GUIDING PRINCIPLES
LOCALLY-DRIVEN, MANAGED AND
IMPLEMENTED
LGUs shall be the focal point of authority
and management of the reintegration
program
SUBJECT-SENSITIVE AND
FLEXIBLE
CONSISTENT WITH THE
PRINCIPLE OF HUMAN RIGHTS
AND JUSTICE FOR ALL
An FR or FVE will not exempt from criminal
and civil liabilities, without prejudice to
amnesty program of the government
FR AND FVE AS ACTIVE PARTNERS
Recognize the FR and FVE as active partners
of the program and not simply treated as
beneficiaries
COMMUNITY AS VITAL UNIT OF
SOCIETY
Acknowledge the community, as a vital unit
of society that assists FRs and FVEs to
become productive citizens and part of its
mainstreams
Implementing Guidelines on
