PREFACE
On March 11, 2020, the World Health Organization declared COVID-19 a global
pandemic. Since the disease is highly contagious, lockdowns were implemented to prevent it
from spreading.
Because of these lockdowns, education was greatly affected, as the school has to
deliver instruction via online classes and modular learning.
It was only after almost two years that face-to-face classes resumed and the risk of
exposing learners and personnel to the disease came with it. Thus, strict compliance to
health protocols and safety measures is important to avoid the resurgence of the COVID-19
pandemic.
This 2022 Contingency Plan covers San Maximo Elementary School, Schools Division
Office of Pangasinan II, Region I. It focuses on COVID-19 as the priority hazard of the school.
Specifically, this Contingency Plan focuses on the following:
1. To lessen the impacts and damages of COVID-19 to the health and safety of the learners
and personnel.
2. Inform stakeholders on the proper health protocols and safety procedures to avoid the
resurgence of COVID-19 pandemic in the school.
3. Strengthen the partnership of the school with its external stakeholders and their
interoperability during the resurgence of COVID-19.
4. Orient the school DRRM Team on their specific roles and responsibilities.
5. Prepare for possible effects of COVID-19 pandemic in worst scenarios.
6. Analyze the root causes, triggering factors, early warning signs and existing mitigating
measures to be conducted by the school in case of COVID-19 resurgence.
7. Conduct school resource inventory and needs projection and lay down learning
continuity procedures and health protocols for COVID-19.

CHAPTER 1: BACKGROUND
A. Introduction
BRIEF HISTORY OF THE MUNICIPALITY OF NATIVIDAD
The Municipality of Natividad was founded in the year 1902 and was named in the honor of
her Patroness Saint, Nuestra Senora de Natividad. This was during the early part of the long and
reformative American colonial era, which was made possible thru the vision and initiative of a U.S.
Army officer named Capt. Joseph Batchelor.

GEOGRAPHICAL AND PHYSICAL ATTRIBUTES
● LAND AREA
The town covers a territorial land area of 17,602 hectares or roughly 176 square
kilometers. It is basically an agricultural community with approximately seventy percent of the
town's population were farmers tilling seventy-five percent of this land area.
● LOCATION
It is bounded by the adjoining Municipalities of San Nicolas to the North; Tayug to the West
and San Quintin to the South, and to the East by the rugged and now almost-bald Caraballo
Mountain. It is 203 kilometers north of Manila and 122 kilometers south of Baguio City.
● SEASONS
The town of Natividad falls under the wet and dry type of climate. The wet or rainy season
is characterized by six months of monsoon rains which usually starts during the month of May and
lasts up to the month of October, while the dry season normally commences from November up to
the month of April. The town is visited by an average of four typhoons annually during the monsoon
season that causes irreversible destructions to agriculture, river denudation, soil erosion and flooding
low-lying barangays.
● NATURAL RESOURCES
With the natural resources that the forest served, the people used these to cultivate the area
and prepare the land for the production of their food supply and other needs. The present central and
eastern sections of the municipality were then a dense forest wherein the people got most of their
food supplies and farming materials.

● POPULATION AND LANGUAGE
The town of Natividad has a population of 22,713 (As of May 1, 2010) and a total of 4,543
households, with an average family size of five members. The average growth rate was recorded at
2.0% annually. The natural rate of increase was based on the number of births minus deaths.
Ilocano is the primary dialect being used by the people of Natividad. Other languages spoken are
Filipino and English.

Based on the historical data, incidents that occurred were mostly natural
phenomena such as earthquakes and typhoons. Since the pandemic started, no
COVID-19 cases within the school were reported.

It is indeed inevitable that COVID 19 virus may occur at school. If a bad /
worse scenario may happen, a series of actions indicated in the CP Form 6- the
activities before, during and after the expected scenario. Also, the responsible officers
and agencies must be informed with their roles and duties.
To at least prevent or lessen the impact of COVID 19 on the school community,
the SDRRM Public Information Team should conduct orientation among the
personnel, students and parents. The SDRRM planning manager should think of other
ways to inform the students or stakeholders not limited to social media.

CHAPTER 4: ACTIVATION AND DEACTIVATION
The Contingency Plan will be activated only if there is a case of COVID-19
in the school or in the community. This is also applicable if a personnel / learner
has close contact with a COVID patient. In case of a COVID-19 breakdown in the
community, the School DRRM shall conduct a Pre-Disaster Risk Assessments.
If a learner/personnel shows symptoms of COVID-19, the school shall call
the contact family of the affected person. The SDRRM team coordinates with the
LGU/RHU/BFP. It will then inform the Schools Division Office to request for a
school lockdown. To provide continuity in learning, interventions such as online
classes and digital sending of modules shall take place upon school lockdown.
The CP deactivates if the situation becomes light and smooth, then the
SDRRM team conducts assessments.
