. c. TRAINO's will submit Prerequisite Waiver Request Forms, (https://www.surfor.navy.mil/training/traino/default.aspx) to their ISIC Training Officer at least 14 days in advance of the desired Course of Instruction. ISIC Training Officers will review Prerequisite Waiver request for accuracy and validity before sending to TYCOM N7 for approval. TYCOM's retain overall approval authority for all Prerequisite Waiver Requests. 1-12 COMNAVSURFPACINST 3500.11/ COMNAVSURFLANTINST 3500.11 110. LEVEL OF KNOWLEDGE (LOK) EXAMS During the Basic Phase, ATG will provide LOK exams to the ship. ATG will use the ship's watchbills and watchstander qualifications in RADM to select the personnel required to take the exams. Exams will be proctored by ATG personnel or trusted agents from the ship, typically the appropriate Training Team. If a ship fails to achieve the required LOK averages specified in reference (a), additional training will be conducted and personnel will retake the exams until the required average score is achieved. Identification of training support service requirements to be provided by other commands for surface units. d. Annual review of the Surface Force Readiness Manual. e. Coordination with other TYCOMs to ensure ongoing training standardization. f. Support Basic Phase training by conducting Advanced Warfare Training (AWT) for the Electronic Warfare (EW) mission area. 2. Define and provide space, communications, networks, INTEL, and EW related Basic Phase training completion criteria. These criteria will identify Basic Phase performance standards in each assigned capability area and core competency, whether in a deployable status or operational ashore. 203. NAVAL EDUCATION AND TRAINING COMMAND (NETC) 1. NETC will assist ATG both in curriculum development and in providing training. This will ensure the theory taught in the classroom transitions to practice on the deck plates. 2. NETC Learning Centers will support Basic Phase training by conducting Advanced Warfare Training (AWT) for (Integrated Air and Missile Defense (IAMD), Anti-Submarine Warfare (ASW), Ballistic Missile Defense (BMD), Electronic Warfare (EW) etc.). 3. When available, CSCS will support opportunities to grant access to ASW and IAMD high fidelity trainers that will enhance training in these respective mission areas. 204. ADCON CHAIN OF COMMAND 1. The ISIC in the ADCON Chain of Command monitors and provides overall supervision for the conduct of each assigned unit's progress throughout the training cycle and participates in selected evolutions. The immediate superior in the ADCON Chain of Command will: a. Ensure compliance of assigned units with the Surface Force Readiness Manual. b. Assist Commanding Officers in the coordination of assessments to include scheduling assistance, liaison with ATG and provide a senior representative during ISIC led events. c. Recommend approval of individual ships’ Basic Phase Training schedules. d. Review and approve training requirements and plans of assigned units and monitor their execution through routine use of TFOM. Continuously monitor individual ship proficiency status and TFOM levels throughout the FRTP. Ensure the TORIS database is regularly updated while the ship is outside of Basic Phase Training. 2-2 COMNAVSURFPACINST 3500.11/ COMNAVSURFLANTINST 3500.11 e. Monitor progress of assigned units to ensure completion of all Basic Phase requirements, to include exit criteria. If progress is unsatisfactory or outside interference will prevent completion in the allocated time, forward a recommendation to CNSP/CNSL, info ATG, detailing specific shortcomings, remaining training requirements, and time requested to complete. f. Monitor all FRTP exit criteria. Submit exit criteria waiver recommendations to TYCOM as required. Coordinate schedule requests through the chain of command and quarterly fleet scheduling conferences. Ensure ship scheduling of integrated events does not conflict with Basic Phase training. g. Ensure adequate re-evaluation of skills found to be unsatisfactory or incomplete following completion of any training event and coordinate with ATG for reassessment, as required. h. Monitor Integrated/Advanced and Sustainment Phase training through liaison with Numbered Fleet Commanders (NFC), tactical commanders/immediate operational commanders, OCEs for major fleet exercises, and CSG/ARG commanders. i. Monitor school missed training opportunities for assigned units and take appropriate action based on the circumstances. j. Monitor and ensure ship participation in Monthly Inport Training Events (MITEs) in each FCA. k. Submit training reports required by this manual. l. Grant waivers for non-critical school requirements. Provide approval/disapproval recommendations to TYCOM with respect to other waivers. 205. AFLOAT TRAINING GROUPS 1. The Afloat Training Group is the COMNAVSURFPAC/COMNAVSURFLANT “executive agent” for training and assessment. The use and support of ATG is required during appropriate events during Maintenance, Shakedown, Basic and Sustainment Phases to ensure standardization in conducting and assessing training. All third party assessment organizations that contribute to Mission Area Certification will adhere to guidance set forth in this manual and coordinate efforts with ATG for all training events, READ-E and TSRA periods that occur during the FRTP. ATG will: a. Assess and grade all CEs completed during the Basic Phase unless another external organization is approved by TYCOM. For associated events inside CEs that outside organizations objectively grade (e.g. SSRNM range, an On-Range Torpedo Firing) where objective 2-3 COMNAVSURFPACINST 3500.11/ COMNAVSURFLANTINST 3500.11 qualitative evidence of proper performance exists, that evidence (SSRNM report, range message, degaussing message, etc.) serves as the qualified third party observer. b. Develop ship Basic Phase Training plans, to include tailoring if required based on READ-E 3 mission area proficiency demonstration. c. Support development of training policy, procedures and processes. d. ATGPAC serves as the program manager for TORIS and associated applications, will develop, maintain and distribute the applications to the Surface Force, Squadron Commanders and COMNAVSURFPAC/COMNAVSURFLANT, and provide periodic updates. ATG will also interface with NAVSEA, NSWC Crane and other organizations to ensure TORIS/TFOM is a NIAPS approved program. e. Enter all Basic Phase Training data into TORIS, to include all grade sheets and CE completion documentation. f. Provide TORIS training for afloat (ship and squadron) Training Officers, Training Team Leaders and other shipboard personnel as required. g. Serve as the database manager for Surface Force and Afloat Training Organization (ATO) training and certification data. h. Provide tailored training when requested. i. Provide support using the Navy Continuous Training Environment (NCTE) battle labs for Fleet Synthetic Training-Unit level (FST-U) events. j. ATGPAC/ATGLANT will conduct the Training Officer Course G-7B0200 for Afloat Training Officers. k. Conduct Monthly Inport Training Events (MITEs) in each FCA. l. Assign Training Liaison Officers (TLO)/Team Leaders to ships in the Basic Phase. m. Develop standardized scenarios (Combat Systems) and post to the ATG CAS site. n. 206. Submit required reports in accordance with this document. ENGINEERING ASSESSMENTS 1. Engineering Assessments (EA) is the COMNAVSURFPAC/COMNAVSURFLANT “executive agent” for assessment of the engineering certification 2-4 COMNAVSURFPACINST 3500.11/ COMNAVSURFLANTINST 3500.11 process. The use and support of EA is required during the Maintenance and Basic Phases to ensure standardization in assessing engineering readiness. a. Assess and grade all MOB-E CEs during the Basic Phase. b. Support development of training policy, procedures and processes. Retain responsibility for the Engineering Certification events; recommend changes to the TYCOM via established processes. c. Conduct LOA in accordance with reference (a). d. Provide support to the ISIC or TYCOM by either assisting with or conducting Light-Off Assessments on ships with availabilities less than 120 days, if requested. 207. TACTICAL TRAINING GROUP PACIFIC/ATLANTIC (TTGP/L) 1. Support Basic Phase training by providing FST services in support of unit and group tactical mission area training, qualification, and certification. 2. FST builds warfighting capability across all FRTP phases by requiring an increasingly more complex/robust series of synthetic training events focused on Warfare Commanders, Group Commanders and, at the top end, Joint/Coalition Task Force Commanders. 208. COMMANDING OFFICER 1. One of the primary responsibilities of the Commanding Officer (CO) is to ensure the development of a viable shipboard training program. The CO will: a. Maintain, as a minimum, Repetitive Exercises (REs) specified in this document. To this end, the Commanding Officer shall frequently (at least monthly) review the ships training plans to ensure appropriate readiness throughout the ships projected employment schedule. The primary tool used to accomplish this is TORIS. b. Use every opportunity to achieve and maintain unit proficiency by effective use of onboard training devices and simulation. c. Aggressively prepare ship systems and personnel for scheduled training events, including the accomplishment of all prerequisite training and systems level tests required to progress through the FRTP phases. d. Evaluate and report primary and secondary mission area training readiness by: 2-5 COMNAVSURFPACINST 3500.11/ COMNAVSURFLANTINST 3500.11 (1) Establishing training teams. (2) Reporting RE equivalence completion to ADCON Chain of Command for an exercise when, in the Commanding Officer’s judgment, an operation conducted outside of formalized training both adequately represents the exercise in question and meets the listed exercise objectives. (3) Ensuring the timely and accurate reporting of the ship's exercise accomplishments and mission area training readiness in TORIS. e. Ensure internal administration of training in the command is well-organized. The use of available programs such as FLTMPS, TORIS, TFOM, training plans, lesson guides, and attendance records is required. f. Establish and maintain an effective command PQS Program in accordance with references (e) and (f). g. Provide ADCON Chain of Command with reasons for missed school training opportunities. h. Submit required reports in accordance with this manual. i. Submit phase exit criteria waiver request to the appropriate TYCOM, via the ISIC, if required. 209. TRAINING OFFICER 1. The ship’s Training Officer (TRAINO) assists the CO in the formulation and administration of the unit training program and shall attend the ATG provided Training Officer Course G-7B-0200 enroute or at the first available opportunity. The TRAINO will: a. Serve as a member of the Planning Board for Training (PB4T). b. Prepare, issue and maintain training schedules after the PB4T has outlined the requirements. c. Coordinate with the Operations Officer in scheduling training exercises. d. Coordinate with ATG Training Liaison Officer (TLO) to execute scheduled training events and ensure required resources are reserved to complete the Basic Phase. e. Supervise implementation of the Personnel Qualifications Standards (PQS) System and ensure its use as the basis for training objectives within the command training program. 2-6 COMNAVSURFPACINST 3500.11/ COMNAVSURFLANTINST 3500.11 f. Maintain the TORIS database outside of the Basic Phase by ensuring the creation and distribution of grade sheets for all RE events and ensuring entry of results upon completion. g. Provide the Commanding Officer an assessment of the ship’s mission readiness by use of TORIS/TFOM. i. Maintain the ship’s formal schools requirements program, coordinate school quota requirements and submit the quarterly schools quota requirements message to TSC/TCD per section 111. j. Serve as primary coordinator for the ship’s FLTMPS database. k. Attend FCA TSC/TSD sponsored quarterly scheduling conference. Maintain password access and log-in to the SURFOR N7 Training website and ATG website at least weekly to ensure training tools and guidance are current. l. This demonstration will be accomplished by conducting a minimum of two (2) digital calls for fire missions during FIREX. The MK 34 COI (J-113-0163) is a prerequisite of the NFCS COI (S-150-0033) and must be completed not more 30 days prior to NFCS COI commencement. B2. NSFS PROFICIENCY Ships will conduct mandatory NSFS Proficiency scenarios and report completion of training in TORIS under STK RE-03. EWTGLANT/PAC, CSCS Det Pearl Harbor and CSCS Det Yokosuka will provide each ship’s Combat Systems Training Team with the necessary skills and scenarios to execute proficiency-maintaining exercises within the lifelines. Shipboard CSTTs are encouraged to develop and execute their own scenarios and interact with EWTG/CSCS to ensure the scenarios are doctrinally correct. B-1 COMNAVSURFPACINST 3500.11/ COMNAVSURFLANTINST 3500.11 B3. NAVAL SURFACE FIRE SUPPORT (NSFS) AND NAVAL FIRE CONTROL SYSTEM (NFCS) TEAM TRAINING a. Scope of Training. Naval Surface Fire Support Team Training is a 5-day NSFS Mobile Team Trainer (MTT) and NFCS Naval Surface Fire Support System team training is a 3-day NFCS Mobile Team Trainer (MTT) conducted by Expeditionary Warfare Training Group, Atlantic or Pacific personnel. Ship’s Naval Surface Fire Support (NSFS), Naval Fires Control System (NFCS) personnel and Combat Systems Training Team (CSTT) members receive classroom instruction in procedures and techniques for their specific tasks. Personnel are then integrated into the team to develop proficiency and coordination on installed shipboard equipment. Training devices are employed to convert plotting room procedures into fall-of-shot-impact location to determine the accuracy of, or any errors in, these procedures. Team performance is evaluated, procedural errors are pointed out and future effectiveness of the ship as a naval surface fire support unit is evaluated. b. Training Periodicity: Any of the following conditions require completion of the 5-day NSFS Mobile Team Trainer (MTT) within 90 days before conducting live fire NSFS training exercises: (1) Any turnover in a critical team billet. A critical team billet is defined as the Gunnery Liaison Officer (GLO)/Land Attack Warfare Officer (LAWO), R/T talker, CIC Supervisor, COC operator (MK86), WCC operators (MK 86), GCO (MK 34), Plot Safety Observer, NFCS Operator or CADRT Operator. (a) The ship’s ISIC may waive the requirement for a 5-day NSFS Mobile Team Trainer (MTT) , and the ship may attempt the 2-day NSFS Limited Team Trainer (LTT) if there has been a turnover of only one critical team member(except for the GLO/LAWO). (b) If the team performs unsatisfactorily during the 2day NSFS Limited Team Trainer (LTT), then completion of the entire 5day NSFS Mobile Team Trainer (MTT) is required. (c) new 5 day MTT. If ship fails FIREX it will be required to conduct a (2) For NFCS equipped ships, any of the following conditions require completion of the 3-day NFCS Mobile Team Trainer (MTT) within 30 days after completion of the NSFS MTT/LTT: Any turnover in a critical NFCS team billet. Two-day NSFS refresher training, applicable to all indirect fire ships is offered for ships that have not had key personnel turnover. e. Mobile Team Training. In PACFLT all courses will be conducted aboard ship. Courses for MK 34 and MK 86 systems must be conducted as MTTs due to lack of training simulators. f. Personnel Requirements. Personnel required for team training are listed below by fire control system type. The purpose of the course of instruction is to train one ship's team in the techniques of NSFS. Recommend cross-training be accomplished on board ship. In addition to the MK 34 and MK 86 team members listed below two Combat Systems Training Team members are required to attend the NSFS course of instruction to support a continuum of on board scenario training between formal MTT’s. The intent is for CSTT members to become NSFS capable, and familiarize themselves with scenario development and execution in order to maintain a higher level of proficiency at this perishable skill. B-5 COMNAVSURFPACINST 3500.11/ COMNAVSURFLANTINST 3500.11 g. Preparation for Training (1) Combat Systems computer reloads must be accomplished daily. (2) Five consecutive days of uninterrupted training must be provided for the (J-113-0167) MK 86 or (J-113-0163) MK 34 COI. Three consecutive days of uninterrupted training must be provided for the (S-150-0033) NFCS COI and must be completed within 30 days of completion of the MK 34 COI. NSFS team members must meet the following prerequisites: (a) Each team member shall be PQS qualified in their position. (b) GLO must have completed LAWO COI prior to the 3 day NFCS TT COI (if NFCS equipped). (c) NFCS Operator (if applicable) must have completed the NFCS O&M COI prior to the 3 day NFCS TT COI. (3) NSFS team training is a highly intense and challenging course of instruction. In order to provide quality uninterrupted training all training teams will be conducted pier side or at EWTGLANT (MK-86/MK-34 LANT Only). Ships shall ensure course participants are off the watchbill during classroom hours of 0730-1630. Medical and dental appointments will not be scheduled during the training. Ships shall also prevent scheduling competing ship wide events (i.e. berth shifts, security drills in CIC, AEGIS system maintenance) that would hamper training. (4) Publication Familiarity. All cognizant personnel shall be familiar with pertinent information in ATP-4E, ship's combat systems/gunnery doctrine, combat charts/military grid reference system, this instruction and all associated references before attending the course in order to receive maximum benefit from the training. (5) Experience and Equipment Familiarity. This training does not include fundamental training in gunnery procedures, equipment operations, radio-telephone procedures, or basic navigation. Personnel assigned to training will possess at least a basic understanding of their assigned position and have, at a minimum, an interim PQS qualification to perform the tasks which fall under their cognizance. (6) A pre-arrival letter or naval message will be sent prior to the scheduled training. The message will reiterate much of the above and give additional guidance in preparing for training. B-6 COMNAVSURFPACINST 3500.11/ COMNAVSURFLANTINST 3500.11 h. Training OPORDER. The EWTGPAC/LANT, CSCS Det Pearl Harbor or CSCS DET Yokosuka training team will provide the necessary OPORDER and charts during training. i. Team Evaluation. Practice problems will be conducted and evaluated during training. At the end of each training day, a progress test covering that day’s material will be administered to the ship’s NSFS team. The progress test must be passed in order to move on to the next day’s instruction. At the completion of the MTT a comprehensive battle problem will be presented, followed by written examinations for all team members, including CSTT. Failure to pass each day’s progress test, the final battle problem, or written examination will result in remediation of the failed items. Failure to pass a remediated event at any point will result in a failure of the MTT. The results of training will be de-briefed to the ship at the end of the MTT and sent to the ship via Naval Message. B4. SHORE FIRE CONTROL PARTY TRAINING SUPPORT a. General. This guidance outlines the responsibility of ships assigned to support Shore Fire Control Party (SFCP) training. EWTGPAC and various USMC personnel throughout MARFORPAC require support for SFCP spotters. This training includes live spotting practice during actual firing exercises. Only qualified or qualifying NSFS capable ships may be assigned to provide live firing support for any of these SFCP training commands. (1) Ammunition Requisition and Expenditure Reporting. The supported unit will inform assigned ships of their minimum requirements well in advance of the scheduled exercises. The ship is then responsible for reporting on the range with the required ammunition. Expenditures are reported in the normal way using a standard Ammunition Transaction Report (ATR). The ammunition fired during SFCP support exercises will be charged against the firing ship's non-combat expenditure allocation (NCEA). (2) Briefings. The supported unit is encouraged to liaison with the firing ship concerning exercise procedures and range requirements. (3) Training. Ammunition, Exercise, and Safety Requirements during SFCP (a) About one month before the scheduled exercise the firing ship will receive a pre-exercise message from the supported command. It will include scheduling details such as exercise date, commencement time and duration, ammunition requirements (mix and amount) and the name of the person who will act as the point of contact at the supported command. B-7 COMNAVSURFPACINST 3500.11/ COMNAVSURFLANTINST 3500.11 (b) Ships should be prepared to conduct any type of NSFS mission; however, since call-for-fire missions provide the best training for the SFCP trainees there is likely to be a preponderance of call-for-fire missions during SFCP training. (c) Normal safety precautions for live firing exercises are fully applicable during SFCP training. b. NSFS Qualification During SFCP Training: Normal practice is to assign NSFS-qualified ships to support SFCP training. However, unqualified ships may conduct spotter services if they are on the range to conduct a FIREX qualification, in this case ships will conduct spotter services followed by their FIREX. B-8 COMNAVSURFPACINST 3500.11/ COMNAVSURFLANTINST 3500.11 APPENDIX C TRAINING AND OPERATIONAL READINESS INFORMATION SERVICES (TORIS) C1. Training and Operational Readiness Information Services (TORIS) provides a tool to schedule, execute, track, display and report all unit level training as defined by reference (b) and the class NMETL. TORIS is the TYCOM’s single authoritative database for all proficiency effectiveness and efficiency metrics. The purpose of TORIS is as follows: a. Track the accomplishment of Certification (CE), Advanced (AE), and Repetitive (RE) exercises listed in Chapter 3. b. Calculate TFOM (Training Figure of Merit) based on the completion of applicable CEs and REs. NOTE: AEs do not currently factor into the TFOM calculation but will still be recorded and reported to the TYCOM. c. Record and report the status of a ship’s mission area proficiency up the Chain of Command and into the Defense Readiness Reporting System-Navy (DRRS-N). d. Provide scheduling and tracking functionality for ATG and other training organizations that provide training to the ship. C2. e. Support metrics development. f. Collect and store training data and readiness information. TFOM CALCULATION METHODOLOGY a. Transition from Sustainment to Maintenance Phase. Mission Area Figure of Merit re-sets at the beginning of the Maintenance Phase with the exception of specific critical RE scores in Anti-Terrorism (AT), Medical, 3-M, Damage Control, Explosive Safety and Supply. During the maintenance phase, Mission Area (MA) Figure of Merit (FOM) is calculated as the average of the required critical REs. Using AT as an example: (1) Per paragraph 306, the number of total critical REs required for the Anti-Terrorism (AT) Mission Area during the maintenance phase is 3. In this case, one of three critical REs has expired resulting in a score of 0 for that critical RE. That results in the individual scores for each of these 3 REs are 98, 98, and 0 respectively resulting in an AT Mission Area FOM of 65 (98+98+0=196; 196/3=65). This is the score (65) that feeds TORIS and DRRS-N. C-1 COMNAVSURFPACINST 3500.11/ COMNAVSURFLANTINST 3500.11 (2) The number of CEs is 12 and the number of CEs remaining to be completed is 12, thus “12 of 12” is displayed as the CEs remaining. ANTI-TERRORISM MA MA FOM REs EXPIRED CEs REMAINING AT 65 1 of 3 12 of 12 (3) Critical REs will continue to be tracked both in Maintenance Phase and Basic Phase until the CEs remaining is 0 of 12. b. Transition from Maintenance Phase to Basic Phase. During transition and up to Basic Phase AT mission area certification, Mission Area FOM continues to be calculated as an average of all critical RE scores that remain within periodicity. (1) In this example, another AT RE expired during basic training while CEs are being accomplished. The score for that RE is used to recalculate the MA FOM (For example, 98+0+0=98; 98/3=33). CEs don’t factor into the equation until all are completed. ANTI-TERRORISM MA AT MA FOM REs EXPIRED CEs REMAINING 33 2 of 3 9 of 12 (2) Once all CEs are completed in the AT mission area, the MA FOM will be calculated as an average of all the CEs scores. The CEs remaining will display a single zero indicating all CEs have been completed for AT. This is when the RE periodicity counter begins. Introduction. Per the Fleet Training Continuum (CFFC/CPFINST 3501.3C), FDNF ships remain in Integrated/Sustainment Phase, with Basic Phase Training occurring concurrently. The SFRM (page 4-19) outlines that FDNF ships’ Basic Phase certifications will be calendarbased to provide the needed flexibility. Ships must meet “go/no-go” criteria to move from one block to another during Basic Phase Training (e.g. from a 1.3 to 1.4) but do not need to meet FRTP phase-exit criteria. This section further explains the training paths available to FDNF units and training roles and responsibilities of the ISIC and ship. D2. FDNF Training Roles. The ISIC’s role in scheduling training events is pivotal. Accurate reporting of readiness shortfalls by ships and ISICs is important to informed risk-assessment and scheduling at the Fleet level. D3. FDNF Training Requirements for the Basic Phase. All basic phase training cycles in FDNF Western Pacific will be Abbreviated Basic Phases (ABP). However, ASW and BMD, will not be tailored. Only completion of “X.4” ABP events enables a ship to re-certify, resetting certification dates and the 24-month counter. Certification Validation (CV) will be conducted in cases where a ship’s schedule does not support an ABP. The CV will extend certifications to allow a ship time to conduct an ABP. TYCOM will determine the length of the extension, up to a maximum of 24 months. a FDNF Abbreviated Basic Phase (ABP). The READ-E3 is a mandatory tailoring assessment in the FDNF. Using the semi-annual READ-E1 report, and the results from READ-E3, ATGWP will recommend the appropriate training blocks necessary to successfully achieve certification. Since operational requirements often prevent FDNF ships from accomplishing all mission area certifications at once, the ISIC may schedule the ABP in warfare packages consisting of multiple, related mission areas (topside, combat systems, engineering, etc.), as long as each mission area is recertified every 24 months. If requested, ATG WESTPAC will also conduct READ-E 3 assessments in separate packages. Further details of Abbreviated Basic Phase execution in FDNF are provided in the ATGPAC User’s Guide. b. FDNF Certification Validation (CV). A CV is an assessment event done to extend current certifications when a ship cannot conduct an Abbreviated Basic Phase due to their operational schedule. A ship cannot conduct two consecutive CVs. If a ship conducts a CV, it MUST conduct an ABP to renew all certifications prior to expiration of the extension period. Similar to the Abbreviated Basic Phase, a CV may be conducted in warfare area packages to suit the operational schedule of D-1 COMNAVSURFPACINST 3500.11/ COMNAVSURFLANTINST 3500.11 the ship. The execution of the Certification Extension in FDNF is further defined in the SFEM and ATGPAC Users Guide. D4. Responsibilities a. Ships will: (1) Send accurate and timely READ-E1 messages semi-annually, NLT 15 January and 15 July using the format provided in Appendix A of the READ-E Manual. A ship may also update its READ-E1 NLT 2 weeks before a READ-E3 or a Certification Verification (CV). (2) Track certifications and coordinate with their ISIC to ensure the ship’s schedule supports recertification or extension within the 24-month periodicity outlined in the SFRM. (3) Send a Risk Assessment Mitigation Plan (RAMP) message to TYCOM, C7F, CTF, ISIC, and ATG if the ship is unable to renew (or extend via CV) any warfare certification within the 24-month cert periodicity. This message is intended to both report an expired certification and to report the operational impact and mitigation. A sample message format is found in Appendix A, Section 9 of this instruction. (4) Coordinate with ISICs to schedule live services, ranges, and allocate ammunition to conduct required READ-E3, SFEM, and CV events. b. ISIC will: (1) Submit a Basic Phase Certification Training POAM annually to the TYCOM, C7F, and ATG for each ship NLT 15 January. This message is a schedule commitment that should list the desired training path (ABP or CV), and the planned Basic Phase execution windows by warfare area for that calendar year. The format is in Appendix A. (2) Provide Basic Phase Training Certification Plan prior to ABP execution. (3) Update the Basic Phase Training Certification Plan as needed but NLT 1 week prior to any desired event in Japan or in time for ATG trainers to meet travel, force protection, and diplomatic clearance requirements. (4) Ensure ship certifications are scheduled and conducted before the 24-month expiration. (5) Submit Basic Phase Training Completion Risk Reports for ships that will be unable to complete their certifications prior to expiration. This message should be sent as soon as it is identified D-2 COMNAVSURFPACINST 3500.11/ COMNAVSURFLANTINST 3500.11 that the ship is at risk, and is a precursor for the ship’s Risk Assessment Mitigation Plan (RAMP). (6) Review Risk Assessment Mitigation Plan (RAMP) to ensure that training risk is accurately identified and mitigation plans are adequate. (7) Endorse each subordinate ship’s RAMP to TYCOM and CTF Commander, info C7F and ATG. Report in the endorsement the earliest opportunity for the ship to renew certifications or conduct a CV. (8) Schedule live services, ranges, and allocate ammunition to conduct required READ-E3, SFEM, and CV events. c. ATG WESTPAC will: (1) Attend C7F schedule conferences and brief schedule and proficiency concerns. (2) Assist ships and ISICs in developing Basic Phase POAMs and Basic Phase Training Certification Plans. (3) Endorse Basic Phase Training Certification Plans and RAMP messages, if needed. (4) Approve all changes to Basic Phase Training Certification (5) Submit Mission Area certification recommendations to (6) Submit Basic Phase Training Completion Report to TYCOM. Plans. TYCOM.
